10:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin;Shutty,and Trask met in closed session for labor negotiation via
Zoom from 10:00 a.m.to 11:00 a.m. Mark Neary,Mary Ransier,Misty Kuhl,Cabot Dow,
and Lindsey Smith were also in attendance.
11:00 A.M. Auditor's Office—Steve Duenkel
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Steve discussed the VoteWA Data Sharing agreement with the Secretary of State per RCW
39.40 to help protect voter information which will renew automatically. Legal and IT have
reviewed. Approved to move forward.
11:10 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty, and Trask were in attendance via Zoom.
• John Taylor discussed-options for playground equipment for Sandhill Park. Project estimates
are about$62,300 and$73,100. Approved to move forward with the second playground.
• Mary Ransier shared the 2023-2026 Woodworkers Local Lodge W38 I.A.M.Office of Public
Defense Support Staff agreement. Approved to move forward.
• Mary requested to offer a$5,000 hiring bonus for the Public Works Finance Manager
position: $2,500 upon hire and$2,500 upon completion of the first year. Approved to move
forward.
• Mary discussed updating the Non-Represented Salary Scale removing Administrative
Assistant and Legal Secretary and retitling Receptionist/Secretary to Customer Service
Specialist and creating new title for second Receptionist/Secretary position to Administrative
Assistant. Approved to move forward.
• Mary shared the AFSCME Collective Bargaining Agreement(CBA). Approved to move
forward.
• Jennifer Beierle shared updates on American Rescue Plan Act(ARPA)funding including
Housing Authority updates.
• Jennifer discussed the Community Action Council of Lewis,Mason, and Thurston counties
(CACLMT)agreement. Approved to move forward.
• Mark discussed potential renovations for the North Mason building located on Old Belfair
Highway. Departments that will utilize the building include the Sheriff s Office,Emergency
Management,Public Health,Community Development,and Elections. Improvement costs
would go towards the lease cost. A staffing plan is still needed.
• Cmmr.Trask gave a reminder about the executive session on August 1 at 8:30 a.m.for
potential litigation.
• Cmmr. Shutty requested an update from the 2022 Commissioner's Retreat and recent
legislation.
11:35 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Lovejoy discussed Road Vacation no.413 and 414 requested by Manke Timber Co,both have
been vacated by law. The Hearings Examiner recommends no objection. Approved to move
forward.
• Loretta requested to introduce the new Public Works interns.

8:30 A.M. Executive Session—RCW 42.30.110 (1)(i)Potential Litigation
Commissioners Neatherlin, Shutty, and Trask met in executive session for litigation
from 8:30 a.m.to 9:00 a.m.Mark Neary and Tim Whitehead were also in attendance.
