HomeMy WebLinkAbout1993/06/07 - Board of Health MASON COUNTY BOARD OF HEALTH June 7, 1993 The Board of Health was called to order at 3:52 p.m. by Chairperson Mary L. Faughender. ATTENDANCE : Mary L. Faughender, Chairperson William O. Hunter, Board Member Laura E. Porter, Board Member J. Joanne Hoover, M.D., Health Officer Brad Banner, Health Services Director Carol Oliver, Director of Nursing APPROVAL OF MINUTES: Board Member Porter/Faughender moved and seconded to adopt the April 5, 1993 minutes as corrected. Motion carried unanimously. P-aye; F-aye; H-aye. PERSONAL HEALTH Dr. Hoover made comments on the last report from the state regarding the seminar on the E-Coli breakout. Experts spoke about the current issues in the news, and noted 2 more breakouts occurred in Oregon. One of the findings of E-Coli was found in commercial mayonnaise that was probably contaminated by raw meat which was carried in the same .truck. The other finding was in un- pasteurized milk. ENVIRONMENTAL HEALTH Carol Oliver, Director of Nursing proposed a contract for consideration of renewal for the Department of Social and Health Services in the amount of $10,368.00 for a year. This will provide follow-up for low risk children that are referred to us by Child Protective Services. Board Member Porter/Hunter moved to recommend that the contract be signed. Motion carried unanimously. F-aye; P-aye; H-aye. Brad Banner,, Health Services Director went over the EH Complaint Investigation from January 1st to May 31, 1993. Mr. Banner presented documentation of complaints sorted by staff, by amount received, and by the area of the complaints that are being investigated. Commissioner Faughender requested analysis of the length of time each complaint took for resolution. Commissioner Porter requested analysis of the reasons that unresolved complaints remained unresolved ie: inadequate legislation, unclear policy, level of staffing etc. ADMINISTRATION ISSUES OFFICE POLICY REVIEW: Brad Banner, Health Services Director went over the changes. One significant change was the Discipline Policy. A number of people went to a seminar on handling employee performances. Brad tried to enforce this in the policy/procedure book so if a problem occurs with an employee he can go over the steps that are needed to correct the problems. MASON COUNTY BOARD OF HEALTH JUNE 7, 1993 - PAGE 2 The first process would be to have a verbal reminder to correct the problem that is not on the record. If it happens again they would receive a counseling session to go over the issues which would take into account the employee's view point. The supervisor would receive a verbal commitment from the employee to take a corrective action. If it happens again a supervised counseling session with the employee going into detail and discussing the changes to be done followed up with a letter home. If it happens again a day at home with pay where they would put together a letter stating the changes that he/she will make. He/she would not start work until the supervisor is satisfied. And if the Sth time happens the employee would be discharged. Brad made comment that the changes are intended to help the employee understand what is expected from him/her before a written warning goes in the employee file. It will also minimize the number of appeals because a good faith effort to correct problems is in every step. Board Member Laura E. Porter made comments that no documentation should be put into the employee file without the employee being notified. She also expressed concern about notification being sent home. Brad felt it would make it more official and employees tend to take it more serious when they receive documentation at home. Laura felt that a one hour of paid leave would be more suitable instead of eight hours. This should be an even trade and give the employee a chance to think about wages. Comments from the board were positive about this amendment and encouraged Brad to follow up with additional research with Ione and with the Union. Brad Banner went over the Board the process of handling complaints from the general public.. Examples were given and explained of the process and follow-up of the complaints called in and the breakdown of each one. HEALTH OFFICER CONTRACT: Laura E. Porter, Board member moved to go into executive session. Motion seconded and carried unanimously. P-aye; M-aye; H-aye. Board of Health reconvened at 4:50. Porter/Hunter moved to continue the meeting to Monday June 14th at 4:00 p.m. to conduct a hearing on the Health Officer employment. Motion carried unanimously. P-aye; M-aye; H-aye.
