APPROVAL OF MINUTES: January minutes for signataareo March minutes suspended for neat months meeting. HEALTH OFFICER REPORT: Dr. Mark Trucksess reported one case of Campylobacter in February, which was acquired out- of-state. Mason County Board of Health Commissioner's Chambers Monthly Meeting March 2, 2000 Page 2 of 2 Seattle/King County reported a confirmed case of Measles in a 9-month old, which was acquired in Japan. King County stated they were expecting a 1,000 secondary cases from this one case. The A -Sidney influenza is letting up. Jefferson County Health Department had an outbreak of illness from the Chimican Fire Department hosted holiday dinner for employees, friends, and spouses - 115 people attended. The testing determined it was from the Norwalk Virus, the salad being the suspected cause. It was the pre -washed, cut lettuce from Costco but people preparing the salad could also be the cause. Mary Jo Cady suggested we move the meeting to after lunch with no salad. The new State Health Officer is Maxine Tait. She also filled a number of other offices since being chosen. A letter from Vicki Kirkpatrick indicates there is $300,000 more MVET that is yet to be distributed. John Bolender asked if that was the fourth-quarter '99 that was in question and this was confirmed by Dr. Trucksess. The House Republican and Democratic Committees are concurring on a $33,000,000 offset - to offset the I-695 cut to Public Health. This would allow all the Public Health Departments to continue. ENVIRONMENTAL HEALTH ISSUES: ONSITE ADVISORY COMMITTEE: Debbie Riley, Environmental Health Director, stated that several citizens on the On -Site Advisory Committee appointments have expired and they seek reappointment to the Committee. They include: Harry Martin Bob Paysee Dale Tahja Dick Yunker David Waite Opening for a Citizen at Large: Toby Tahja-Syrett has applied and would like to be appointed to this position. Debbie Riley stated there is still an opening for a Realtor and there is interest in this position. John Bolender moved that the Board reappoint Harry Martin, Bob Paysee, Dale Tahja, Mason County Board of Health Commissioner's Chambers Monthly Meeting March 2, 2000 Page 3 of 3 Dick Yunker, and David Waite to the On -Site Advisory Committee for their expired terms and to appoint Toby Tahja-Syrett as Citizen -At -Large position. Mary Jo Cady seconded. It has been moved and seconded that we reappoint Harry Martin, Bob Paysee, Dale Tahja, Dick Yunker, David Waite to the On -Site Advisory Committee and that we appoint Toby Tahja-Syrett as our new Citizen -At -Large. All those in favor? Aye - John Bolender; Aye, Mary Jo Cady; Aye, Cynthia Olsen. FOOD ADVISORY COMMITTEE: Debbie Riley stated that three citizens terms have expired on the Food Advisory Committee and they do not seek reappointment. They are: Don Mack, Geri Purvis, Ruffus Garoutte. Letters of appreciation have been furnished to the Board to sign and send out. WATERSHED IMPLEMENTATION COMMITTEE: A letter of resignation was sent by Al Adams to resign from the Lower Hood Canal Watershed Implementation Committee. Debbie Riley stated that a letter of appreciation has been sent to him. AMEND WATER SYSTEM POLICY: Debbie Riley stated that the Mason County Department of Health Services request that Section 6 of the Mason County Department of Health Services Design and Construction Standards for Group B Water Systems be deleted from the policy in its entirety. The section is outdated and is not consistent with State standards. Mary Jo Cady moved that Section 6 from the Group B Water System Policy be deleted. John Bolender seconded. It has been moved and seconded that we delete Section 6 of Mason County Health Services Design and Construction Standards for Group B Water Systems in its entirety. It is outdated and no longer consistent with State standards. Aye, John Bolender; Aye, Mary Jo Cady; Aye, Cynthia Olsen. Steve Kutz recommended there be advertising for the vacancies on the Food Advisory Committee. People from the food industry should apply for these positions. WAIVERS/VARIANCES: The waivers and variances were presented to the Board by Steve Kutz, Director of Health Services. Mason County Board of Health Conunissioner's Chambers Monthly Meeting March 2, 2000 Page 4 of 4 MENTAL HEALTH PROGRAM BRIEFING: Steve Kutz introduced Mark Freedman from the Thuston/Mason RSN to the Board, who came at the request of the Health Department, for a briefing on In -Services at St. Peters Hospital for the mentally ill. St. Peters Hospital is currently evaluating whether to keep these services or not. The Hospital Administration plans to announce in April whether they can continue to subsidize, at the current level, the Psychiatric In -Patient Unit. If the State does not bring the rates up to the equivalent if the Tittle-19, the unit will most likely close. Other hospitals are running into the same problems of funding. Pararity in Thurston and Mason County was also discussed as far as equal access to the service delivery for out -patient care. John Bolender suggested a presence in this community for those who need the psychiatric services, that they might get the treatment here. He stated that his focus is on what the client/patients needs are rather than on the process. Transportation was also discussed. Mary Jo Cady asked whether a study had been done to find out where the gaps are in the transportation by providers. She stated that they are working hard to fill in any gaps. Mark Freedman was invited to attend a meeting next week for this purpose. John Bolender asked if there was a way to structure the RFP so there are equal burdens among the providers. Mark Freedman stated that he would bring this up before the Advisory Committee. Mary Jo Cady stated that if overhead is the problem, that an office can be maintained a lot cheaper in Mason County rather than Thurston County. Mark Freedman listed the 4 providers which are: Providence - St. Peters Evergreen Counseling DHR South Sound Dr. Trucksess asked if they all have an office in Mason County. He was told that only DHR has an operating office; Providence contracts with other services in Mason County; South Sound has an office but it is not a working one; Evergreen Counseling has none. Mary Jo Cady asked if Belfair had an office where any of the providers could go and use, if that would be beneficial. Mark Freedman stated that would be of help. Mary Jo stated that the new annex in Belfair might be an option. Cynthia Olsen stated that there are 3 unfilled positions on the RSN Board with little success from Mason County residents to fill these positions. There has been interest from people who work in Mason County but do not live here and if there is a possibility for them to represent Mason County? Mark Freedman stated that the policy for this is found in the State WAC and that is Mason County Board of Health Commissioner's Chambers Monthly Meeting March 2, 2000 Page 5 of 5 where any changes would have to be made. Mary Jo Cady asked Mark Freedman if he could explain to the Board the reserves in the their budget, which he did. John Bolender stated that he would like to review the budget periodically and have a dialogue with RSN ever 6-months. The future was also discussed on organization, funding, and studies taking place. Most of this will depend upon what the State decides to do and if the funding is available. PERSONAL HEALTH ISSUES: None. OTHER: Steve Kutz introduced Harry Martin who has been reappointed to the On -Site Advisory Committee today. PUBLIC COMMENT: None. The meeting was adjourned by Chairperson Cynthia Olsen at 11:04 a.m..
