ATTENDANCE: Cindy Olsen, Chairperson John Bolender, Board Member Steve Kutz, Personal Health Director Wilma Wayson, Assured Home Health & Hospice Ryan White Care Act Administrator Merridee Anderson, Community Mental Health Carla Huyck, AIDS Educator Mary Duncan, Reporter, Mason County Journal Nancy Plews, Board Clerk Sonja Rau, Board Transcriptionist _ CORRESPONDENCE: None APPROVAL OF MINUTES: Mary Jo Cady moved that the April 2",1998 minutes be approved as submitted. Cindy Olsen seconded the approval of the April 2" minutes as circulated. Cady, Aye; Olsen, Aye; Bolender, Abstain. HEALTH OFFICER'S REPORT: Steve Kutz, Personal Health Director filling in for vacationing Dr. Mark Trucksess. May 1st report of one typhoid fever case from a Mason County resident. Patient was hospitalized in Harrison Memorial Hospital. Could not speak English. Addresses and names obtained from the patient were of no use for follow-up as they could not be found and upon release he cannot be found. Physicians in the County have been alerted to be on the look out for further cases of typhoid. It is suspected that this particular case of typhoid was picked up on a visit to Mexico. He did not work in any type of food facility. There was no worry for the public but there is worry for the people he was living with that cannot be found. Typhoid is very contagious if it gets into food and water. It a form of Salmonella type A. The people involved are transient but did not work in the food industry. One case of pertussis was reported with a follow-up of 12 contacts in Mason County and prophylactic antibiotic for 14 days. There were also contacts from Thurston Countyandwe were involved in identifying them. There was a rash investigation that was a potential measles case but was not. Mason County Board of Health May 7, 1998 Page 2 of 4 This morning a visitor to the area was hospitalized with a case of tuberculosis. Some of the other people involved are transients and with unstable home lives and we are following up on those. The problem of modern travel shows how quickly these diseases can be transmitted across the United States. If it turns out that this is tuberculosis there will be 3 children and 4 adults that we will follow-up on. Compliance checks were performed in Mason County for the sale of tobacco for under -aged youth. Seattle/King County Department of Health under State contract came into Mason County and performed some random checks. Checks were at five establishments with one having two attempted sales. None of the establishments checked this time sold any tobacco to the youths. Last year ten establishments were checked and one sold. The establishments are not told that they have been checked and only notified if there is a violation. The checks are random. The Commissioners recommended that a letter be sent out to all the establishments as a good positive reinforcement for those that were checked. Those checked were: Jerald's Cove Marina - Shelton Sunset Beach Grocery - Belfair Ben's Deli Mart - Allyn Bayshore General Store - Shelton Wal Mart - Shelton MASON COUNTY CARE CONSORTIA: Steve Kutz introduced the Mason County Care Consortia Chair, Wilma Wayson. Funding categories chosen by the Mason County Care Consotia is Direct Emergency Assistance which provides food, transportation, assistance with utilities. Client Advocacy was also chosen .. and it gives clients help with legal issues such as Living Wills. Housing Issues in which rent can be provided for people so they don't become homeless. Mental Health Canceling for individual and group is provided and is very successful. Requirements for Ryan White Funding are that the patient truly has AIDS and it is managed through Case Management. It is only for those who have no other source of money. The Board was thanked for providing the Case Management position and for their continuing support. The Walk for Aids was also discussed. ENVIRONMENTAL HEALTH: Mason County Board of Health May 7, 1998 Page 3 of 4 Brad Banner requested that the Board schedule a time for an Appeal Hearing for Paul Jensen. He gave an explanation of this case. May 22 at 1:30 p.m. was set as the date. Mary Jo Cady moved that an appeal hearing be set on Friday, May 22 at 1:30 p.m. for Paul Jensen appealing an issuance of an on -site sewage permit to Stewart Sawyer. John Bolender seconded. Olsen, Aye; Bolender, Aye; Cady, Aye. Brad Banner presented waivers to the Board. MIDDLETON APPEAL HEARING FINDING: Mary Jo Cady moved that the Board concur with the action taken by the Health Officer regarding the Middleton Appeal. Mary Jo read the findings from the Health Officers findings. "I am denying the Appeal and holding the Departments septic permit approval with the following condition, that the Glendon Bio-Filter must be relocated 100 feet from Mr. and Mrs. Middleton's well." Mary Jo also ask that the Board adopt the Staff Report that was presented to the Board as the Findings, Conclusion and Order. John Bolender seconded. John Bolender pointed out that the proposed system is an enhancement and upgrade to the system that is there and would provide a significantly greater protection to the public by enabling that system to be put in place, rather than have someone utilize the existing system that is there, which is possible. John stated that he is very much for the new system. Mary Jo clarified that the Middleton Appeal is being denied and the Board is approving the septic permit as originally issued.
