David& Olga Stride, Appellant, were present at the hearing. IdaMae Jensen, Assessor's Representative, and Assessor Patti McLean were present. The Appellant noted on the petition that no improvement was made after building was complete in 1993. Eight comparable sales were provided from April 2018 through December 2021. Several of the sales were disregarded due to them not being arm's length transactions. Discussion was held regarding a decrement because of possible wetlands on the subject parcel and it was found that this is an income-producing property. The Assessor provided four comparable sales with an adjusted range of$540,454 to $648,810. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $195,330 and improvements at$307,775 for a total of $503,105 for the subject parcel. As noted on the petition, the Appellant disagreed with the assessment and believed that today's real estate did not support the current increase in the home valuation. He provided four comparable sales, some of which were beyond the scope of sales being considered. The Assessor provided three comparable sales from October 2020 through July 2022 with an indicated value range of$831,865 to $977,990. The value of the subject parcel falls within this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $219,065 and improvements at$678,540 for a total of $897,605 for the subject parcel. The Appellant provided four comparable sales and a Safeco Insurance Dwelling Reconstruction Cost Estimate dated 11/26/2021. The Assessor made a correction to the waterfront footage which reduced the land value to $112,770. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $112,770 and improvements at$2,111,240 for a total of$2,224,010 for the subject parcel.
