HomeMy WebLinkAbout2005/05/04 - Board of HealthBOARD OF HEALTH PROCEEDINGS May 4, 2005 Chairperson Lynda Ring Erickson called the meeting to order at 10:00 a.m. Attendance: Commissioner, Lynda Ring -Erickson; Commissioner, Jayni Kamin; Commissioner, Tim Sheldon. ATTENDANCE Dr. Diana T. Yu, Health Officer Debbie Riley, Environmental Health Director CORRESPONDENCE —None APPROVAL OF MINUTES Cmmr. Sheldon/Kamin moved and seconded to approve the regular Board of Health meeting minutes of February 3, 2005. Motion carried unanimously. S-aye; K-aye; RE -aye. ADMINISTRATIVE ISSUES Cmmr. Kamin was excused from the meeting at 10:06 a.m. to participate in the emergency management drill. HEALTH OFFICER'S REPORT: Dr. Yu, Health Officer reports for April, 2005 Communicable Diseases as 2 cases of Camphylobacter and 2 cases of Giardia, 1 case of Acute Hepatitis A, 6 cases of Chronic Hepatitis C, 1 case of Chronic Hepatitis B w/Lab — WCC, 2 cases of Chronic Hepatitis C w/Lab — WCC. Dr. Yu talked about the Chronic Hepatitis C cases and explained there is treatment for certain types of the Hepatitis C infections. She said there's a direct correlation between injection drug users with Hepatitis C and those with HIV. Knowing how many people in the community have Hepatitis C is important because if there was an increase it would send a signal that there may be new cases of people with HIV in the community that need treatment. Dr. Yu stated she had a concern about the procedure process that is in place for follow up care for Tuberculosis (TB) patients. She will be making changes to the policy and procedure manual for follow up care. After the changes have been made she will present them to the Board. BOARD OF HEALTH MEETING SCHEDULE: It was decided upon that the meeting times would not change. They would continue to be the first Thursday of each month at 10:00 a.m. Dr. Yu has stated her schedule would be the first and third Thursday of each month. STATE BOARD OF HEALTH MEETING: The meeting will be held at Alderbrook May 11s' from 9 a.m. to 4 p.m. Dr. Yu said the Elected Commissioners would be asked to present a twenty -minute report sharing their county's personal health issues. Ms. Riley stated that Ms. Cindy Waite and Ms. Penny Orth would give a twenty - minute report on the Operating & Maintenance program. Dr. Yu stated that there was a new HIV AIDS Washington Administrative Code (WAC) adopted by the State Board of Health. The changes made were to simplify the counseling and testing requirements of the WAC. It allows the counseling to be tailored to the patient. The other change is that the partner of the diagnosed HIV patient would be contacted and informed of the disease their partner has. ENVIROMENTAL HEALTH ISSUES TITLE SIX SOLID WASTE HOUSEKEEPING CHANGES: Ms. Riley, Environmental Health Manager stated the Title Six WAC that was adopted by the Board is in need of minor changes. After the changes are made it would be presented to the Board for approval. BOARD OF HEALTH PROCEEDINGS May 4, 2005 - PAGE 2 Ms. Riley stated she would be making changes to the approval process of the routine waivers that are received. The staff rather than the Health Officer would approve them because the routine waivers have criteria set down by the State Department of Health. Ms. Riley will update the policy on the handling of these types of waivers. Dr. Yu stated that in Thurston County she only reviews the Health Waivers and Variances every three months. PERSONAL HEALTH ISSUES Ms. Lydia Bucheit, Clinic Services Coordinator reviewed the personal health issues for Mr. Kutz in his absence. Ms. Bucheit informed the Board there would be a tobacco prevention presentation and report at the next meeting. Ms. Bucheith reported she had received the results of the youth risk behavioral survey. After the staff has reviewed it and pulled out the important data pertaining to Mason County they will present it to the Board. Dr. Yu asked the Board if they were aware that they are under Region 3 for public health preparedness program with the lead being Thurston County. There are resources available and she will be looking at ways Mason County could capitalize on them. She said there were resources that would be very beneficial in the event West Nile Virus arrives in Mason County. She will be giving an update on the available resources at the next Board meeting. Cmmr. Sheldon asked what the make up was for Region 3. Dr. Yu replied it was Mason, Thurston, Lewis, Grays Harbor, and Pacific Counties. ENVIROMENTAL HEALTH WAIVERS/VARIANCES: Submitted to the Board by Environmental Health Director, Debbie Riley. ADJOURNED The meeting adjourned at 10: 31 a.m. due to no further business.
