John Selfors, Appellant, was present at the hearing. Assessor Patti McLean was present. The Appellant provided four comparable sales from 2023, with high gross and net adjustments and therefore were not considered. The Assessor testified that she removed the tideland value that was previously assessed in error. This correction reduces the land value to $88,470. The Assessor presented four comparable sales ranging, as adjusted, from $886,862 to $1,086,179. The value of the subject parcel falls within this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$88,470 and improvements at $864,915 for a total of $953,385 for the subject parcel. Reza Mosaffa, Appellant, was present at the hearing. Assessor Patti McLean was present. The Appellant's concerns were the steep slope of the parcel and lack of access. However, there was no evidence of the access issues. The Board recommended that he obtain a document from an independent source or regulatory agency that would support his assertion. The Assessor testified that the parcel is already decremented for a slope three factor which amounts to 75% of base value. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$59,105 for the subject parcel. The gross and net adjustments of these sales were too high for these comparables to be considered. The Assessor provided three comparable sales ranging in value, as adjusted, from $582,554 to $678,206. The value of the subject parcel falls within this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $59,875 and improvements at $592,905 for a total of $652,780 for the subject parcel.
