RE: MIS98-0529, replacement of underground fuel tank with above
ground fuel tank at same site - - 411 W Deyette Rd, Shelton.
Dear Mr. Goerth:
Mason County Department of Community Development staff are
currently reviewing your permit application for replacement of a
fuel tank at the , above location. We understand that as per
Department of Ecology requirements, fuel tanks are being replaced
as part of a maintenance cycle which must meet specific deadlines
for the old tanks to be taken out of use and new ones installed.
As we discussed, this site is located in the detailed study area
floodplain of the Skokomish River as identified on FEMA map
5301150180D dated December 8, 1998 . This area is defined as the
Density Flood Fringe. Mason County has several ordinances which
address floodplain construction, the applicable ones are enclosed.
The Flood Damage Prevention Ordinance no. 59-91 defines fuel tanks
as being structures under that ordinance (definition enclosed) .
The Frequently Flooded Areas Chapter 17 . 01. 090 of Mason County' s
Interim Resource Ordinance specifically addresses construction
requirements in the Skokomish Valley Density Flood Fringe.
There is currently a building moratorium in existence within the
density flood fringe area of the Skokomish valley (Ordinance 131-
98 . Section 1 (a) ii of the moratorium provides for the replacement
of structures provided that "the footprint of the structure
following reconstruction shall be no greater than the areas of
footprints prior to construction. " It appears from your plans that
an existing 1, 000 gallon fuel tank is being replaced with another
1, 000 gallon fuel tank would meet the intent of the requirements of
the moratorium.
The tank will need to be constructed and installed to meet all
Department of Ecology standards, and will need to be elevated as
provided for in Mason County's regulations, and meet any EPA
requirements for construction and tie-down in a floodplain.
Recycled
The applicable floodplain map is enclosed. From the information
provided, the Base Flood Elevation for your site appears to be 35
feet NGVD. The structure should be elevated one foot above the
Base Flood Elevation. An elevation certificate is enclosed for
your use. The completed certifice should be returned to Planning
staff for retention in our FEMA files .

If inspection is called for and plans are not on site, Approval WILL NOT be granted. In addition,
a Re-Inspection fee in the amount of $42.00 per hour (minimum 1 hour) will be charged and must be
collected by this department prior to any further inspections being performed or approval granted.

2) POST ADDRESS -- PURSUANT TO 1994 UNIFORM BUILDING CODE, ALL SITE MUST BE MARKED WITH APPROVED
NUMBERS OR ADDRESSES PROVIDED IN SUCH A POSITION AS TO BE PLAINLY VISIBLE AND LEGIBLE FROM THE
STREET OR ROAD FRONTING THE PROPERTY. MASON COUNTY BUILDING DEPARTMENT REQUIRES THAT THIS BE
