HomeMy WebLinkAbout1994/01/06 - Board of Health MASON COUNTY BOARD OF HEALTH JANUARY 6, 1994 The Board of Health was called to order at 10:05AM by Chairperson Mary L. Faughender. ATTENDANCE : Mary L. Faughender, Chairperson William O. Hunter, Board Member Laura E. Porter, Board Member Brad Banner, Health Services Director Carol Oliver, Director of Nursing Dr. Mark Trucksess, Health Officer Mike Tokos, Environmental Health Specialist Mike Clift, County Prosecutor Sean Hanlon, Shelton Journal SELECTION OF 1994 CHAIRPERSON It was moved and seconded by Board Member Porter and Chairperson Faughender that Board Member Hunter be Board Chairperson for 1994. The motion passed with Chairperson Hunter abstaining. PUBLIC TESTIMONY ON COUNTY STANDARDS FOR RE-USE OF WASTE TIRES Mike Tokos stated that the group that had wished to testify on the waste tire issue had understood that they could not do so until the Jesse Grey Appeal had been settled. They therefore wished to be placed on the agenda for the February 3rd meeting, and the Board concurred. t ADMINISTRATIVE ISSUES HEALTH OFFICER'S REPORT Dr. Trucksess verified that there was an epidemic of Bejing variety Influenza A, H3N4M2. The vaccine is only approximately 80% successful, and takes upwards to 6 weeks to become effective. The antibiotics Amantadine and Fluadine have been helpful in moderating the symptoms of the influenza. It was also noted that a food handler at the Westside Wendy's Restaurant in Olympia had become infected with Hepatitis A, and could have exposed approximately 9600 people who had eaten at the establishment between 12/15 - 12/28/93. Gamma Globulin injections have been made available in Thurston and Mason Counties, with 450 injections being given in Mason County to date. So far there have been no reported cases of Hepatitis A, however it was noted that the incubation period was between 30-90 days. Dr. Trucksess felt the risk of infection was relatively low, as people would have had to have eaten uncooked food handled by a food handler with unwashed hands. Salad would be the highest food risk. The 4th Quarter 1993 Communicable Disease Report was as follows: No. Cases No. Cases No. Cases 5+- Campylobactor 1 - Hepatitis A 2 - Chlamydia 1 - Vibrio Parahemolyticus 1 - Hepatitis B&C 1 - GC 2 - E-Coli 2 - TB Preventative 1 - Herpes 2 - Salmonella Therapy I - Nongonococcal ( 5 - Giardia 1 - Syphilis Urethritis Brad Banner, Director of Health Services, noted that the agenda packages included several variances for the Board's review. Mr. Banner also noted that an On-Site Workshop would be held that evening at Memorial Hall. The first half would include discussion with designers, installers and the Dept. of Ecology about local issues, and the second half would be devoted to areas of special concern. The workshop will be unique in that preliminary plans from the County will be presented prior to implementation for feedback by those expert in the field. It is hoped that there will be 50 in attendance. Board Member Faughender asked if there had been any appeals/protests to the increased fees for food establishment inspections. Mr. Banner noted that there had been a few protests, and also two appeals from fraternal organizations. He and Will Satak will be discussing the appeals with Dr. Trucksess as the first step. in the appeal process. Mr. Banner noted that publicity and discussion prior to the fee implementation had helped. Board Member Porter asked if there was any follow up to reported cases of illness due to oyster consumption, such as determining the location of which beaches they were harvested from or from which stores they had been purchased. Dr. Trucksess noted that the cases had been sporadic, and not in a cluster. Portions of Hood Canal have been closed to commercial harvesting, and Dr. Trucksess recommended that all seafood should be cooked to avoid contamination. If clusters became evident, then private beaches should be inspected. Mr. Banner noted that better follow up of these cases is one of the goals of the Health Department. ADJOURNMENT It was moved and seconded by Board Members Faughender/Porter that the meeting be adjourned. The motion passed unanimously and the meeting adjourned at 10:28AM.
