ATTENDANCE: John Bolender, Chairperson Cynthia Olsen, Board Member Dr. Mark Trucksess, Health Officer Steve Kutz, Director of Health Services Debbie Riley, Director of Environmental Health Carla Huyck, Health Services Mary Duncan, Reporter, Mason County Journal Nancy Plews, Board Clerk Sonja Rau, Board Transcriptionist CORRESPONDENCE: None. APPROVAL OF MINUTES: Held over until next month. ADMINISTRATIVE ISSUES — HEALTH OFFICER'S REPORT: Dr. Mark Trucksess gave the Communicable Disease Report for the month of July and August: 2 cases of Campylobacter 1 case of Pertussis in a 64 year -old man 1 case of Entamoeba histolytica 3 cases of Ecoli 0157H7 acquired at 80 person family reunion in Idaho. 1 case of Giardia 1 case of Tuberculosis, a man who moved here from Eugene, Oregon. Second quarter of HIV testing - 12 tested and all negative. Red Tide hit Kitsap and Pierce County, in all people were stricken with paralytic shellfish poisoning, 2 died. The Bio-Toxic hotline is 1-800-562-5632. Mason County Board of Health Commissioner's Chambers September 7, 2000 Meeting Page 2 of 4 West Nile Virus is back in New York with 60 people affected and 7 deaths. Canada is placing multiple chickens on the border to provide early warning of the West Nile Virus. Washington State is going to begin to survey dead birds. Dead birds can be brought into the Health Department to be tested for the West Nile Virus. There was also a bat exposure in a bedroom. The bat was not refrigerated over the weekend and could not be tested because of deterioration. The family decided not to get the vaccination. There is going to be a shortage of Flu Vaccine this fall. The vaccination will be delayed until November and the CDC is recommending that those with respiratory disease, those over 65, and under 6 months should receive the vaccine. The vaccination did not progress as fast as they thought it would and the manufacturers were having trouble getting the drugs. CDC has changed the latent TB testing. It is recommended that everyone be treated and extend treatment for 9-months. It use to be that only those over the age of 35-years were treated. Extending the treatment to 9-months does, however, increase the risk of elevated liver enzymes. CDC put out a report about food borne illnesses in the United States. They said there are 76,300 million affected each year from food borne illnesses that are hospitalized and there are 5,000 deaths. The Norwack like viruses account for 56%, Campylobacter accounts for 14%, Salmonella accounts for 10%, and so on. Most food borne illnesses are acquired in the home. Dr. Trucksess stated that he had received a Youth Risk Behavior Survey. In Washington, youth grades 9th thru 12th unintentional injury is the most prominent cause of injury and death, with 200 deaths annually. Of those who report riding motorcycles, 65% report wearing helmets all the time; those riding bicycles, only 31% wear helmets. In a car, 78% report to always use a seatbelt; 29% have reported riding with someone who has been drinking and driving; 13% report drinking and driving. Intentional injury is down to 33%; 15% said they had engaged in a fight the previous month; 18% reported carrying a gun, knife or club for protection; 19% have considered suicide; 8% have actually attempted it. 36% said they have used tobacco products in the past month; of those 28% said they have used cigarettes. 44% report having used alcohol in the past month, ages 9 to 12 years old. 25% reported marijuana use. Mason County did not participate in this survey. The last time they did a survey in Mason County, it was higher than the State average. Of the children vaccinated in Mason County, 48% are enrolled in Medicaid; 14% are Native Americans, 7.1% are uninsured, 2.2% under -insured, 28% are insured. ENVIRONMENTAL HEALTH ISSUES — Debbie Riley, Environmental Health Director, stated that Mike Davis, Mike Mitchell and Reg Hearn have filled out the paperwork asked to renew their appointments to the Drinking Water Mason County Board of Health Commissioner's Chambers September 7, 2000 Meeting Page 3 of 4 Advisory Committee. There was also a verbal request from Steve Halloway and Bill Neal, Jr of Arcadia Drilling, but do not have their signed paperwork, which will be done by next month. Debbie stated that they are looking for new members for all their advisory committees. Debbie asked that Mike Davis, Mike Mitchell and Reg Hearn be reappointed to the Mason County Drinking Water Advisory Committee. The length of terms are still the same. Cynthia Olsen moved that Mike Davis, Mike Mitchell and Reg Hearn be reappointed to the Mason County Drinking Water Advisory Committee. John Bolender seconded. Bolender, Aye; Olsen, Aye. WAIVERS: PERSONAL HEALTH ISSUES — Steve Kutz stated that the State Epidemiology Department asked Mason County to set up an assessment of bioterrorism response. A meeting has been set up for various Community Private/Public members to go through this assessment. It is scheduled for Thursday, September 14th in the hospital Elinor Room from 11 a.m. to 5 p.m.. This assessment is being done in all the Counties in the State as well as across the Nation. It was discovered that one of the Mason County Hospital Emergency Room personnel is an expert in bioterrorism response. The Board of Health Members were invited to attend this meeting. Carla Huyck presented and read the Proclamation for the AIDS Walk which is September 25th at 10 a.m. in the Wal Mart Parking lot. Cynthia Olsen moved to adopt the Proclamation for the AIDS Walk on September 25, 2000 at 10 a.m. in the Wal Mart Parking lot. John Bolender seconded. The meeting was adjourned at 10:32 a.m.. PostScript: There was confusion over who was to be the chair at this meeting.
