9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Shutty,and Trask met in closed session for labor
negotiation via Zoom from 10:00 a.m.to 11:00 a.m. Mark Neary,Mary Ransier,
Misty Kuhl,Cabot Dow,and Lindsey Smith were also in attendance.
10:00 A.M. Treasurer—Lisa Frazier
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Lisa discussed amending Resolution no.2023-035 to fund the County's Flexible Spending
Account(FSA)with$5,000. Navia Benefit Solutions is withdrawing between paydays
causing a negative balance. Approved to move forward.
10:05 A.M. Quixote Communities—Colleen Carmichael
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Colleen discussed the encampment in Brewer Park and the outreach done by Crossroads
Housing,Community Lifeline,Youth Connections,and the City of Shelton. Approximately
20 campers were identified,and services were explained and offered. Community Lifeline's
emergency shelter has a 35-bed capacity and 13 current openings. 135 homeless are currently
in emergency shelter and transitional housing. 217 single adults and 44 families are
unsheltered. 4-5 campers were interested but want long term instead of temporary.
10:15 A.M. WSU Extension—Kela Hall-Wieckert
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Kela shared a news release for Mason County Noxious Weed Control Board seeking
applicants for Districts 1,3,4,and 5. Approved to move forward.
10:20 A.M. Public Defense—Peter Jones
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Peter discussed the Office of Civil Legal Aid(OCLA)contract and Juvenile Deputy position
reclassification. Contract is for an additional$152,784 in revenue but has reporting and
training requirements. Approved to move forward.
• Peter shared Seattle University could provide Rule 9 interns for non-translator probation
violation dockets on Tuesday mornings for District Court for$40/hour. Approved to move
forward.
10:30 A.M. Public Health—David Windom
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Dave discussed the Mason Matters contract renewal for$25,000 per year. Approved to move
forward.
10:35 A.M. Support Services—Mark Neary
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• John Taylor shared the County Park Host Program Policy per RCW 67.20.010 and resolution.
Approved to move forward.
• Jennifer Beierle discussed the Community Development Block Grant(CDBG)for the
Microenterprise Assistance Program close out Public Hearing set for Tuesday,September 12.
Approved to move forward.

• Jennifer reviewed the Commissioner preliminary budget. $392,269 for 2024;$390,615 for
2023.
• Mark discussed the Request for Qualifications for Community Justice Center design and
development from Sheriffs Office and Public Health. Money was received from legislature
through Department of Commerce. Approved to move forward.
• Mark shared his conversation with Lary Coppola,Port of Allyn,reminding him of the
American Rescue Plan Act(ARPA)funding award for drilling a well. The Port of Allyn is
now considering acquiring an existing water system. Lary will need to revise the current
ARPA contract.
• Cmmr. Shutty shared the Medicaid Inmate Exclusion Policy:Reentry Act and Due Process
Continuity of Care Act letter.
10:55 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Loretta requested to set the 2023-2028 Six-Year Transportation Improvement Program(TIP)
and the 2023 Annual Construction program(TIP)Public Hearing for Tuesday, September 26
at 9:15 a.m. Approved to move forward.
• Loretta requested to create County Road Project(CRP)2051—Shelton Matlock Road to
overlay existing gravel shoulders and replace existing guardrail. Approved to move forward.
• Loretta requested to hire an additional Public Works 1.0 FTE Administrative Assistant
position. Approved to move forward.
