Adopt the North Bay Case Inlet Wastwater Treatment Facility Plan RESOLUTION NO 70A IN THE HATTER OF : A RESOLUTION TO ADOPT THE NORTH BAY/CASE iNLET WASTEWATER TREATHENT FACILITY PLAN WHICH PROVIDES A RECOMMENDED SOLUTION TO THE WATER QUALITY PROBLEMS IN NORTH SAY. THE GOALS 011' THIS PLAIN ARE 'PO REDUCE CONTAMINATION OF SHELLFISH BEDS IN NORTH BAY SUFFICIENTLY TO ALLOW RE-OPENING AND TO PROTECT WATER QUALITY AND PREVENI' CONTAMINATION OF COTIHERCIAL AND RECREATIONAL SHELLFISH AREAS SO THAT SHELLFISH ARE SAFE FOR HUMAN CONSUMPTION . WHEREAS , in 1988 and 1989 water quality studies documented high fecal coliform counts in NorLh Bay which exceeded the limits for Class AA waters in the State of Washington; WHEREAS , in April 1991 , the State Department of Health declared the North Bay/Case Inlet area of Mason County a severe public health hazard; WHEREAS , in Hal, 1991 , North Say, one of the j.,tri'mary shelifish growing areas in Puget Sound, was closed to commercial shellfish harvesting which has been reopened on a restrictive and conditionally approved basis WHEREAS , the recommended approach to achieve these goals is to eliminate on-site sewage disposal systems within the drainage basin around North Bay; WHEREAS , the proposed method for solving the water quality problems Ls by construction of a collection and treatment system along with effluent disposal by land application; WHEREAS , the North Bay/Case Inlet Wastewater Advisory Committee ha::; recommended a sewer system of the type proposed in the plan; WHEREAS , the Department of Ecology has approved the North Bay/Case Inlet Wastewater Treatment Facility Plan; WHEREAS , Mason County is required to ado this plan per State Revolving Fund Loan regulations and per DOE approval ; WHEREAS , numerous public meetings and workshops have beOn helld, within the effected area; WHEREAS , the Board of County Commissioners held a public hearing on Jully 19, 1994, to consider the adoption of the North Bay/Case Inlet Wastewater Treatment Facility Plan; NOW THEREFORE, BE IT HEREBY ORDAINED, that the Board of Mason County Commissioners hereby adopts the North Bay/Case Inlet Wastewater Treatment Facility Plan subject tA) the clarification that by approving the document, does not mean that the Board is agreeing to incd the ere a ras as descry T ed. h fu e nding availabl l ue s vic e and how it effects the costs to hie panic! for by thcose, within ti-te service areas still needs ro, be de �-.ef.,mined , T h z-,, applicable grants and loans need to provide sufficient inuading whereby the hookup and monthly rates are reasonable and acceptable The funding decisions made by FHA and the availabiiity of Centennial Clean Water funds will have a direct impact. on wha.L. areas dre to be served , the construction schedule and financing obligations along with the hookup rate and monthly fee structure .
