Meeting Minutes
June 15, 2023
The regular meeting was called to order at 5:00 p.m. by Chairperson Sue Ickes.
Attendance: Sue Ickes, Chair and William Kendrick, Vice-Chair
Others: Tami Beyer, Trevor Severance, and Becky Rogers.
Business:
1. Approval of Minutes: May 18, 2023, regular meeting minutes
Cmmrs. Kendrick/Ickes moved and seconded to approve the May 18, 2023, regular meeting minutes.
Motion carried unanimously.
2. Chief Examiner Update
2.1. Position Tracking - 19 vacant funded positions: Community Service Officer-1,
Corrections Deputy-7, Deputy Sheriff-7, Evidence Technician-1, and Support
Specialist-3
2.2. Approval to hire provisional employee for Support Specialist for four (4)
months, per CSR 8.13 - Provisional Employees.
Cmmrs. Kendrick/Ickes moved and seconded to approve hiring of a provisional employee for
Support Specialist for four (4) months,per CSR 8.13—Provisional Employees. Motion carried
unanimously.
2.3. Mason County is using NeoGov, a cloud-based program for recruitment for all

3. Sheriff's Office Update
3.1. Corrections - One applicant with a pending interview.
3.2. Patrol - There are seven vacant deputy sheriff positions. Six candidates are in
various stages of the process between interview and background. Lt.
Severance and Lt. Birklid assumed responsibility for conducting the
backgrounds for patrol deputy recently. There is a possible conditional offer.
CSR 8.5 Status of Eligibles Not Selected for Appointment: Eligible persons
certified but not selected by the appointing authority retain their positions on
eligibility lists and shall be recertified in response to subsequent requests.
When the name of an entry level eligible has been certified three times and
has not been appointed, the appointing authority may request the eligible
person's name be removed from the entry level list within five (5) working
days of the last certification. Lt. Severance asked for clarification as to what
constitutes certified three times.
The Board discussed and concurred that in accordance with the rules, when an
eligibility list is certified three times and the Sheriff's Office does not select a

candidate on the list whose name has been certified three times, they may
request that name be removed, per the CSR.
Testing and Employment Sequence - The MCSO has opted to move the
polygraph after the interview and ride along. In the past, a candidate's name
is certified, the candidate is interviewed, and then goes for a ride along. The
background process can take up to a couple of months depending on how fast
information is gathered and references come in. After two months, candidates
go through a polygraph test. A conditional offer is made based on the
polygraph, psychological exam, and medical. Other agencies have modified
the polygraph by taking out ADA protected medical questions and schedule it
after the interview. The intent is to filter out problems early on instead of at
the end of the background process. Sgt. Rhoades, who has administered the
polygraph program for 13 years, has vetted the new process to remove the
ADA protected medical questions. In the six years that the state patrol has
been using this polygraph process they have not been challenged.
3.3. Support Staff - Three candidates are in background. Two provisional staff are
coming to the end of their four-month term the end of June. One of the two
provisional staff is interested in reapplying at a higher rate for another four-
month term at a higher class. The support staff is a smaller group that has
lost of lot of experience staff. They are looking at restructuring the office so
all the staff are in one cohesive group. This could also help solve an issue of
shipping and receiving for assets. Effective July 1, the hours open to the
public will be Monday - Friday 10:00 a.m. - 4:00 p.m. A Support Specialist 2
is self-demoting to Support Specialist 1 within the probationary period.
