HomeMy WebLinkAbout2008/11/25 - Board of HealthBOARD OF HEALTH PROCEEDINGS November 25, 2008 Attendance: Mason County Board Members: Lynda Ring -Erickson; Ross Gallagher; Tim Sheldon Ex-Officio Board Members: Scott Hilburn, Hospital District #1; Peggy VanBuskirk, Hospital District #2; Frank Philips, Fire Commissioner; Tim LeClair, Skokomish Tribe - absent 1. Commissioner Ross Gallagher called the meeting to order at 3:43 p.m. 2. Cmmr. Ring Erickson/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. RE -aye; G-aye; S-aye. 3. Correspondence - None 4. Cmmr. Sheldon/Ring Erickson moved and seconded to adopt the joint meeting minutes of September 23, 2008 and the regular meeting minutes of October 28, 2008 as presented. Motion carried unanimously. RE -aye; G-aye; S-aye. 5. AIDS Walk Community Awards 5.1 Presentation of Awards — Trina Thompson-Matel introduced Beth Stevenson, president of the AIDS Advisory Council, who presented awards to Lynda Ring Erickson and Vicki Kirkpatrick for their participation in the AIDS Walk. 5.2 Proclamation: World AIDS Day in Mason County — Trina Thompson-Matel, Public Health Nurse, read the proclamation aloud. 5.3 Information about AIDS Day Activities — People are encouraged to wear red ribbons. There will be a vigil to remember those who have passed away on December 1, 2008. 6. Amendment to Interlocal Agreement for Health Officer Services between Thurston and Mason County — Vicki Kirkpatrick presented the amendment to the interlocal agreement to set the Health Officer's salary for 2009. Cmmr. Ring Erickson/Sheldon moved and seconded to approve the amendment to the Interlocal Agreement for Health Officer Services between Thurston and Mason County as presented. Motion carried unanimously. RE -aye; G-aye; S-aye. 7. Resolution appointing alternate local health officers for Mason County for the year 2009 — Vicki Kirkpatrick presented the resolution to appoint qualified physicians from the region to serve as alternative health officers in Dr. Yu's absence. Cmmr. Sheldon/Ring Erickson moved and seconded to approve Resolution 03-08 appointing alternate local health officers for Mason County for the year 2009. Motion carried unanimously. Administrative Issues 8.1 Health Officer's Report — Dr. Yu presented the current health issues relevant to Mason County: Mason County has escaped West Nile virus for the year; there is still plenty of influenza vaccine and there have not been any cases of influenza reported locally; and Mason County is now number four in the Healthiest State campaign. We had been number one for the past two years. 8.2 Director's Report — Vicki Kirkpatrick reported that November 24, 2008 was National Thank You to Public Health Workers day. Public Health staff was thanked at a meeting this morning. BOARD OF HEALTH PROCEEDINGS August 4, 2005 - PAGE 2 Debbie Riley, Environmental Health Manager, reported that the Health Department lab received the head of a dog that needed to be tested for rabies. The dog had been out of control and was destroyed by a sheriff after it bit someone. It was determined that the dog was not rabid, but may have been exposed to illegal drugs. 9. Community & Family Health 9.1 Tuberculosis Update — Lydia Buchheit, Community and Family Health Manager, gave an update on the Health Department's Tuberculosis program. Current goals include decreasing the burden of TB in Mason County, increasing the number of clients seeking TB screening and treatment, and increasing TB education. 10. Environmental Health Issues 10.1 On Site Sewage Operations and Maintenance Update — Debbie Riley reported that local regulations and standards are almost ready to go before the Board. They should be ready for the Board's consideration in. February. Ms. Riley gave an update on the number of reports they have received for the 25,094 septic systems in their database. 10.2 Waivers - Debbie Riley, Environmental Health Manager, presented the Board with the current Environmental Health Waivers. 11. Public Comment — Scott Hilburn, Hospital District #1, announced that the first meeting to discuss a drug take back program would be December 5, 2008. 12.
