ATTENDANCE: Cindy Olsen, Chairperson Mary Jo Cady, Board Member Brad Banner, Director Health Services Steve Kutz, Personal Health Director Dr. Mark Trucksess, Health Officer Mary Duncan, Mason County Journal Nancy Plews, Board Clerk Sonja Rau, Board Transcriptions CORRESPONDENCE: None APPROVAL OF MINUTES: To be approved next meeting. HEALTH OFFICER'S REPORT: As of February 23, 1998 the absenteeism sampling for the Mason County Schools: Bordeaux Elementary School 10.5 % Mt. View Elementary School 12.0 % Pioneer Elementary School 14.0 % Communicable Diseases for February: 1 case of pertussis. in Pioneer Junior High student. 1 case of salmonella 1 case of campylobacter Communicable Diseases for January: 1 case of campylobacter 1 case of neisseria meningitis in an adult women. Statewide influenza: 291 positive influenza isolates 61% were not sub -typed. 33% were sub -typed A WooHong which was used in the vaccine this year. 6% Sydney which was not in this years vaccine. 1% A-Bayhern which was not in this years vaccine. Mason County Board of Health March 5, 1998 Page 2of 5 Nation-wide influenza: 44% isolates have been A-WooHong or A-NanChang which were both included in the vaccine this year. 56% have been A -Sydney which was not included in the vaccine this year. July to September - 3rd Quarter: Mason County tested 41 people for HIV and zero positives. State-wide there were 9,577 that tested and 74 of these tested positive, which was .8% of those tested. ACIP has new recommendations for immunization. These are to begin on April 1st. The second dose of the MMR vaccine can now be given earlier if one month has elapsed from the first dose. The second dose can be given anytime from 13 months to 18 years. The second recommended change is hepatitis B vaccination is now advised for all children that are born after 1982. This means that immunization must be available if requested. There is an e-mail from the Spokane Public Health District indicating that there has been an E-coli outbreak in a childcare center. The E-coli is 0157. Five children have been infected and one case has developed hemolytic uremic syndrome. The daycare center was inspected and found no violations and don't know why or how they were infected. Dr. Trucksess read a brief history, symptoms, and causes of E-coli 0157, stating that between 1982 and 1992 there were 275 cases a year reported to the Health Department. In January and February of 1993 Washington State had the largest outbreak, to date, of E-coli 0157; 501 cases were identified with 3 deaths and numerous cases of hemolytic uremic syndrome. • Streptococcus pneumonia is beginning to be resistant to penicillin and Dr. Trucksess stated that we do have a vaccine to pneumonia and in the future we might be see this being used more. All health care workers are required to have this vaccine. Strategic initiatives put out my the Washington State Health Department for this year: 1. Make child care safe and healthy. 2. Promote healthy aging. 3. Assure safe drinking water. 4. Improve food safety. 5. Stop emerging pathogens. 6. Assure the effective student health services. Suggested steps to address these initiatives: 1. By promoting increased public awareness. 2. Working with other organizations to address needs. 3. Examining the needs for funding and legislation. Mason County Board of Health Mardi 5, 1998 Page 3of 5 4. Applying the principle of quality and improvement. 5. Assuring the regulations are effective, fair and efficient. 6. Integrating with Public Health Improvement Plan. National Public Health Week Proclamation: Steve Kutz, Personal Health Director, presented the Board with the National Public Health Week Proclamation which is April 6 through 12, and requested that the Mason County Board of Health sign the Proclamation. Steve Kutz read the proclamation to the Board. Board Member Mary Jo Cady moved that as the Board of Health proclaim April 6 -12, 1998 as National Public Health Week in Mason County and sign the Proclamation as presented. PERSONAL HEALTH ISSUES: Steve Kutz, Personal Health Director, stated that as part of the National Public Health Week the Health Department is going to have a Personal Health Hand Washing Campaign by putting up posters on hand washing in schools and public restrooms. A smaller poster is planned in Spanish and English to be handed out to businesses. Mason County Care Consortium was postponed until the next meeting due to a family emergency. ENVIRONMENTAL HEALTH ISSUES: Brad Banner, Director Health Services presented the Board with waivers. Board Member, Mary Jo Cady commented on the Lions Club sight and hearing programs done in the schools. She stated the Lions went to all the elementary schools and middle schools for this. Meeting was recessed at 10:25 a.m.. Meeting was called to order at 10:30 a.m. Meeting was recessed at 10:31 a.m. while Brad Banner, Director Health Services checked on announcement of OnSite Hearing Regulations in the Mason County Journal. Meeting was called to order at 10:36 a.m. Mary Jo Cady, Board Member moved that there be a public hearing for the OnSite Sewage Regulations Proposal to extend the permit life to three year for Thursday, April 2, 1998, at 10:15 a.m. because it was not advertised. Mason County Board of Health March 5, 1998 Page 4of 5 1997 Recap and 1998 Strategic Initiatives: Brad Banner, Director Health Services presented the 1997 Recap and 1998 Strategic Initiative handouts to the Board. He stated that not once in 1997 did they forget to advertise any public hearings. He broke down the 1997 Recap into categories which he read to the Board as well as the 1998 Strategic Initiatives. Steve Kutz, Personal Health Director, gave the Reviews of the Strategic Initiative concerning Personal Health and Brad Banner gave the Reviews of the Strategic Initiative concerning Environmental Health. Brad stated that the Environmental Health things they want to maintain the same level as they had in the past year. ADJOURNED: Chairperson, Cindy Olsen, adjourned the meeting at 11:15 a.m..
