Call to Order—The Chairperson called the special meeting to order at 11:30 a.m. 2. Loretta Swanson led the pledge of allegiance. 3. Roll Call—Present:Present: Commissioner District 1 —Randy Neatherlin;Commissioner District 2— Kevin Shutty;Commissioner District 3—Sharon Trask. 4. Public Comment Cmmr.Shutty/Neatherlin moved and seconded to amend agenda to add public comment. Motion carried unanimously. N-aye; S-aye;T-aye. 5. Approval of Addendum no. 5 to the Solid Waste Export Services contract with Regional Disposal Company extending the contract for an additional year from August 26,2023 to August 26,2024. Loretta Swanson shared a Request for Proposals(RFP)was sent out for the transport,haul,and disposal of solid waste for Mason County. A long-standing contract has been in place with Republic to provide those services since 1993;four addendums have been signed. An additional addendum is being requested to provide those same services for an additional year. The current contract expires Saturday,August 26, 2023. Public Works has been negotiating with Mason County Garbage on their proposal and is not in the position to conclude those negotiations prior to the expiration of the current contract. Waste Connections (Mason County Garbage)submitted a proposal that offers the same extension and ability to provide the same services at the same price. The options are to extend the contract with Republic Services for one year or to allow Public Works to review the proposal from Mason County Garbage/Waste Connections and set a special briefing and a special meeting to fully review,understand,comment,and decide how to move forward regarding the two proposals. Cmmr.Neatherlin shared the Commissioners were briefed on the extension and proposal this morning and there are two options before the Board. Mark Gingrich,Vice President of Waste Connections and Mason County Garbage Incorporated,shared that Mason County Garbage was the chosen respondent for the RFP process. Very fruitful discussions and negotiations with Loretta,Mark,and Richard have been had. The current agreement with Republic ends very soon and the contract negotiations between the County and Mason County Garbage for the RFP has not yet concluded. Commissioners should also consider that Mason County Garbage currently has a contract in good standing with the County that includes solid waste transportation and recycle hauling. Mason County Garbage proposes an amendment to that contract,which already has the County's preferred indemnification and fine print,to include the transfer and disposal of solid waste at the current rate and terms for a one-year period that the other provider has proposed with the same potential rate change at that CPI on January 1,2024. Three reasons this should be considered: 1)Mason County Garbage has a contract in good standing for solid waste transportation which good service has been provided,it would benefit the transition of moving to Mason County Garbage for transportation and disposal now instead of in a year. 2)As the current the current local garbage provider,they are at that transfer station dozens of times a day communicating with the employees and can see"just in time"if it is a busy day to flex more assets to haul waste as needed. 3)The RFP process that Mason County Garbage interviewed and was chosen for,had an estimated contract start date of August 23,2023. Operationally this has been planned for,trailers and staffing are ready to go. The administrative document is"apples to apples"to the current provider. As the local garbage company, it is believed that there is an enhanced service responsiveness at the site. Mason County Garbage is ready to provide the service and would appreciate the consideration to do so. Cmmr. Shutty gave his thanks and recommended to continue the Public Hearing to Friday,August 25 to allow more staff discussion with the Commission about the options provided. Based on the way the agenda is set,an alternate proposal cannot be acted upon. This is a relatively fresh proposal that needs more evaluation at the staff level. Residents of Mason County need to be put first and the Commissioners need to have all the information to make the decision. Cmmr.Shutty/Neatherlin moved and seconded to extend the Special Meeting to 2:00 p.m.on Friday,August 25 and to have a Briefing at 1:00 p.m. Motion carried unanimously. N-aye; S-aye; T-aye. 6.
