HomeMy WebLinkAbout2004/12/09 - Board of HealthMASON COUNTY BOARD OF HEALTH PROCEEDINGS December 9, 2004 Chairperson Jayni Kamin called the meeting to order at 10:00 a.m. ATTENDANCE Jayni Kamin, Chairperson Herb Baze, Board Member Dr. Trucksess, Health Officer Debbie Riley, Environmental Health Director Rebecca Wells, Journal News Reporter Dawn Twiddy, Board Clerk CORRESPONDENCE None APPROVAL OF MINUTES None ADMINISTRATIVE ISSUES Health Officer's Report: Dr. Trucksess, Health Officer, reported for the month of November on communicable diseases: Salmonella — 1 case; Chronic Hepatitis B with lab — 1 case; Chronic Hepatitis C with Lab — 4 cases; LTBI RX Started — 1 case; New Active TB @ WCC — 1 Case; Pertussis Investigation — 1 case. Dr. Trucksess reported an unusual illness that occurred from the toxins of Delicata Squash. There were four people from two households who became ill after eating delicata squash purchased from various sources. The cause of the illness is suspected to be a natural plant toxin called cucurbitacin and appeared to be a very rare event. Cucurbitacin is produced in small amounts by squash, pumpkins, zucchini, cucumbers, melons, and gourds. Dr. Trucksess reported on August 12, 2004 the Vietnamese Ministry of Health officially three human deaths from avian influenza H5 infection. Health-care providers are requested to consistently obtain international travel and other exposure risk information for persons who have specified respiratory symptoms. Cambodia, China, Indonesia, Japan, Laos, South Korea, Thailand, and Vietnam were previously affected by the widespread H5N1 outbreaks in poultry during early 2004. Ms. Kamin asked if the illness caused by the squash was like a food poising illness. Dr. Trucksess replied "yes". PERSONAL HEALTH ISSUES None ENVIROMENTAL HEALTH ISSUES Ms. Riley thanked the Health Board for their support they had given to the Environmental Health Department in the past year. The Board thanked Ms. Riley for all the work she had done and said she has been a great asset to Mason County. Submitted to the Board by Environmental Health Director, Debbie Riley Meeting recessed at 10:07 until 10:30 for the Health Services Fee Hearing. Health Services Fees: Ms. Riley presented the Department of Health (DOH) fee schedule changes. The Personal Health fee changes are for eleven vaccines that will be reduced from $16.00 to 15.60 per the state mandated fee schedule. The Environmental Health (EH) fee changes were presented. Ms. Riley stated there have not been changes to the EH fee schedule since 2002. The biggest change in the fee schedule is the request to divide the onsite septic permits into two parts. This would enable the department to collect the fees at the time the work is being done. Currently the permits are issued for three years and the revenue is collected at the beginning of the three years and the installation is not done for a year or two later. Therefore the revenue is not being collected during the year the work is performed. This change was presented at the onsite professionals' workshop in November. The fee is not being increased it is just being divided into two pieces. Ms. Kamin asked Ms. Riley if the issue had been an ongoing concern for the people who pay up front and actually have the work done, a year or two later. Ms. Riley stated there are many reasons why people buy permits in advance or without plans to install a septic system right away. There are people who pay for the permit in order to sell their property. The permit represents the property as a permitable site. In 1985 there was a sewer regulation change and many people purchased the permit just prior to the change in fear they would not be eligible for the permit under the new regulation. The only reason for dividing the fee into two parts is to receive the revenue in the year the labor is performed. Ms. Riley stated there has been an addition of other department fees on Attachment "A" as a courtesy to the customers. The fees are collected in the EH department. The additional fees listed are document recording fee (set by Auditor's Office), food handlers permit fee (set by the State DOH), and the SEPA review fee (set by the Planning Department). The solid waste fees are changed by the solid waste regulation change that occurred in March 2004. The Department of Ecology did their state review and revised the WAC's. Several fees were restructured based on the new regulations. There is an increase in the EH review fee. It is often called a certification for a home sale. The tank only permit will be raised from $50 to $100 to be consistent with the new installation permit fee. The illegal drug manufacturing operation inspection, notification and assessment was added as a specific category with a fee of $50 per hour. The hazardous material cleanup and illegal drug lab cleanup has been increased to $250 per review. MASON COUNTY BOARD OF HEALTH PROCEEDINGS December 9, 2004 Page 3 Most of the changes made were wording changes to be consistent with the new regulation passed in March 2004 and to accurately reflect revenue with labor costs. The fees that increased were to cover the cost of the work performed on the project. There was no public comment. Ms. Riley presented a resolution requesting the Mason County Board of Health fee schedule be adopted as presented in Attachment "A" effective January 1, 2005 and the adopted resolution to be forwarded to the Mason County Board of Commissioners for adoption. Board Member Baze/Kamin moved and seconded to adoption of Resolution No. 03-04 adjusting the Fee Schedule for the Mason County Department of Health effective January 1, 2005 as shown in attachment "A".
