Zhan Zhaofeng, Appellant, was present at the hearing. IdaMae Jensen, Assessor's Representative, and Assessor Patti McLean were present. The Appellant presented three comparable sales ranging in value from $705,000 to $735,000, one of which the Assessor believed was not a true comparable. The Appellant further testified that there were foundation issues that require an $85,000 investment. The Assessor presented three comparable sales ranging from $1,555,834 to $2,500,000. The value of the subject property falls below this range. The Board discussed the lot size of 0.12 acres and year of construction,both being below the Assessor's comparable sales. The Board found convincing evidence that the Assessor was in error. Therefore, the Board overrules the assessed value and sets the value for the land at$201,475 and improvements' new value at $1,198,525 for a total of$1,400,000 for the subject parcel. The Board noted that the Appellant purchased the property on 9/30/2021 for$300,000. The Assessor presented three comparable sales which included the subject property which ranged in value from $321,660 to $420,470. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value of the land at $113,015 and improvements at $198,295 for a total of $311,310 for the subject parcel.
