9:00 A.M. Executive Session—RCW 42.30.110 (1)(i)Potential Litigation
Commissioners Neatherlin, Shutty, and Trask met in executive session for litigation
via Zoom from 9:00 a.m.to 9:3 0 a.m.Mark Neary and Tim Whitehead were also in
attendance.
9:30 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Shutty,and Trask met in closed session for labor
negotiation via Zoom from 9:30 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,
Misty Kuhl, Cabot Dow, and Lindsey Smith were also in attendance.
10:00 A.M. WSU Extension—Kela Hall-Wieckert
Commissioners Neatherlin, Shutty, and Trask were in attendance via Zoom.
• Kela shared the amendment to the Department of Agriculture and Mason County Noxious
Weed Control Board regarding invasive knotweed. Approved to move forward.
10:05 A.M. Office of the Washington State Auditor—Tammy Lane
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Vinny Shiel,Audit Supervisor,shared the State Auditor Entrance Conference PowerPoint.
Topics included audit topics,accountability audit subjects,financial statement audit subjects,
federal grant compliance audit subjects,major programs selected for audit,levels of reporting,
important information,reporting cybersecurity issues,peer reviews,working together to
improve government, center for government innovation resources,and fraud prevention
resources.
10:20 A.M. Auditor's Office—Steve Duenkel
Commissioners Neatherlin, Shutty, and Trask were in attendance via Zoom.
• Steve discussed enhancements for recording software to ease concerns about title and land
fraud. Jenn Rose contacted Tyler Technologies about upgrading to Records Public Access
software that will allow individuals to sign up for notifications on when documents are
recorded with their information. The budget impact would be$1,500 yearly and has been
reviewed by IT. Approved to move forward.
10:25 A.M. Courts—Paddy McGuire&Patsy Robinson
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Paddy discussed the Justice AV Solutions(JAVS)upgrade in the amounts of$27,185.30 for
Superior Court and$4,194.24 for District Court. Jennifer Beierle will look at ending fund
balance and budget authority. Approved to move forward.
• Paddy shared the Juvenile Detention Alternatives Initiative(JDAI)grant for$56k. Approved
to move forward.
10:30 A.M. Public Health—Dave Windom
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Ian Tracy shared the Hood Canal Regional Pollution Identification Correction Program
(HCRPIC)4 contract for$44,546. Approved to move forward.
• Melissa Casey discussed the Northwest Resources 11 Social Opportunity Services(SOS)
Program for behavioral health in the amount of$167,655.40. Approved to move forward.

10:40 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty, and Trask were in attendance via Zoom.
• Mary Ransier requested Lead Pay for Tammi Wright,Department of Emergency
Management,and Nichole Wilston,Human Resources. Approved to move forward.
• Jennifer Beierle asked if there was anything necessary to discuss regarding American Rescue
Plan Act(ARPA)funding. Cmmr.Neatherlin discussed the Housing Authority.
• Jennifer shared progress on the Chart of Accounts(COA)update and Munis Financial System
expansion.
• Diane Zoren shared a Request for Proposals(RFP)for janitorial services for up to$245k.
Approved to move forward.
• Auditor Duenkel discussed moving forward with a Salary Commission and has been
coordinating with Human Resources.
10:55 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Loretta gave calendar reminders for upcoming road work.
