9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Shutty,and Trask met in closed session for labor
negotiation via Zoom from 10:00 a.m.to 11:00 a.m. Mark Neary,Mary Ransier,
Misty Kuhl,Cabot Dow,and Lindsey Smith were also in attendance.
10:00 A.M. Housing Authority—Becky Cronquist&Dan Armstrong
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Dan shared updates on the Housing Authority apartments and needed support. A majority of
income from the properties goes to operation,repair,and the management company. Becky
suggested hiring a Director and Vice-Director because a voluntary board can't be relied on.
Funding is needed;multiple apartments are uninhabitable and$5k is needed for a balloon
payment. Kneeland Park Apartments and Pine Garden Apartments are being sold. Mark
inquired about the$750k American Rescue Plan Act(ARPA)dollars that were given to the
Housing Authority to fix residences.
10:30 A.M. Auditor's Office—Steve Duenkel
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Steve gave a PowerPoint presentation on establishing a Mason County Citizens' Commission
on Salaries. Topics included applicable law,appointments,proposed process,and
recommendations.
10:45 A.M. Public Health—Dave Windom
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Dave shared the Interlocal Agreement(ILA)with the City of Shelton for an Opioid
Abatement Council Independent Subcommittee to add the City's abatement funds to the
County's. Approved to move forward.
• Melissa Casey discussed the Rural Communities Opioid Response Program(RCORP)
amendment to reallocate to Olympic Health and Recovery Services(OHRS)for$97,338.
Approved to move forward.
• Melissa shared the FY24 Emergency Housing Fund subcontracts with Crossroads Housing for
$398,969 and Shelton Family Center for$288,410. Approved to move forward.
• Dave discussed the Ecology Local Solid Waste Funding(LSWFA)contract for funding
rollover for the amount of$175,893.33. Approved to move forward.
11:00 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Mike Collins requested to set a Public Hearing for Tuesday,September 26 at 9:15 a.m.to
adopt the 2024 Annual Construction Program and 2024-2029 Six-Year Transportation
Improvement Program(TIP). Approved to move forward.
• Loretta asked to extend the contract with Republic Services for solid waste haul and disposal
services for an additional year. A Special Meeting will be set for Wednesday,August 23 at
11:30 a.m.
• Mike gave an update on the Harstine Island bridge.
• Loretta discussed a draft response letter for the Stormwater National Pollutant Discharge
Elimination System(NPDES)permit exemption.

11:20 A.M. Support Services—Mark Neary
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Mark discussed the CGI digital video project to showcase Mason County and asked what the
County would like to highlight.
• Mark shared alternate revisions for the North Mason building. Cmmr. Shutty requested a
staffing plan for usage.
• Mark discussed the Mason County Recompete Act Coalition letter. Jennifer Baria,Economic
Development Council(EDC),added that this allows administration to show that multiple
entities within Mason County have partnered together on plans.
• Commissioners discussed calendar dates of upcoming meetings they will be unable to attend
and requested lighter meeting agendas for those dates.
• Cmmr.Neatherlin asked if there is the potential that the theft of copper wiring from
communication systems be a misdemeanor.
