Meeting Minutes
September 21, 2023
The regular meeting was called to order at 5:00 p.m. by Chairperson Sue Ickes.
Attendance: Sue Ickes, Chair; William Kendrick, Vice-Chair; and Mark Nault,
Commissioner
Others: Tami Beyer, Kevin Hanson, and Becky Rogers.
Business:
1. Approval of Minutes: August 17, 2023, regular meeting minutes
No action.
2. Open Forum for Citizen Input – None.
3. Chief Examiner Update
3.1. Position Tracking – 19 vacant funded positions: Community Service Officer–2,
Corrections Deputy-8, Deputy Sheriff-6, and Support Specialist–3
3.2. Approval to cancel the October 19, 2023, regular meeting.
Cmmrs. Kendrick/Nault moved and seconded to approve cancelling the October 19, 2023, regular
meeting. Motion carried unanimously.
3.3. Discussion of CSR 6.14 Clerical Promotions & CSR 8.11 Employees Voluntarily
Demoted or Transferred – Presenter: Chief Beyer
Chief Beyer stated that an employee was promoted to the SS2 position in
January and while still on probation voluntarily demoted back to a SS1
position in June, which was granted. Conditions have changed and now the
employee would like to be reconsidered for promotion to the SS2 position
again. Chief Beyer is recommending the promotion request be approved
although the Civil Service Rules are silent on this issue.
There was discussion regarding the CSR and request. Chair Ickes and the
members agreed that the employee be allowed to promote, but to start the
SS2 probationary period over again.
4. Sheriff’s Office Update
4.1. Corrections – Chief Hanson discussed the level of staffing at the jail and the
possibility of outsourcing of inmates to Nisqually Jail. They are going to
reduce the minimum staffing by one during the day. One staff is on extended
medical leave, with the anticipation of two additional staff on medical leave.
To continue to promote the $10K bonus, they will be handing out yard signs
and flyers for recruitment of candidates.

4.2. Patrol – Positions are starting to get filled. The Patrol is asking if the Civil
Service supports the idea that the eligibility list of deputy sheriff candidates
with a score below 80% be provided to the Jail for consideration to fill
Corrections Deputy positions. There was discussion that both positions,
Corrections Deputy and Deputy Sheriff, take the same written test and the
deputy sheriff physical ability test is more difficult than the corrections deputy
position. The Civil Service Commission supports this idea.
4.3. Support Staff – Two applicants in background.
4.4. Approval to hire extra help provisional employee, Barbara Hubbard, for
Support Specialist 3 for four (4) months, per CSR 8.13 – Provisional
Employees.
Cmmrs. Kendrick/Nault moved and seconded to approve hiring Barbara Hubbard as a provisional
employee for Support Specialist 3 for four (4) months, per CSR 8.13 – Provisional Employees, effective
October 1, 2023. Motion carried unanimously.
5. Adjourn – The meeting adjourned at 5:29 p.m.
