JANUARY 4, 1993
The Board of Health was called to order at 3:40 p.m. by Chairperson Laura E. Porter.
ATTENDANCE : Laura Porter, Chairperson

APPROVAL OF MINUTES :
Board Member Porter/Faughender moved and seconded to adopt the December 7, 1992 minutes as
corrected. Motion carried unanimously. P-aye; F-aye; H-absent.
ADMINISTRATION
Due to the first meeting of the year, the passing of the gavel to Mr. Faughender from Laura Porter
took place for the 1993 year. Motion carried unanimously. P-aye; M-aye; H-Absent.
PERSONAL HEALTH
Dr.z Hoover introduced -Carolyn Oliver, Nursing- Director to the Board of Health.
Dr. Hoover made comments on the Washington State Board of Health regarding work shops around
the state with the goa of delegating the State Board of Health into taking authority over certain
Washington State Codes to the Dept. of Health. As of December 9th Washington State Board of
Health received testimony and decided not to accept, and to keep -things the way they were. It would
of changed not what the WACS were but who's authority it was to enforce them.
ENVIRONMENTAL HEALTH
Brad Banner, Health Services Director recommended to the Board to consider adopting a fee for the
HIV Aids Certification Classes. He explained that when the fees were adopted for Health Services,
there was an oversight and this fee was not considered. The recommended fee is $35.00 for a seven
hour service for Health care professionals (nurses, doctors, etc.) and $20.00 for foster parents,
daycare, and general public.
Brad made note the process is to talk about the polices in Board of Health and then if it passes that
then to bring it to the Commissioner's Meeting and ask for a hearing.
Board Member Porter/Faughender moved and seconded that they set a Public Hearing Date to
consider recommended fees for certification classes for professionals, foster parents and daycares.
Motion carried unanimously.. P-aye; F-aye; H-absent.

CLINIC NURSE:
Brad Banner, Health Services Director asked the board permission to advertise for a Clinic Nurse.
This is a 70% position, primarily funded through grant money. This position was requested in the
1993 budget at one full time employee, but was cut to 70% for the full time employee during the
budget process
Carol Oliver made mention that the position is very much needed, but has not yet had the chance to
review in detail the outline of the position. It was felt that this position would free up the clinic
nurses time for tasks which require their skilled level.
Chairperson Faughender asked how much of this position is funded by grant. Brad mentioned that
this position would make it about 70%. This amount will drop' down in 1994 because one of the
additional funding sources of $700.00 a year for immunization which we didn't use in 1992 so they
were able to carry it forward into 1993. In the budgeting we have $1,400.00, so it comes to 70% for
this position.
Board Member Laura Porter felt that authorization to hire that kind of position is directly budget
related and is usually done through the commission.
Mr. Banner felt the same and said that is why he brought it to the Board.
Board. Member Laura Porter mentioned that this policy was already approved as a policy in the form
of a county budget and does not sound like any changes would occur.
CERTIFIED CONTRACTORS REVIEW:
Brad Banner, Health Service Director presented to the Board another draft of the by-laws of the
procedures and responsibilities of the members.
Brad mentioned that years ago we had a similar board in 1986. The board is made up of the
Chairmen of the Board of Health, Mason County Health Officer, Environmental Health Specialist,
Certified Designers, and Certified Installers.
A questionnaire was sent with the billings asking if anybody • was interested. John Dennison,
Environmental Health Specialist is handling the re-certifications has received a few names of people
interested.

Laura Porter, Board Member made comments on the editing of the December 29th version.
According to the first paragraph it mention that the contractors having the capacity of improvement
of performing their job. Laura felt this standard has to do with Public Health and not a staff ruling
about what is required. Laura suggested to edit this to read, "Proven record of performing their jobs
in a manner that is appropriate to protect Public Health".
On page 2 at the top of the page, Laura had some concern about the appointment of the secretary of
the competency board. It should be worded, the secretary should be one of the members of the
competency board. It should not build an additional burden on the secretarial staff. This position
should also rotate to share the burden among the board members.
Laura asked if all the members would be certified installers?
Brad Banner made note that some of the designers are not state certified.
Laura mentioned that we should have appropriate wording as such in the amendment. Laura also
made comment's on Code of Conduct. Which reads "members of the board of competency will
conduct themself in a professional manner and maintain the board standards of confidentiality and
remain free from any conflict of interest.
Also mentioned was, as read: "No member of the competency board will give or receive gratuities
of any kind including entertaining, meals, etc." That statement needs to be linked to their activities
and decisions on the board.
Some type of correction needs to be made to set the minimum number of members necessary to
conduct business.
The Board felt three would constitute a meeting.
Board Member Porter/Faughender moved and seconded to adopt the changes of the by-laws as
outlined. Motion carried unanimously. P-aye; F-aye; H-absent.
