MASON COUNTY BOARD OF HEALTH
MINUTES
SEPTEMBER 9, 1993
1. Call to Order: Chairman Faughender called the board back into session at
10:10 a.m.
2. Roll Call: All board members were present.
3. Guests: Mark Tompkins, Mike Tokos, and Brad Banner.
4. Minutes: No minutes were discussed at this meeting.
5. Continuation of Discussion
a. Personal Health Chemical Dependency and Impairment Policy: Brad re-
ported that Ione Siegler reviewed of this policy for compliance with
ADA and found it to be in full .compliance. Commissioner Porter ref-
erenced the wording in the second paragraph of Page 3-14 and ques-
tioned how an outside professional could report on the impairment of
an employee without violating confidentiality. Commissioner Porter
also pointed out several typographical errors. Brad suggested alter-
nate wording. Commissioner Porter made a motion that the policy be
adopted as revised. Commissioner Hunter seconded and motion and the
{ motion passed unanimously. (Copy attached)

b. Personal Health Board Participation Policy: Chairman Faughender ques-
tioned the intent behind Item #4 on Page 3-17 of the proposed policy
and stated that the tone of the item was punitive. Brad responded
that management needed to review the appropriateness of board partic-
ipation from time to time. Alternative-wording was discussed. Com-
missioner Porter made a motion that the policy be adopted as revised.
Commissioner Hunter seconded and motion and the motion passed unani-
mously. (Copy attached)
6. Informational Topics
a. Hood Canal Improvement Club: Commissioner Hunter reminded Brad the
Brad and Mike Tokos needed to attend a potluck dinner on the first
Tuesday of October to discuss Mason County sludge policies.
b. Drinking Water Program: Brad presented the proposed Drinking Water
Project for the fourth quarter of 1993 and requested expedited ap-
proval when funding became available. Commissioner Porter made a mo-
tion to approve the program when funding became available. commis-
sioner Hunter seconded the motion with the stipulation that the pro-
gram be conducted in a constructive manner. Chairman Faughender cla-
rified that the motion did not. authorize hiring additional staff
without Commissioner authorization. The motion passed unanimously.

C. Solid Waste Appeals: Mike Tokos scheduled two board appeals. An ap-
peal by Floyd Peterson will be heard by the board October 13, 1993,
at 10:00 a.m. , immediately following the Board of Health meeting. An
appeal by Royce Kelly will be heard by the board October 13, 1993, at
10:30 a.m. , immediately following the Floyd Peterson appeal.
7. Next Meeting: Because of a scheduling conflict, the next Board of Health
meeting schedule was moved from October 7 to October 13 at 9:00 a.m.
8. Adjourn: The meeting adjourned at 11:15 a.m.
