Dist. 1, Herb Baze; Cmmr. Dist. 2, Wes Johnson, Absent; Cmmr. Dist. 3, Jayni Kamin. ATTENDANCE Dr. Mark Trucksess, Health Officer Steve Kutz, Department of Health Director Debbie Riley, Environmental Health Director Rebecca Wells, Mason County Journal, Reporter Rose Swier, Environmental Health Specialist CORRESPONDENCE None APPROVAL OF MINUTES Cmmr. Baze/Kamin moved and seconded to approve the Board of Health meeting minutes for September 4, 2003. Motion carried unanimously. B-aye; K-aye; J-absent. ADMINISTRATIVE ISSUES Board of Health Chair for 2004: Cmmr. Baze/Kamin moved and seconded to approve 2004 Board of Health Chair as Commissioner Kamin. Motion carried unanimously. B-aye; K-aye; J-absent. Public Hearing: Adoption of WAC 173-350 into Mason County Title 6 Sanitary Code. Ms. Debbie Riley Environmental Health Director presented the staff report and findings of facts and asked Ms. Rose Swier Environmental Health Specialist to enter into the comments from the February 3, 2004 Commissioner meeting into the minutes. Ms. Riley asked Ms. Swier to present the resolution. Ms. Swier presented Resolution number 01-04 adoption of WAC 173-350 into Mason County Title 6 Sanitary Code. Incorporation of solid waste enforcement policy and the solid waste and bio-solids facilities regulation, additions and changes to Title 6 Sanitary Code and proposed new text, including abatement regulation and addition of contaminated properties chapter. There was no public comment Cmmr. Baze/Kamin moved and seconded to adopt the changes to Title 6 Mason County Code as recommended by Environmental Health Staff and adopt Resolution 01-04. Motion carried unanimously. B-aye; K-aye; J-absent. HEALTH OFFICER'S REPORT: Dr. Trucksess, Health Officer reported for the year 2003 as seven cases of Camphylobacter, seven cases of Giardia, one case of Shigella, five cases of Salmonella, one case of Pertussis/Whooping Cough, one active case of Hepatitis A, two active cases of Hepatitis B, two cases of chronic Hepatitis B with Lab, four cases of active Hepatitis C, twenty seven cases of chronic Hepatitis C with Lab, one case of Hepatitis C at Washington Correction Center, One case of Hepatitis C at Mason General Hospital, there have been twenty-eight cases of PPD's and thirty-two people started on Latent Therapy and three cases listed as other diseases. Communicable Diseases reported for the year 2004 as 1 case of Camphylobacter and 1 case of Positive PPD. Dr, Trucksess reported the State Health Agency had suspended lab testing of dead birds until the mosquito season returns in the spring. BOARD OF HEALTH PROCEEDINGS February 3, 2004 - PAGE 2 2004 Meeting Schedule: Steve Kutz, Health Department Director presented the Board with a meeting date schedule. Mr. Kutz requested the Board review the 2004 Board of Health meeting schedule and at the March 4, 2004 meeting report any conflicts with the dates. PERSONAL HEALTH ISSUES Steve Kutz, Health Depai tinent Director stated that in addition to Dr. Trucksess' report there were three other diseases that are not reportable Communicable Diseases by regulation. These are not spreadable diseases but they are conditions that need to be followed up on as a health condition to ensure the person gets appropriate treatment. Mr. Kutz stated that January was an unusual month. There was a Pertussis case that began in December at Christmas break and that ran into January. This case was very extensive and many families that had been exposed were from many different areas. This lead to an extensive follow up with many people out of town from California to Seattle. The patient was transferred to St. Peters Hospital where the entire Emergency Room staff were exposed and exposed the transport staff when the patient was transferred to Children's Hospital in Seattle and exposed staff there. Because the case began here it was the duty of Mason County Health Department to follow up and make sure all the people exposed were notified. Mr. Kutz stated there was another unusual case where the man became very ill after cleaning out a squirrel nest on Harstine Island. The gentleman was hospitalized in Seattle where his main residence is. Mr. Kutz stated the staff were planning for the next Flu season and ordering their supplies to arrive next October. Two out of the last three years there has been a problem with their Vaccine Company so he had made a choice to start using a new vendor. Mr. Kutz stated that two thousand vaccines have been ordered. Mr. Kutz stated that Dr. Trucksess, himself and other staff attended a SARS training in February. He stated that all the forms, protocols and procedures in place to deal with SARS in the event it comes to the United States. ENVIROMENTAL HEALTH ISSUES Debbie Riley, Environmental Director, thanked the Commissioners for their support in the revision process of the Mason County Title 6 Sanitary Code. The Commissioners thanked Ms. Riley, Ms. Swier and Mr. Nienaber, Prosecuting Attorney for their work and dedication to revise and move forward with the sanitation codes. ENVIROMENTAL HEALTH WAIVERS/VARIANCES None ADJOURNED The meeting adjourned due to no further business.
