March 30, 1995
The Board of Health was called to order at 10:00 a.m, by Chairperson Mary Faughender with
Board Members William O. Hunter and Mary Jo Cady in attendance.

APPROVAL OF MINUTES
Board Members Hunter/Cady moved/seconded that the minutes of the February 2nd, 1995
meeting be approved as corrected. Motion carried unanimously.
Board Members Hunter/Cady moved/seconded that the minutes of the March 2nd, 1995
meeting be approved as circulated. Motion carried. Vote: F: yes; H: yes; C: abstain.
(Board Member Cady was absent from this meeting).
\ PUBLIC HEALTH WEEK ANNOUNCED
Steve Kutz read aloud a Proclamation announcing Public Health Week as the first full week of
April. Board Members Hunter/Cady moved/seconded that the Proclamation be approved
and signed by the Board. Motion carried unanimously.
Chairperson Faughender asked if any celebratory activities had been planned. Mr. Kutz replied
that free TB skin tests for Mason County residents would be given on April 17th. On the 18th,
free HIV testing/counseling services would be available, and on the 24th, clinic fees would be
waived when giving immunizations to children. Appointments would be scheduled for these
services. Chairperson Faughender asked how these services would be announced. Mr. Kutz
responded that a news release would be prepared. Board Members Hunter/Cady
moved/seconded that the Board concur with the plans for free services by the Health
Department during Public Health, Week as recommended by Mr. Kutz. Motion carried
unanimously.
FOOD PROTECTION PROGRAM COMMENDED
Dr. Trucksess read aloud a letter written by Karen VanDusen, Office Director of the Washington
State Office of Community Environmental Health, regarding the Mason County Health
Department Food Protection Program Review which was conducted in June and July, 1994. The
report indicated that Mason County has made significant improvements in their food protection
program, which now ranks as one of the better in the state. Brad Banner and Will Satak were
,� noted as being instrumental in this successful transition.

HEALTH OFFICER'S REPORT
Vision and Mission statements for public health in America were reviewed aloud by Dr.
Trucksess. Leading causes of death among Americans were announced, as well as the
introduction of the Chicken Pox immune globulin and the Hepatitis A vaccine. He noted that
public awareness needed to be increased regarding the potential complications associated with
Chicken Pox which can be extremely critical.
Dr. Trucksess informed that a possible contamination of certain vaccines with Hepatitis C had
been found within the state's supply and had been handled appropriately. Mr. Kutz noted that
the Health Department's vaccines had been checked and restocked where necessary.
Communicable disease report for the month of March was reviewed, as well as lead-based paint
poisoning statistics within the state.
Board Member Cady asked if steps had been made to officially congratulate those restaurant
establishments who have implemented smoke-free environments voluntarily. Mr. Kutz replied
the department was in the process of determining what could be done, and that perhaps at the
next BOH meeting the proposal would be presented to the Board.
EMS PROGRAM DIRECTOR
Upon a request for information from the Board, Dr. Trucksess informed that steps were being
taken to replace the EMS Program Director who resigned recently. He has submitted a letter to
the Emergency Services Council recommending a local appointment. The Program Director
coordinates quality assurance programs to fire districts providing emergency care and ambulance
service within Mason County.
ON-SITE SEWAGE ADVISORY COMMITTEE MEMBERSHIP
Mr. Banner advised the Board that there was currently one opening on the On-Site Sewage
Advisory Committee under the category of Level II Designer. His department as well as the
advisory committee were recommending that Dick Yunker be appointed by the Board. Board
Member Cady asked if others had volunteered to fill the position. Mr. Banner replied that he had
attached the other applications; however, there may be one other qualified person who had not
yet submitted an application but had shown interest. The Board concurred they would wait to
review all potential applicants before making an appointment.
GROUP B PUBLIC WATER SYSTEM DESIGN & CONSTRUCTION STANDARDS
Policies and procedures for review and approval of Group B Water Systems and two-party water
systems were presented. Board Member Cady suggested the following amendments: 1)
Definition of Group B Water Systems be included on the cover sheet; 2) Page 1, Section 1,
System Design, referring to a workbook, should state what the workbook would contain and its
purpose; 3) Page 4, Item 8, Control Area and Easements, change the word "effective" to
"affected;" and 4) Page 3, Footnote 4, clarification needed that it relates to replacement of old
wells and/or to_new wells.

Board Members Cady/Hunter moved/seconded that the Board accept the Group B Public
Water System Design and Construction Standards subject to the changes listed above as
recommended by Board Member Cady. Motion carried unanimously.
WATER QUALITY POLICIES AND PROCEDURES
Mark Tompkins presented Policies and Procedures regarding the Office of Water Quality. Board
Member Cady made the following recommendations: 1) Page 3-5, first line, the word "check"
should be changed to "checked;" 2) Page 3-6, insert the word "the," so the first line reads, "The
purpose of the Water Quality . . .;" 3) Page 3-9, definition of abandonment be included; 4) Page
3-11, Item 2, either define what a 1 or 2 violations means in the document or reference where
it is explained.
Board Members Cady/Hunter moved/seconded that the Board accept the Office of Water
Quality Policies and Procedures subject to the changes listed above as recommended by
Board Member Cady. Motion carried unanimously.
LETTER OF COMMENDATION - BRAD BANNER/WILL SATAK
Board Members Cady/Hunter moved/seconded that the letter from the State Department
of Health which commends Brad Banner and Will Satak for their leadership in improving
the Food Protection Program in Mason County be included in their personnel file. Motion
carried unanimously.
ADJOURNMENT
Board Members Cady/Hunter moved/seconded that the Board of Health meeting be
adjourned at 11:02 a.m. Motion carried unanimously.
