1. Call to Order—The Chairperson called the special meeting to order at 9:00 a.m.
2. Mark Neary led the pledge of allegiance.
3. Roll Call—Present:Present:Commissioner District 1 —Randy Neatherlin;Commissioner District 2—
Kevin Shutty;Commissioner District 3—Sharon Trask.
4. Public Hearing to review and consider awarding the Solid Waste Long Haul Transport and Disposal
contract to either Mason County Garbage or Republic Services. Staff Richard Dickinson
Richard Dickinson requested to continue the Public Hearing to Tuesday,August 29;Public Works is not
ready to award. Negotiations are still in process and information needs vetted.
Mark Neary added that solid waste contracting is unique in Washington State law;it has its own specific
statues,processes,and required public input. This is the first time this contract has been opened up in
Mason County for a while. Two bids were received:Mason County Garbage and Republic Services.
Republic is the current provider. The proposals were evaluated,interviews were done,and then details
and numbers were looked at. During that time,it was determined that the County would start negotiations
with Mason County Garbage. The focus is currently on the numbers and negotiating the contract to ensure
that Mason County is covered and that there are no outstanding items that could be an issue in the future.
During this process of negotiating and evaluating the entire contract and terms with Mason County
Garbage,if there is an issue,there is the option to potentially negotiate with the other respondent which is
part of the specific laws associated with long haul contracting. Preliminarily Public Works is working
with and moving forward with Mason County Garbage on the many details of the contract. Mason County
Garbage is the right respondent to negotiate with at this time. Details are not currently worked out yet as it
is an in-depth process to vet Mason County Garbage and any associated subcontracts with other entities
such as Cowlitz landfill. Cowlitz landfill is where the waste will be dumped. The goal is to have
negotiations done by end of August and to come back to the Board with a proposal.
Cmmr.Trask shared that the current contract with Republic Services expires August 23,2023.
Mark included that an extension of the current contract with Republic would be needed to continue to
provide service to cover that gap period of time.
Cmmr.Neatherlin/Shutty moved and seconded to table the Public Hearing until Tuesday,August 29
for more information and further discussion. Motion carried unanimously. N-aye; S-aye; T-aye.
5. Adjournment—The meeting adjourned at 9:08 a.m.
