SUBJECT: Landslide Evaluation
This will constitute our preliminary report regarding the recent soil failure at the Robert Close
property located at 8262 SR 106 in Union, Washington. The property is located at the base of a
hillside overlooking Hood Canal. We understand that sometime in the past 24 hours the property
was subjected to soil movement from the hillside to the south. That soil movement resulted in
mud and debris being deposited against a structure on the property.
We evaluated the site today to assess the soil failure and evaluate the potential for future failures
which could endanger life or property. We understand that the location of the failure is in a steep,
shallow drainage that has a perennial stream flowing through it. Historically, the water from the
stream was captured at the base of the slope and routed to a small pond which then overflowed
to a pipe and routed to a catch basin along the shoulder of the highway. The stream appears to
emanate from a spring higher on the hillside. As a result of the soil movement, a large apron of
mud and debris was deposited at the base of the slope covering the water catchment system and
flowing up against an outbuilding.
During our reconnaissance, we climbed the hillside to assess the originating point of the soil
failure. It appears that, as a result of heavy rains over the past weekend, soils within the drainage
became saturated and flow increased within the stream as well as the springs feeding the stream,
resulting in the loss of strength within a relatively thin soil layer covering dense, glacially
consolidated material. It was this soil layer which became fluidized and flowed downhill as a
debris flow; a mixture of mud and water.
It appears that most of the available loose soil in the drainage immediately adjacent to the stream
was mobilized in this event. However, there remains loose soil and debris within the drainage
that could, under certain heavy precipitation conditions, fluidize and flow downhill following the
same path. These subsequent flows, should they occur, will likely be much smaller than the one
which occurred within the last day and should not present a risk to life safety for persons residing

in the structures on the property. However, some structural damage could occur, and we
recommend installing a catchment/diversion system to route future flows away from structures on
the property. A system consisting of buttressed concrete ecology blocks should be sufficient to
contain and route future debris flows from the drainage away from the affected house and onto
the asphalt driveway apron. Accumulated mud and debris can then be removed from behind the
wall.

NO. 2 -41-Qt 90 and/or ,U2,34-43-00142. d
County Records indicate a land slide occurred in 2018. An enforcement action was
issued.
The owner of the site and a local construction contactor, Arrow Excavating,
constructed an unauthorized retention system that has drastically altered the flow
of water in this highly sensitive geological area. I believe the contractor, Arrow
Excavating, knowingly performed work outside of his ability which has negativrely
impacted our property as well as our tidelands.
Thank you for pursuing this matter in an expedited manner.
