WHEREAS, the Washington Legislature, 49th Session, set forth ih chap. C51,
Sec. I Of 1905 Laos, findings regarding the necessity for development of a
comprehensive plan for Eater quality 'protection in Poget Sound; aou
MEREAS, as a result of those findings, the Legmslatune enacted the Puget
Sound Water Quality Act, chap. 451 of 1935 LIWS, codified at ROW Chap. 90.78, and
thereby. created the Puget Sound Water Qoal“iy Autherit,y; and
WHEllEAS, pursuant. to RCW 90.70.0E5, the Authority' has_adopted management
policy goals relevant to proteesotn .
WHEREAS, Puget Sound was federally designated as an estuary of nalcs1
significance in 1988, and the Authoritys management plans have thus additionally
been recognized as. a part of a federal conservation program to protect the
nation's. estuarine resources; and
WHEREAS, the Authority shall termdnete on June 30, 1991, according to the
provisions of the original Act. of 1985, and ROW 90,70.900 as it now stands, unless
the Legislature affirmatively. acts. to extend the Act's provisions beyond that,
date; and
WHEREAS, the Board of Mason County Commissioners believee that the waters of
Puget Sound form an integral and vito part. of Mason COUrftW,I and
WHEREAS, the Board of Nason County Commissioners further believes that. it. is
in the public interest, health, safety, and welfare of its current. citizenry as
as future generations, that the State of Washington through its Legislature
extend tile powers, and authority of tfle 1985 Act in order to continue to
protect an enhance the water quality. of Puget Sound;
HOU, THEREFORE, BE IT RESOINED by the Board. of Mason County ComHvisolcmisxsa
Section 1. The Hashiii4',.ylusin State Legislature. is hereby.' urged to enact
legislation to extend the ooals, poisi.ors, and authchtitiy, established in the Puget
Sound Water Quality Act of 1985 beyond the expiralbion date of une. 30, 1991.
Section 2. The Washington State Legislature is hereby urged to provide
sufficient funding directly' to local governments in order to allam them to fulfill
ttie obligations and mandates of the Puget. Sound Hater Quality. Management Plan and
to establish long term local funding sources to imq.dhsiment the. water quality
programs contained therein.
