Alfred Jones, Jones Revocable Living Trust Representative, was present at the hearing. IdaMae Jensen, Assessor's Representative was present. The Appellant indicated that he was going to have the property appraised, but time limits were a factor. No additional documents were provided to support the estimate of value. The Assessor presented four comparable sales with an adjusted range of value of$385,645 to $474,376. The value of the subject parcel falls below this range. The Board found that the errors in the material presented by the Assessor called the integrity of the entire report into question. The property was adjusted by the amount of one of these errors. Therefore, the Board overrules the assessment and sets the value for the land at $60,240 and improvements at $257,070 for a total of$317,310 for the subject parcel. The Appellant provided an appraisal with three comparable sales. The Assessor provided four comparable sales. The appraisal submitted by the Appellant indicates that the adjustments in their comparable sales are higher than preferred due to the nature of Mason County. The comparable sales provided by the Assessor's Office have lower gross and net adjustments indicating that they are more representative of the subject parcel. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$66,580 and improvements at $705,395 for a total of $771,975 for the subject parcel.
