HomeMy WebLinkAbout1994/05/05 - Board of Health 4 MASON COUNTY BOARD OF HEALTH May 5, 1994 The Board of Health was called to order at 10:00 a.m. by Chairperson William O. Hunter. ATTENDANCE: William O. Hunter, Chairperson Mary L. Faughender, Board Member Laura E. Porter, Board Member Dr. Mark E. Trucksess, Health Officer Brad Banner, Health Services Director Mike Tokos, Environmental Health Specialist Mary Lou Piviritto, Department of Ecology Sean Hanlon, Shelton Journal Irene Davis, Belfair Don Nichols, Shelton J. L. Mason, Shelton HEALTH OFFICER'S REPORT The Communicable Disease Report dated April, 1994, was reviewed aloud by Health Officer Trucksess. One case of Compylobocter had been reported which may have been due to the consumption of raw oysters taken from the beach near the Hoodsport Marina. Mr. Banner, Health Services Director, was directbd to investigate whether that beach had been posted as an unsafe beach for oyster harvesting. Dr. Trucksess brought a Health Bulletin to the Board's attention regarding releases of radioactive materials from Hanford during the time period 1944 through 1972, and the potential health effects. He noted that he had reference materials on the subject if the Board desired additional information. A Washington State Health Department release regarding the safety of administering the DPT vaccine was presented by Dr. Trucksess. He noted that there was no unusual risk in receiving the vaccine. ADMINISTRATIVE ISSUES Mr. Banner advised that the two finalists in the Personal Health Director application process would be interviewed in the near future. Mr. Banner announced that Tamra Stewart had been selected to fill the Clinic Nurse position and would begin her employment next week. The Board was advised by Mr. Banner that steps had been initiated to amend the Health Administration, Environmental Health, Water Quality and Personal Health Budgets. He noted that the amendments were' due to negotiations and unanticipated revenues. r MASON COUNTY BOARD OF HEALTH May 5, 1994 - Page 2 of 4 PUBLIC HEARING - ON-SITE SEWAGE REGULATIONS At 11:00 a.m., the Board continued the public hearing to consider amendments to the On-site Sewage Regulations. Mr. Banner presented the latest draft dated April 27, 1994. He advised that a workshop had been scheduled for May 12 at 9 a.m. in the Building 3 conference room to review these amendments. He noted that the recommended changes in the sections pertaining to areas of special concern, licensing of installers, definition of the Health Officer, and the appeal process had been included in the draft. Chairperson Hunter opened the meeting to public comment. Mary Lou Piviritto,DOE, stated that the concerns she had expressed had been addressed in the new draft. She noted that accountability, in the past, had not been a part of the On-Site Sewage Regulations; however, with the proposed changes by Mason County and the State Board of Health, the regulations would now go a long way in preserving the water quality of Mason County, especially in areas of special concern. Ms. Piviritto did question, however, why the 60 day suspension for installers and designers had been changed to 30 days. She stated that a longer period of time for suspensions would be more effective. Board Members Faughender/Porter moved and seconded that the On-Site Sewage Regulation Public Hearing be continued until the next Board of Health meeting on June 2nd, 1994, at 10:30 a.m. Motion carried unanimously. WIC CASELOAD The Board was advised by Mr. Banner that the State of Washington would be increasing the WIC caseload and the reimbursement amount received by the county per WIC client. Board Member Porter/Faughender moved/seconded that the Board of Health recommend to the Board of Commissioners that the WIC caseload be increased as presented. Motion carried unanimously. WELL INSPECTION PROGRAM Mr. Banner stated that the contract between the Department of Ecology and Mason County pertaining to the delegation of well inspection duties would be received next week. He noted that the job description requirements were amended to match the Environmental Health Specialist position requirements. He also noted that the reimbursement amounts were negotiated satisfactorily, and that the Department of Ecology's notification process had been completed. FOOD SANITATION ADVISORY COMMITTEE Mr. Banner advised the Board that a Food Sanitation Advisory Committee had been successfully planned. He stated that the Department had sent out a mailing to all the food establishments in the County soliciting interested parties to serve on the advisory committee, and that potential committee members had been chosen from each food establishment category as well as two Citizen At Large Members. i MASON COUNTY BOARD OF HEALTH May 5, 1994 - Page 3 of 4 Board Members Faughender/Porter moved and seconded that the following citizens, provided they continue to represent the food establishment category, be appointed to the Food Sanitation Advisory Committee: Gary Saunders, Sharon Morrison, Rufus Garoutte, Lillian Settle, Bruce Rosenstein, Lerneda Campbell, David Westerman, Joan Renn, Will Satak, and Louis Mott as an alternate member for Mr. Garoutte. Motion carried unanimously. The Board reviewed the statement of purpose for the advisory committee, and concurred that it could review and make recommendations regarding fees, but that the committee would not be seen as fee establishers. It was agreed that another paragraph should be added stating the advisory committee's duties as they relate to fees. PROPOSED AMENDMENTS/SOLID WASTE HANDLING&FACILITIES ORDINANCE The continued public hearing to consider changes to Mason County's Solid Waste Handling and Facilities Ordinance was held at 11:90 a.m. The draft dated April 26, 1994, was reviewed. Section 3.06 - Burning of Solid Waste. Dr. Trucksess asked which department would be responsible for enforcing regulations pertaining to the accumulation of solid waste, not presently burning, which may be a toxic hazard. Mr. Tokos replied that the Health Department would be responsible. Dr. Trucksess recommended that the wording "or the accumulation of solid waste that may present a health hazard," be added after the Health Department's statement of responsibility in the section. Section 3.08 - Waste Tires, and Section 3.11 - Dead Animals. The proposed changes, as recommended at the last hearing, were reviewed by Mike Tokos, Environmental Health Specialist. Section A-7; Policies, Page 2-38, Inoperable Vehicles and Vehicle Hulks. The Board concurred that they wanted this section to pertain to "any parcel" rather than "any person." Irene Davis, Belfair, shared her concern over the amount of regulations pertaining to the prohibition of burning on one's property, and that, perhaps, some items were better burned than taken to the landfill. She also commented on the feasibility of enforcing such regulations. Chairperson Hunter commented that he also shared her concerns; however, these regulations had already been established by the Clean Air Act, State Department of Ecology, and the Olympic Air Pollution Control Authority. Mr. Tokos stated that it would not be the Department's policy to fine residents, but instead to inform them of the regulations; however, if there was a genuine problem, over time, the Department would use enforcement action. Board Members Porter/Faughender moved/seconded that the public hearing to consider changes to the Solid Waste Handling and Facilities Ordinance be adjourned at 11:42 a.m. Motion carried unanimously.
