IN THE MATTER OF:
ENACTING AN INTERIM MEASURE WHICH IMPLEMENTS RESIDENTIAL
DEVELOPMENT POLICIES ESTABLISHED BY THE SOUTHEAST MASON COUNTY
SUBAREA PLAN FOR PROPERTIES WITHIN THE SOUTHEAST MASON COUNTY
SUBAREA BOUNDARY. THIS INTERIM MEASURE SHALL REMAIN IN EFFECT FOR
6 MONTHS FROM THE ADOPTION DATE OF THIS RESOLUTION, OR UNTIL A
IMPLEMENTING ORDINANCE ESTABLISHING PERMANENT DEVELOPMENT
STANDARDS IS ADOPTED BY THE BOARD OF MASON COUNTY COMMISSIONERS.
WHEREAS, concerned citizens in Southeast Mason County developed a Subarea Plan to protect
and enhance the environment and rural character of the Subarea while allowing for reasonable
and compatible development to occur.
WHEREAS, over 50 public meetings were held during the formation of the Subarea Plan for
the purposes of gathering public testimony and informing the public of the provisions in the plan.
WHEREAS, the Board of Mason County Commissioners on December 20, 1993 adopted the
Southeast Mason County Subarea Plan setting forth policy to protect and enhance environinental.
resources, while allowing for reasonable and compatible development to take place.
WHEREAS, the Southeast Mason County Subarea Plan sets forth specific residential
development and open space policies on pages 24 through 26 and pages 37 through 39 that
ensure that site suitability and use of open space and/or greenbelts are considered in the
evaluation of residential development and the determination of land use density for the purpose
of preserving water quality and the rural character of the Subarea.
WHEREAS, an implementing ordinance which establishes specific development standards is
required to adequately implement the policies set forth by the Subarea Plan.
WHEREAS, applications for development submitted during the period that an implementing
ordinance is being developed could vest under the regulations in effect at the time the application
is made.
WHEREAS, the intended effect of possible development standards could be foreclosed or
thwarted by applications vesting during the time required to prepare development standards.
NOW, THEREFORE BE IT RESOLVED THAT:
The Board of Mason County Commissioners hereby enact an interim measure for a period of
6 months implementing residential development policies established by the southeast Mason
County Subarea Plan for properties within the Southeast Mason County Subarea Boundary.
Interim measures shall implement the residential and open space development standards
delineated on pages 24 through 26 and pages 37 through 39 of the Southeast Mason County
Subarea Plan and shall remain in effect until September 1, 1994 or until an implementing
ordinance is adopted by the Board of Mason County Commissioners.
Effective date of this resolution is March 1, 1994.
A public hearing has been schuduled for Tuesday, March 15th, 1994 at 7:30 pin in the
Commissioners Chambers to allow for public testimony on this action.
