HomeMy WebLinkAbout1993/04/05 - Board of Health MASON COUNTY BOARD OF HEALTH i� April 5, 1993 The Board of Health was called to order at 3:52 p.m.by Chairperson Mary L. Faughender. ATTENDANCE: Mary L. Faughender, Chairperson William O. Hunter, Board Member Laura E. Porter, Board Member J. Joanne Hoover, M.D., Health Officer Brad Banner, Health Services Director Mark Thompkins, Environmental Health Wayne Clifford, Water Quality ADMINISTRATION PUBLIC HEALTH ASSESSMENT UPDATES Brad Banner, Health Services Director, gave an update on City of Shelton Assessments. They have not paid any Public Health Assessments for Environmental Health and are expressing concern about paying this portion. They don't have any problem with Personal Health. Mike McCarty,City of Shelton Administrator,and Mr.Banner have met several times and Mr.Banner presented a proposal that would take a portion of Personal Health Services budget on a population ratio basis and be charged to the City. It was suggested to take the food segment of the unfunded food segment of the EH and paying for that on a ratio of the percent of restaurants in Shelton.Mr.Banner wrote a response letter to Mike McCarty that covered a number of issues, one being the variety of EH services stemming other than the food program. In pointing out the problem at The Hood Canal School you can't always distinguish between the two departments involved in an issue such as that. Mr.McCarty was accepting of that viewpoint,he pointed out that EH has not given a lot of services to the City what with low staff numbers,but now we can turn that around with the increase of staff. Brad plans on meeting with the council at least three times a year to discuss these previous issues, progress reports, etc. Mr. McCarty will make a_presentation to the city council. Board Member Porter suggested a response be sent to Mr. McCarty to have the Board meet directly with the Council.She also suggested that there should be a presentation of the work provided. There is such a diversity of services, it is crucial that a determination of the types of services are provided at the time. Board Members Porter/Hunter moved and seconded a motion to direct Mr. Banner to invite the City Board Members and Mike McCarty to a work session to discuss services. F-Aye, H-Aye, P-Aye. Board Member Faughender asked if services could be withheld.Dr.Hoover replied that if any City with in the jurisdiction of a County does not want to contract with the County they can form their own Health Department. PERSONAL HEALTH Sharon Bisser is doing better and is out of the hospital at this time.As of this day(#45) she will have to remain in the Seattle area for on going treatment. The Interagency agreement for the AIDS program was reviewed by the State.The Board of Health recommends to the Board that this contract be signed. It will be presented at the next Mason County Commissioner meeting. MASON COUNTY BOARD OF HEALTH APRIL 5, 1993 - PAGE 2 Board Member Porter/Hunter moved and seconded that the Board recommend to the Board of Commissioners that they authorize the Chairman to sign the Inter Agency Agreement between Washington State Department of Health and the Mason County Health Department. F-Aye; H-aye; P-aye. ENVIRONMENTAL HEALTH Brad Banner reported a new situation where people are appealing a BOH policy on Shoreline remodels, etc. There are two appeals and one has gone to Dr Hoover. The Health Department is asking for direction on how to handle them. They asked if they go to the Board first or to Dr. Hoover. There are local policies that the Health Department has established. Mark Thompkins displayed some plat plans. Board Member Porter suggested that the discussion cover the terms of general issues about what the policies are and why they are being appealed. The policy states that expansion and new construction must be in full compliance with State and local regulations. Board Member Porter asked whether the variance appeal should go to the Board or to Dr. Hoover. She . questioned if the Board is being asked to verify or amend the policy. She asked what a legitimate reason is to amend a variance. �`- Mr. Banner says that he will work on this and report back to the Board. Dr. Hoover said that they all need to use their good judgement. The Board Members agreed to meet back at the next BOH meeting to make a decision regarding the handling of variance appeals. The Board asked if appeals are being held up? Dr. Hoover replied that they are on hold for the time being. Mr.Banner will notify the paper of the next meeting. The public will be notified for a public meeting regarding any changes so there is the opportunity for public to comment. WATER QUALITY Wayne Clifford,Water Quality Coordinator,reported he has received a letter stating several beaches in Mason County are not posted with prohibited area signs. It is the County's responsibility to post a sign in regards to Swimming and a sign regarding contaminated Shellfish. (Lynch Cove in the new area, Walker Park, Jacoby Shorecrest County Park,Finch Creek) Board Member Hunter directed Water Quality be ordered to post those beaches mentioned. Board Member Porter/Hunter moved and seconded that Water Quality be ordered to post the beaches mentioned. F-aye; H-aye; P-aye. Dr.Hoover said if the signs have been vandalized the County may be responsible for anyone who swims or picks i i shellfish because the sign wasn't there. MASON COUNTY BOARD OF HEALTH APRIL 5, 1993 - PAGE 3 _1 Mr. Clifford related that there are people who live on the beaches that will help in making sure the signs are reported when they are down. A motion was made to amend the motion of the original motion to add "maintained" signs for the Water Quality Department. F-Aye; H-aye; P-aye. The amendment was carried. The main motion,as amended,to post and maintain signs on the beaches as requested by Water Quality. F- Aye; H-aye; P-aye. There was some discussion as to whether these signs cover swimming. Mr. Clifford says that the Finch Creek sign does. MEETING CONTINUED At 4:27 p.m., Board Member Hunter/Porter moved and seconded to continue this meeting two weeks from today,April 19th at 3:30 p.m. F-Aye; H-aye; P-aye.
