January 10, 2002
The Mason County Board of Health was callers to order at 10:05 a.m. on January
10, 2002 by Chairperson Bob Holter with Board Member, Herb Baze present and
Board Member, Wes Johnson absent. Evenyonle stood for the Pledge of Allegiance
to the Flag of the United States of America.

PERSONAL HEALTH 1[SSUES — Steve Kutz
FLU VACCINE:
Flu vaccine will be available, by appointment, until the end of the month when it will be
decided how much will be returned and needed for the following year. There has been
one reported case of flu type A diagnosed at the hospital.
ENVIRONMENTAL HEALTH ISSUES - Debbie Riley
NOTIFICATION OF HEALTH ENFORCEMENT:
The Board of Health was notified of enforcement measures taken against Robert J. Lux
of Lux Septic Design and Aaron Septic Systems by the Mason County Department of
Health Services, Environmental Health section. Two On -site staff saw Mr. Lux installing
a septic system without being a licensed installer, without a permit and without an
approved design. Mason County regulations require all of these items.
HEALTH OFFICER'S REPORT:
Dr. Mark Trucksess gave the Health Officer's report for the year 2001.

Influenza Report from State Health Laboratory:

Shortage Problem of vaccines report was given by Dr. Mark Trucksess. He explained the
shortage is due to demand. It is recommended that small children be given at least 3-4
shots of the vaccine and holding off with the 5th and 6th shots.
Dr. Trucksess gave a national report on tobacco smoke and smoking.
Amphetamine Report — Snohomish County report indicated they have a fairly heavy
problem with amphetamines. They indicated that 80% of all crimes in Snohomish
County is done by people are associated with amphetamines. Amphetamine is also
known by the names: ice, crystal, and etc..
FEE SCHEDULE HEARING:
PERSONAL HEALTH FEES —
Steve Kutz, Mason County Health Director presented the Personal Health Fee needs. He
explained that it has been two years since fees have been changed. Most of the fees are
collected in the Communicable Disease Program, TB Program and STD Program. Fees
were rounded upward or downward to avoid uneven numbers. County comparison chart
shows Mason County has consistently charged lower fees. The Health Department may
take a closer look at the income of clients/patients.
ENVIRONMENTAL HEALTH FEES —
Debbie Riley, Environmental Health Director, stated that the fees have remained virtually
unchanged since 1998. In 2000 there were a couple of adjustments; two were added and
two were adjusted; no changes in 2001. For 2002 fee change is proposed for $.15 a copy;
a proposed fee for home owner install liquid waste fee change of $150 -3 hour minimum,
with them sitting through an exam (they don't have to take the exam), a pre -construction
meeting with the staff, and the staff going out for an additional site visit.
PUBLIC COMMENT: None
Herb Baze moved to accept the Environmental and Personal Health fees schedule's
as presented to the Mason County Board of Health and they be forwarded to the
Mason County Commissioner's for adoption on January 15"', 2002.

OTHER BUSINESS:
Steve Kutz pointed out the increase of Hepatitis due to IV drug use in the community and
at the Correction Center. He explained that Hepatitis C is different as the liver failure
happens much sooner, which becomes a problem for the community financially. Steve
suggested a needle program might be started to exchange dirty needles for clean needles
as Thurston County has done. It has only been 2 years that it was recommended to test
for Hepatitis C, which the Health Department does not due. People are encouraged to go
to their private physicians when they begin having symptoms. When they begin having
symptoms it is already too late. This is a Nation-wide issue. Steve stated that some
restaurants provide/require Hepatitis A vaccine for their workers. Debbie Riley stated
that the Extension office now gives the Food Handler's test and people are more aware of
the risks of Hepatitis. Steve Kutz suggested a change of regulations from bare hand to
using gloves when touching or handling food. Steve stated that we need to stress good
hand washing and prohibit sick people from working.
