HomeMy WebLinkAbout1993/08/02 - Board of Health MASON COUNTY BOARD OF HEALTH AUGUST 2, 1993 The Board of Health was called to order at 3:40 p.m. by Chairperson Mary L. Faughender. ATTENDANCE : Mary L. Faughender, Chairperson William O. Hunter, Board Member Laura E. Porter, Board Member Brad Banner, Health Services Director Carol Oliver,. Director of Nursing APPROVAL OF MINUTES : Board Members Porter/Hunter moved and seconded that the minutes of the June 7, 1993 meeting be adopted as corrected. The motion carried unanimously. APPEAL HEARING : The scheduled appeal hearing by Mr. Brad Seamans regarding the Department's requirement of a potable water source was postponed until next week, when the Health Officer would be available. Board Member Porter noted that at the Board's morning briefing it was determined that, according to county ordinance, the appeal needed to be heard by the Health Officer. Board Member Hunter noted that Mr. Seamans had appealed to the Board of Health to expedite matters in the interim between Health Officers. ADMINISTRATIVE ISSUES Brad Banner, Health Services Director, noted that the Policy Book was making the rounds to the Board Members for review. Board Member Faughender stated that he had reviewed and initialed them, and would pass them on to Board Members Hunter and Porter. PERSONAL HEALTH Carol Oliver, Director of Nursing, presented an amendment to the AIDS Interlocal Agreement with the Southwest Washington Health District for AIDS funding from July - December 1993, in the amount of $28,033.00. It amends the original signed agreement of July 1989 to add the additional funds needed for continuation of existing services and funding, and needed Board action. For the record, Board Member Porter read the amendment to the Agreement, which included the following: 1.) To amend the method and amount of funding by adding $28,033.00 for the period from July 1, to December 31, 1993, of which no less than $6869.00 will be dedicated to high risk intervention. This will require a Statement of Work. 2.) The Statement of Work should read, "By September 1, 1993, the Health Dept. shall submit a semi- annual fiscal report documenting AIDS expenditures and revenues from January 1 - June 30, 1993, using the fiscal report provided by the Southwest Washington Health District." 3.) Amend the Statement of Work to read, "By November 1, 1993 will submit an AIDS service plan in a format provided by the Southwest Washington Health District." I MASON COUNTY BOARD OF HEALTH r AUGUST 2, 1993 - PAGE 2 Board Members Porter/Hunter moved and seconded that the AIDS Interlocal Agreement amendment be adopted and authorized the Chair to sign. Discussion followed as to whether the Agreement should be signed by the Chair of the Board of Health or the Board of Commissioners. After determining that the original contract was signed by the Board of Commissioners, Board Members Porter/Hunter withdrew their motion and second. Board Members Porter/Hunter then moved that the AIDS Interlocal Agreement amendment be referred to the Board of Commissioners with the recommendation that they concur and sign. The motion passed unanimously. Ms. Oliver noted that the State Auditor had recently conducted an audit of the federal funds. The only feedback received so far was the need to account for the vaccine received in lieu of cash, treating it as if it were. This will be done by preparing spread sheets and reporting it as cash on Schedule 16, which hadn't been done until now. Ms. Oliver also commented on the positive remarks regarding the appointment of Dr. Mark Trucksess as the new Health Officer. Board Member Faughender asked how the appointment system was working, and Ms. Oliver stated that it appeared to be working well. The flow was easier to manage and there were no long waiting periods for people. Some additional days of availability have been added, and there's been more flexibility in duties performed each day. Board Member Hunter asked if there had been any problems with appointments, and Ms. Oliver noted none had been expressed. Ms. Oliver also noted that in July the clinic statistical system had been converted to the database set up by Mr. Banner, so now all the data will be entered into the one system. ENVIRONMENTAL HEALTH Mr. Banner spoke regarding the Sewage Regulation Draft, which all Board Members have received. Later in August there will be an outside Advisory Committee, and he will perhaps share the Draft with them and try and get a recommendation. The Draft will then be presented again at the next Board of Health briefing. Mr. Banner noted that there may be a difference of opinion between the Advisory Committee and the Department. ADJOURNED It was moved and seconded by Board Members Porter/Hunter that the meeting be adjourned at 3:54PM. The motion passed unanimously.
