The Mason County Board of Health was called to order December 7, 2000 at 10:00 a.m. by
Clnanrpersonn Cindy Olsen. Board Member Many Jo Cady was present and Board Member
John 1 olender was absent.

CORRESPONDENCE:
Mary Jo Cady presented three correspondence. Two from the National Board of Health.
The first, concerning membership and 2001 goals; the second concerning the tobacco settlement.
The third from Bob Appel concerning the possibility of a dialysis treatment center in Shelton,
which he stated will not be possible.
APPROVAL OF MINUTES: Cady moved to approve the October 5, 2000 minutes as
cin'cadated. Olsen seconded.

It was decided to approve today's meeting minutes on December 19, 2000 at 8:45 a.m.
HEALTH OFFICER'S REP S)RT:
Dr. Mark Trucksess gave the Health Report.

3 cases of active Tuberculosis continues.
1 case has clear sputum and released from quarantine
1 case not contagious is receiving therapy.
1 case, a women who has TB in the ovaries and lungs. May have to quarantine.
7 cases of Hepatitis C.
1 case of Hepatitis B.
1 case of Mycro Bacterium Avium Complex (Non -Tuberculosis Mycro Bacterium.)
2 cases Campylobacter.
2 case of Meningococcal Meningitis
1 case of Salmonella.
1 case of possible positive HIV, not yet confirmed.
A report was received of exemptions from immunization in Mason County. There is a student
population of 8,587 and 191 of those claimed exemptions which is 2.2% of the student population
in Mason County. The percentage of exemptions in the other Counties are as follows: King
County it is 3%, Jefferson County 8.9%, Kitsap 1.9%, and Thurston 4.1%. Exemptions from
pertussis, polio, measles, rubella, mumps was 154. The lowest number of exemptions was for
Hepatitis B which was 53.
The State Department of Health is going to conduct a survey of hospitals with Obstetrics services
to assess whether the policies for screening of pregnant women for Hepatitis B and the
immunization of newborns prior to discharge is being followed
There is a national shortage of tetanus vaccine now, which is limiting the distribution of vaccine.
The Health Departments and Vaccine Providers are being advised to not use the vaccine except
for children 7 to 18 years of age. No free vaccine to adults.
There had been no cases of influenza reported in Oregon or Washington as of November 9. In
Canada there have been 146 adverse reactions to the influenza vaccine, primarily conjunctivitis.
A letter was presented to the board that Dr. Trucksess typed up to help people cope with the flu.
Mary Duncan stated that it is in today's Mason County Journal.
Dr. Trucksess passed out the new list for Washington Notifiable Conditions Requirements for
Health Care Providers. One of the new items is that they have non-infectious things that need to
be reported, such as birth defects, burns, pesticide poisoning.
ENVIRONMENTAL HEALTH ISSUES:
Debbie Riley, Environmental Health Manager, introduced Thomas Edmonds as a possible new
member to the Drinking Water Advisory Committee and she requested the appointment also of,
William Lee, Well Driller and reappointment of Ron Wiley, Well Driller.

Cady moved to appoint William Lee and Thomas Ednnonds to the Thinking Water
Advisory Committee and also reappoint Ron Wiley to the Drinking Water Advisory
Committee. Olsen seconded

Debbie Riley requested the following Food Advisory Committee terms be extended for 18
months: Don Betker, David Westerman, Larry DuPaul, and Susie Craig. The following to be
appointed for 2 year terms: Steve and Angela Olsen, Jeannie Ness, Linda Trout, and Steve
Edmondson.
Cady moved to extend the appointments for 18 months to the Food Advisory Committee
for Don I3etkerr, representing the small complex restaurants; David Westerman; Larry
DuPaul representing the small noncomplex restaurants; and Susie Craig, Ad Hoc
Member. Also that we approve for 2 year terms, Steve and Angela Olsen, representing
restaurant complex small; Jeannie Ness, large complex markets; Linda Trout; Steve
Edmondson, citizen at large. Olsen seconded.

IUSEKEEPl<NO OF ON -SHE SEWAGE POLICY AND PROCEDURES:
Because the State has taken over the certification of On -Site Designers action is needed to delete
that section from our Board of Health On -site Food Regulations and make changes.
Cady moved to amend Section 10 of the Mason County Board of Health On -site Sewage
Regulations to a change in Section 10.01, change the word "department" in that sentence
to the "State of Washington" and delete the rest of that section that goes through to
10.04.04. Olsen seconded.

Other recommended changes in EH 19, deleting the sections on Level One and Level Two
Designers, adding the section for Designers and adding section for Maintenance Specialist were
requested.
Cady moved to amend the requirements specifications in the Environmental Health Policy,
to delete Section 3 and Section 4 regarding Level 1 Designers and Level 2 Designers;
change those to Section 3 Designers and 3A Certification to the State of Washington.
Section 4 Maintenance Specialist; 4A Maintenance Specialist Test Path; 4B to your average
continuing education of 8 hours per year; 4C is one year eycperience working with Certified
Maintenance Specialist as a Designer or equivalent; 4B for approval by a Certification
Board. Olsen seconded.

The next section concerns with the Environmental Policies concerning sub -surface holding tanks
and it is on page EH-16.
Cady moved amend the Environmental Health Policies to use of partial with sub -surface
holding tangs Section A, adding the word "must apply for, pay for, and receive a State
Class A Waiver. Section 2C adding the word "naa»st apply...or new Section C must comply
with Washington Revised Standards and Guidance Standards for holding tallhs. Olsen
seconded.

Concerning changes to flow chart.
Cady moved to amend the Tnnviromnental Health On -site Sewage Requirements based on
location of proposal flow chart to eliminate the North Bay section , as address another area.
Olsen seconded.

Cady moved to delete, nnnder the Shorelines portion of the same Plow Chart, the seasonal
living unit section. Olsen seconded.

To add participation in the OM Program to the EH Requirements and the EH Review Materials
and Interpretations.
Cady moved to add the LM Reguuirenrnents to that same Flow Chart, the EH Requirements
and EReview Materials and Interpretations. Olsen seconded.

Cady niioved to remove the Contract Permit Fee Interpretation, Section 2 that would
change the wording in the first paragraph, at the end of the first paragraph, from 2 hours
to 1 hour of technical assistance so the system design does not have to be redone. In the
second bullet of that same Section 2, change from 2 hours to 1 hour, and add a fifth bullet
which says, "may require Planning Department review to determine if the design meets the
requirements of the Critical Resource Ordinance. Olsen seconded.

PERSONAL HEALTH ISSUES:
Steve Kutz introduced Joy Johnson, RN, who gave a brief update on the flu program. Joy is

Clinic Coordinator for the Department of Health. She stated that the deliveries of the flu vaccine
have been slow and not coordinated or controlled by the CDC. When it was known a delivery
was due, the physicians were notified as only high risk or over 65 years of age would receive the
vaccine.
Several more clinics will be held:
High risk only, December 7 from 1:30 p.m. to 4:15 p.m.
General Public, December 14 from 1:30 p.m. to 4:15 p.m.
All Day Clinic, General Public, December 21 from 9 a.m. to 11:15 a.m.
and from 1:30 p.m to 4:15 p.m.
CDC is allowing, this time only, to sell some of the vaccine to the providers (private Physicians.)
Steve Kutz stated that the Health Department has received most of the bulk of the flu vaccine.
WAIVERS:
Waivers were presented by Steve Kutz to the Board of Health.
Mary Jo Cady moved to continue the meeting to Tuesday to December 19, 2000 at 8:45
a.m.. Olsen seconded.
