Commissioner Ross Gallagher called the meeting to order at 3:34 p.m. 2. Election of Board of Health Chair. Cmmr. Ring Erickson/Sheldon moved and seconded to elect Commissioner Ross Gallagher as the Board of Health Chair for 2008. Motion carried unanimously. RE -aye; S-aye G-aye. 3. Cmmr. Ring Erickson/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. RE -aye; S-aye G-aye. 4. Correspondence — None. 5. Cmmr. Ring Erickson/Sheldon moved and seconded to adopt the regular meeting minutes of November 27, 2007 and special meeting minutes of December 11, 2007 as presented. Motion carried unanimously. RE -aye; S-aye; G-aye 6. Hospital District #1 — Presentation covering the hospital district's services provided to uninsured, underinsured and non-English speaking residents. Scott Hilburn, Hospital District #1Commissoner, introduced Eric Moll, Chief Financial Officer, who gave a presentation of the hospital district's services. Mr. Moll presented several services the hospital provides for uninsured and underinsured residents, such as a sliding scale fee and property tax credits. He also noted that the hospital does not charge finance charges for late payment. Cmmr. Ring Erickson asked what percentage of Hospital District #1 patients were uninsured. Mr. Moll stated that 8% of patients are self -pay or uninsured. Cmmr. Sheldon asked how often the tax credit program is used. Mr. Moll stated the hospital pays about $85,000 a year in credits. There was further discussion and questions regarding other services and practices at the hospital. 7. Administrative Issues 7.1 Health Officer Report - Dr. Yu presented the current health issues relevant to Mason County. She noted she would be testifying to the Legislature regarding MRSA issues on Thursday. She also stated there have now been confirmed cases of influenza in Mason County, however there have not been many cases. There have been cases of whooping cough as well. Vicki Kirkpatrick, Director, noted Senator Keiser would be holding an online town hall today and tomorrow regarding health issues. 7.2 2007 and 2008 Grant Summary for MCPH — Ms. Kirkpatrick presented the Board with a summary of 24007 and 2008 grants for Mason County Health. Community & Family Health 8.1 2008 Health Challenge Information — Lydia Bucheit, Community and Family Health Manager, presented the 2008 Health Challenge Information. 112 people have sign up for the 2008 Health Challenge so far. New this year are Weight Watchers at Work and bonus point activities. 8.2 News Release — Health Challenge — Ms. Bucheit presented the News Release regarding the 2007 Health Challenge results and 2008 Mason County Health Challenge. 9. Environmental Health 9.1 Debbie Riley, Environmental Health Manager, presented the Board with Environmental Health Waivers for information only. Cmmr. Sheldon asked Peggy VanBuskirk, Hospital District #2 Commissioner, to give an update on the progress of the new Hospital District. Ms. VanBuskirk stated they are basically still working on getting set up, finalizing bylaws and a securing a location. Cmmr. Ring Erickson asked for a short update on Oakland Bay septic issues, which Debbie Riley provided. Things are positive for the most part. The next Oakland Bay water quality meeting will be held February 6, 2008. Ms. Riley also noted 50 loans were processed through the Shorebank Loan program, 19 of which were in Mason County.
