EMERGENCY DECLARAT ON
WHEREAS , the Mason County has proceeded with implementation of its
Solid Waste Transport Station project whereby Regional Disposal
Company has been selected to own, provide , and operate for the term
of the contract, facilities to accept acceptable waste in loaded
trailers at the transfer station and to transport to and dispose of
that acceptable waste at the disposal site for the County;
WHEREAS, it is in the County' s best interest to obtain the maximum
weight of waste ( in tons ) that may be loaded into the trailer
without exceeding the maximum legal gross vehicle weight and axle
loading requirements :
WHEREAS , the transfer station is designed to use a knuckleboom
crane which provides a means of removing undesirable waste from
trailers, redistribute the waste load to prevent excessive loading
on one set of axles, and to compact the waste;
WHEREAS , the knuckleboom crane is on order and will not be
available until mid October it is necessary to secure an alternate
method of obtaining the ultimate tonnage in each trailer;
WHEREAS, the Board of Mason County Commissioners feel it is in
the publics best interest to obtain the maximum payload in each
trailer loaded with acceptable solid waste and that the equipment
needed to achieve this goal is necessary; and
WHEREAS , RCW 36 . 32 . 270 authorizes the Mason County Commissioners to
dispense with requirements specified therein in emergency
situations; and
WHEREAS , an emergency exists at the Mason County Solid Waste
Facility requiring the immediate temporary leasing of a extended
backhoe ;
NOW, THEREFORE BE IT RESOLVED, that an emergency as defined by RCW
36 . 32 . 270 does exist and the Department of Community DevelopmeDt iS
authorized to proceed immediately to contracL with a leasing agency
who would provide the necessary equipment.
