Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin, Shutty,and Trask met in closed session for labor negotiation via Zoom from 10:00 a.m.to 11:00 a.m. Mark Neary,Mary Ransier, Misty Kuhl,Cabot Dow,and Lindsey Smith were also in attendance. 10:00 A.M. Community Development—Kell Rowen Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Kell shared the Interlocal Agreement(ILA)with the City of Shelton for work on updating the 2025 Mason County and City of Shelton Comprehensive Plan to reimburse the County for 7.9%of expenses as identified in the ILA. Approved to move forward. • Kell gave the monthly permitting update for July 2023. 105 permit applications were received,79 issued,and the average days to issuance was 46. 10:10 A.M. Public Health—Dave Windom Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Dave shared the Thurston-Mason Developmental Disabilities contract overview. • Melissa Casey discussed the temporary Inflationary Relief Fund program through the Consolidated Homeless Grant(CHG)Request for Quote(RFQ). Approved to move forward. 10:15 A.M. Support Services—Mark Neary Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • John Taylor shared the Memorandum of Understanding(MOU)with the Mason County Historical Society to maintain storage at Mason County Recreation Area(MCRA). Approved to move forward. • John discussed the On-Site Park Host renewal contracts for Foothills,Walker,and Oakland Bay Historical parks and the new On-Site Park Host contract for Sandhill Park. Approved to move forward. • John shared compliance information for the National Incident Management System(NIMS) for Incident Command System(ICS)training and needs to identify key staff to create a Mason County Operations System Organization Chart. Approved to move forward. • Mark discussed the Spyglass audit results to remove and modify items no longer being used by the County. Total savings is$39,555. Todd Cannon reminded the Board that overall phone prices are being increased. • Nichole Wilston shared the Mason County Officers,Employees,and Volunteer(s)request for Defense and Indemnification coverage for the named defendants. Approved to move forward. • Cmmr. Shutty followed up on the Medicaid Inmate Exclusion Policy letter. Approved to move forward. • Cmmr.Trask discussed upcoming meetings in October and November. Tabled. 10:35 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Loretta Swanson shared the Interlocal agreement with Mary M.Knight School District for reimbursable work,supplies,and/or services. Approved to move forward. Page I 1 • Mike Collins requested to permanently close Beeville Loop Road at milepost 5.19 to replace a culvert that is currently failing on September 21,2023. Residents will have alternate routes. Approved to move forward. • Loretta discussed the annual building rent rate review and annual ER&R service rates. • Mike reported on the Rock Creek Bridge project. • Richard Dickinson shared respondent information for the Request for Qualifications(RFQ) for the North Bay General Plan update. • Richard discussed updating the Rustlewood electrical and control system.
