1. Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance—led the flag salute.
3. Roll Call—Present: Present: Commissioner District 1 —Randy Neatherlin; Commissioner
District 2— Kevin Shutty; Commissioner District 3 —Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent in the following: license renewal
infonnation for both liquor and cannabis license holders.
4.1.2 Washington State Department of Health sent in notice reclassifying a portion of Hood
Canal 5 Commercial Shellfish Growing Area from Approved to Conditionally Approved
and Hood Canal 6 Commercial Shellfish Growing Area from Approved to Prohibited and
Unclassified.
4.1.3 Department of Energy sent in notice regarding the Shelton-Fairmount Transmission Line
Rebuild and Fiber Optic System Replacement project.
4.1.4 Washington State Department of Ecology sent in results of evaluation for Western
Washington Phase 11 Municipal Stormwater General Permit Coverage.
4.1.5 Washington State Department of Ecology sent in a letter regarding Haven Lake Dam and
the 2023 wildfire season.
4.1.6 Washington State Liquor and Cannabis Board sent in a Special Occasion Liquor License
for the Allyn Community Association.
4.1.7 Federal Energy Regulatory Commission sent in a letter regarding a proposal to change the
annual Dam Safety Surveillance and Monitoring Reports schedules,Tacoma Power
Projects.
5. Open Forum for Citizen Input
Ken VanBuskirk,Belfair, commented regarding there not being improvements on the Highway 3
and Ridgetop Boulevard intersection and asked for an update. School is starting and there will be
more congestion. Ken also attended a Port of Allyn special meeting last week where the County
moving into the old fire station on Old Belfair Highway was discussed and requested that the
County conduct a traffic impact analysis before moving in. A traffic signal or speed indicator
may be an appropriate alternative.
6. Adoption of Agenda
Cmmr.Shutty/Neatherlin moved and seconded to adopt the agenda as published. Motion
carried unanimously. N-aye; S-aye; T-aye.
7. Approval of Minutes
Cmmr. Neatherlin/Shutty moved and seconded to adopt the July 24 and July 31,2023 Briefing
Minutes and August 1,2023 Regular Minutes as presented. Motion carried unanimously. N-
aye; S-aye; T-aye.
8. Approval of Action Agenda
8.1 Approval of Warrants and Treasurer Electronic Remittances
Claims Clearing Fund Warrant#8098362-8098689 $1,836,793.84
Direct Deposit Fund Warrant#98831-99238 $ 816,715.05
Salary Clearing Fund Warrant#7007535-7007571 $1,087,454.22

8.2 Approval to renew the On-Site Park Host contracts with Lara Nelson at Foothills Park,Robert
Chavis at Walker Park,and Anthony Mullen at Oakland Bay Historical Park for an additional
three years expiring December 31,2026.
8.3 Approval of the On-Site Park Host contract with Scott and Kris Hewitt for Sandhill Park for a
term from September 1,2023 to December 31,2026.
8.4 Approval of the Memorandum of Understanding(MOU)with the Mason County Historical
Society for cargo unit storage for an additional two years expiring December 31,2025.
8.5 Approval of the lnterlocal Agreement with Mary M.Knight School District authorizing Public
Works to provide reimbursable work,supplies,and/or services to the School District.
8.6 Approval to close Beeville Loop Road at milepost 5.19,Dry Bed Creek,from September 21,
2023 until further notice.
8.7 Approval of the Resolution authorizing Mason County to enter into a sole-source purchase
agreement with Corrections Technology Group(CTG)to replace and upgrade the Jail's camera
and video system. (Exhibit A,Resolution No.2023-046)
8.8 Approval of the Interlocal Agreement with the City of Shelton for an Opioid Abatement
Council Independent Subcommittee.
8.9 Approval of the amendment for Rural Communities Opioid Response Program(RCORP)to
reallocate$97,338 to Olympic Health and Recovery Services(OHRS).
8.10 Approval of the FY-24 Emergency Housing Fund subcontracts with Shelton Family Center for
$288,410 and Crossroads Housing for$398,969.
8.11 Approval of the contract with the Department of Ecology for Local Solid Waste Financial
Agreement(LSWFA)funding in the amount of$175,893.33.
8.12 Approval to set a Public Hearing for Tuesday, September 26,2023 at 9:15 a.m.to consider the
2024 Annual Construction Program and 6-Year Transportation Improvement Program(TIP).
8.13 Approval of the letter of support for the Mason County Recompete Act Coalition.
8.14 Approval to place the Call for Bids for ground preparation, installation of playground
equipment, and safety mat at Sandhill Park.
Cmmr.Neatherlin/Shutty moved and seconded to approve action items 8.1 through 8.14.
Motion carried unanimously. N-aye; S-aye;T-aye.
9. Other Business(Department Heads and Elected Officials)
Dave Windom,Public Health and Community Services,shared the Overdose Awareness walk on
Thursday,August 31 in Belfair and Friday,September 1 at Kneeland Park. This is an opportunity
to connect around overdose epidemic. Mason County has the highest overdose rate in the state.
50-60 vendors have also signed up.
10. 9:15 a.m.Public Hearings and Items Set for a Certain Time
Please see above options to provide public testimony. These options are available only while COVID-19 OPMA
meeting restrictions are in place.
10.1 Public Hearing to consider the following actions for the Solid Waste Long Haul Transport and
Disposal contract:
a. Continue the Public Hearing to Tuesday,November 7,2023 at 9:15 a.m.to review and
consider the submitted responses to the Request for Proposals(RFP)and potentially take
action to award the contract.
b. Review and consider awarding the contract to Mason County Garbage.

Loretta requested to continue the Public Hearing to November 7,2023. Public Works is still in
negotiations with Mason County Garbage,Inc. On Friday, August 25 the Commissioners
executed a"bridge"contract to ensure solid waste continues to be hauled and disposed of.
Republic Services will continue to provide those services for the interim period of six months
to allow for continued negotiations with Mason County Garbage.

Hearing to Tuesday,November 7,2023 at 9:15 a.m. for review and consideration of the
submitted responses to request for proposals and potentially take action to award
contract. Motion carried unanimously. N-aye; S-aye; T-aye.
11. Board's Calendar and Reports—The Commissioners reported on meetings attended the past
week and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:31 a.m.

RESOLUTION NO. 2023-CAO
Resolution Authorizing the Mason County to Enter into a Sole-Source Purchase Agreement
to Replace and Upgrade the Jail's Camera and Video System
WHEREAS, the Mason County Jail's camera and video system directly affects the safety of both
staff and inmates and the County could potentially incur severe and expensive liabilities without adequate
camera coverage; and,
WHEREAS, replacement parts for the existing analog cameras on the current video system are
being discontinued and finding replacement cameras that are compatible with the existing system has been
increasingly difficult; and,
WHEREAS,the Jail currently uses Corrections Technology Group(CTG)for its camera and video
system and CTG has provided a quote for a full camera system replacement and to add an additional 19
cameras due to multiple"blind spots"with the current camera layout; and,
WHEREAS,the CTG camera system is an integral part of the Jail security system; and,
WHEREAS,Mason County Code Chapter 2.21.030 allows sole-source purchases with approval of
the Mason County Board of County Commissioners; and,
NOW, THEREFORE, BE IT RESOLVED, by the Board of Mason County Commissioners to
authorize Mason County to sign the agreement with CTG to replace and expand the Jail camera and video
system.
