May 4, 1995
The Board of Health was called to order at 10:02 a.m. by Chairperson Mary Faughender with
Board Members William O. Hunter and Mary Jo Cady in attendance.

APPROVAL OF MINUTES
Board Members Cady/Hunter moved/seconded that the minutes of the March 30th, 1995
meeting be approved as circulated. Motion carried unanimously.
HEALTH OFFICER'S REPORT
Steve Kutz presented the Health Officer's Report on behalf of Dr. Trucksess. He reviewed the
communicable disease report for April, 1995. He advised that an acute case of meningitis
bacteria was found in one individual in the Mason County Jail who potentially infected nine other
people. Steps have been taken to contact and provide the necessary treatment to those exposed
to the bacteria. Mr. Kutz noted that this is an air-borne bacteria which can cause meningitis,
which is particularly dangerous to young children.
HEPATITIS IMMUNIZATIONS
Board Member Cady asked if the Health Department was prepared to administer the hepatitis
vaccine in conjunction with the blood-borne pathogen training for the Sheriffs Department staff.
Mr. Kutz replied they were prepared if the funding was available to purchase the vaccine, noting
the cost was $30.10 per dose. Mr: Kutz was asked to investigate competitive costs for the
vaccine and also insurance-related information.
CONDOM DISTRIBUTION MACHINES
Board Member Cady asked if the condom distribution machines authorized recently had been
installed. Mr. Kutz informed that the Health Department ordered the machines and supplies as
authorized and have. contacted sites who provide condoms regarding the placement of
informational brochures.
TUBERCULOSIS TRAINING
Mr. Kutz advised that the Health Department was facilitating access to a satellite training course
pertaining to tuberculosis at the Washington State University County Extension Agency Office
which would involve 5 sessions. Health Department staff as well as representatives from the
Mason County Jail, WCC, Mason General Hospital, Homeless Shelter and Fir Lane Terrace have

CONFIDENTIALITY WORKSHOP
Mr. Kutz informed that a training session relating to confidentiality issues within the Health
Department would be conducted during the month of May. Speakers will present legal and
ethical information.
ON-SITE SEWAGE ADVISORY COMMITTEE BY-LAWS
Brad Banner presented revised by-laws for the On-Site Sewage Advisory Committee. The
committee has reviewed and approved the revisions at their level and were asking that the Board
authorize said by-laws. Chairperson Faughender wondered if a one-year term was viable, noting
that every year Mr. Banner would need to present recommendations for reappointments. Mr.
Banner stated that the terms have always been for one year. However, the revisions would
transfer authority on appointments and reappointments to the Board of Health. Board Members
Cady/Hunter moved/seconded that the On-Site Sewage Advisory Committee By-Laws be
approved as presented with the addition that committee members' terms expire on
December 31 of each year, to be renewed in January the following year. Motion carried
unanimously.
ON-SITE SEWAGE ADVISORY COMMITTEE - MEMBERSHIP
Board Members Cady/Hunter moved/seconded that the following appointments be made to
the On-Site Sewage Advisory Committee: Dick Yunker in the Level II Designer position,
Donald Woolliscroft in the Certified Installer position, and Warren Dawes to represent the
Totten/Little Skookum Clean Water District. Motion carried unanimously.
GARBAGE PROBLEM
Board Member Hunter asked that a report be submitted at the next Board of Health meeting
regarding suggestions to alleviate the problem of garbage which has been dumped throughout the
outlining areas of the county. Mr. Banner stated that discussions have taken place in which a
team approach would occur wherein the property owners, work release, and the landfill would
work together to solve the problem. He noted that liability and money issues were a problem.
EVERGREEN (HOODSPORT) WATER SYSTEM
Board Member Hunter advised that a meeting has taken place between the Department of Health,
PUD and County Commissioners, citizens of the community, and other county officials regarding
the Evergreen (Hoodsport) Water System and the steps the State is taking to find a receivership
for that water system.
OLYMPIC VIEW SANITARY LANDFILL
Board Member Cady informed that the Board would be on the agenda of the Bremerton/Kitsap
Board of Health next month to discuss the Olympic View Sanitary Landfill site.
RECESS
Board Members Hunter/Cady moved/seconded that the Board suspend Robert's Rules of
Order and go off the record to discuss the Evergreen Water System with Gary Yando and
Health Department staff at 10:35 a.m. Board Members Hunter/Cady moved/seconded that

the Board return to Robert's Rules of Order at 11:02 a.m. Motion carried unanimously.
ADJOURNMENT
Board Members Hunter/Cady moved/seconded that the Board of Health meeting be
adjourned at 11:02 a.m. Motion carried unanimously.
