The property is located at 21880 US Highway 1.01 in Shelton, Washington (Parcel number 42223-50-00118). The site is found in the SE %4 of Section 23, Township 22 North, Range 4 West. A wetland report titled Wetland Delineation and Categorization for the Central Washington University Property has been prepared for this parcel. It was completed by Agua Tierra Environmental Consulting(ATEC)and dated October,2004. ;c work resulted in t':ree significant critical a.—= mec ifications: 1) Removal of forested cover from a category III wetland, 2) the alteration of the wetland hydrology caused by 4225 square feet of modified wetland buffer,and 3)the modification of shoreline and salt rnamh habitat. A drainage ditch has been excavated from a wetland area, through a wetland buffer, and approximately 23 feet into the intertidal area when= it then enters a recently installed culvert and empties into Hood Canal. In addition, several trees within the wetland have been pushed over and resulting logs and debris piled over salt marsh areas along the estuarine wetland associated with Hood Canal. 2.0 RESTORATION OBJEC;11 V E�i The purpose of this restoration plan is to restore the disturbed areas. A phased approach is recommended to ensure that the entire shoreline, wetland, and associated buffers are restored to the original vegetative community, topography, and overall #•unction prior to non-permitted alteration of the site. The restoration strategy for this site consists of three specific plans; each plan unique to the critical area modified; specific strategies and recommendations writ ee discussed in further detail throughout the report. In general, the objective for each zone is as follows: Zone (1) Category 111 Wetland. To restore overstory components removed rrom within the wetland by planting coniferous saplings within the wetland. Zone (2) Category 111 Wetland BufferlCategory 1 Wetland ttu,jjer. Zone (3) Intertidal Habitat_ To remove the imbedded culvert,re-grade the shoreline to its natural slope and remove the piles of debris from the salt marsh areas. Such debris is to be transported back to the category III wetland to function as nurse log habitat. The toliowing restoration plan is being provided to be used by Mason County stan, the client, and/or a landscape professional for implementation purposes. The client will ultimately be responsible for the implementation and the overall success of this plan. The goal of this plan is to restore native vegetation, topography, habitat textures and wetland hydrology, eliminate invasive species, and avoid any adverse affects to the critical areas to the extent feasible while completing the restoration process. 3.0 PROPERTY AESC RI MON The property is bordered by a residential lot to the north, US Highway IV I to the west, an undeveloped lot to the south and by Hood Canal to the east. Topography consists of a low- gradient Slope descending easterly toward Hood Canal. Vegetation within the parcel consists of upland and wetland communities. Upland areas are located within the western portion of the parcel, a Category llt wetland occupies the central and eastern portion of the parcel, and the category I estuarine wetland occupies the shoreline area to the east. The overstory vegetation is similar in both the upland and wetland communities, and is generally comprised of western red cedar (7huja plicata) and big Jeat maple (/leer macrophyllum). The understory in upland areas is dominated by th.imbleberry (Rubes parviflorus), elderberry (Sambucus racemosa), salmonberry (Rebus spectabilis) and swordfern (Polyrtichum munitum). The understory in wetland areas consists Of' ,almonbeny (Xubus spectabilis), sitka willow (Salix sitchensis), swamp horsetail (Equititum fluviatile) and slough sedge (Carex obnupta). For the purposes of this work, the OHWM of Hood Canal represents the extent of a category l estuarine wetland described in the wcaand report prepared by A FEE. Vegetation within the estuarine wetland includes pickleweed (Salicarnica virginica) and fleshy }aumea(Taumea cornosa). 4.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Ordinance 17.01.1 l0 identifies Fish and Wildlife Habitat Conservation Areas adopted by Mason(:aunty. Based on the field review, we have approximated the project scale in the protected area to be as follows: Disturbance Habitat Type Approximate Scale Drainage Ditch/Swath Category III and I Wetland Buffer 4225 sq. ft. Overstory tree removal Category Ill Wetland 1/3 acre SA Vegetation Disturbance Vegetation disturbance entails 4,225 square feet of native vegetation removed during excavation within the wetland buffer ("Lone 2), approximatelyl/3 acre of forested wetland converted to shrub wetland (Zone 1) through the removal and falling of overstory trees, and salt marsh vegetation within the estuarine wetland covered with two piles of slash debris (Zone 3). With recommended planting of native vegetation described in Sections 6.1 and 6.2, and relocation of the slash piles described in Section 6.3, vegetation abundance and diversity is expected to be returned to the site. 5.2 Shoreline Modtticahon Disturbance within the estuarine wetland consists of the installation of a 12-inch wide culvert and ditch within the intertidal zone of the Hood Canal. This type of alteration causes negative impacts to natural coastal processes, such interrupting the natural sediment transport and recruitment within the middle intertidal zone. Restoration measures for removal of the culvert and backfilling of the ditch are described in Section 6.3. 5.3 Modification of Wetland Hydrology The excavation of an artificial drainage ditch originating from the outer extent of the category III wetland boundary has exposed water tables, altering the hydrological regime of the wetland. Water previously retained within the wetland now flows directly into the ditch, and into Hood Canal. It is recommended that the ditch be baackfilled to the original grade, using existing native soil, to return the exposed hydrology to the previous subterranean level. Specific recommendations are described in Section 6.2. 6.0 RESTORA'110N MEASURES Measures to adequately restore the three zones are discussed below. Best Management Practices discussed in Section 6.4 should be applied diligently at all times. 6.1 ZONE 1. CATEGORY 111:WETLAND RESTORATION To mitigate for the loss of overstory habitat within the wetland, it is recommended that the portion of the wetland where trees were removed be planted with native tree species. The area to be planted with trees occupies approximately 1/3 acre within the category III wetland. Saplings are woody plants less than three inches in diameter at breast height,but greater than 3.2 feet in height. Saplings should be planted 10-12 feet on center to achieve a moderate forested density. This will require a minimum of JAB saplings to be planted within the wetland. The trees should be lagg d and numbered for Eo_iutormg purposes- 6.2 ZONE 2. CATEGORY i and III WETLAND SUFFER lZEKI'ORA ION The disturbed corridor within the buffer associated with both a category 1 and III Wetland occupies an area of approximately 4,225 square feet. It entails a ditch originating at the outer extent of the wetland, bordered by mounds of exposed soil that are now occupied by nonnative species. To adequately restore the buffer and return the hydrology of the wetland to its original regime, a phased approach is recommended. The northeastern portion of the wetland buffer that has been left in tact will be used as a reference site in the development of the restoration for Zone 2. This should be done by backfilling the ditch and returning the seeps to a subterranean level. Reference wetiand transition zones ttirougitout me site maintain a gradient of 5-10%. Existing soil currently piled adjacent to the ditch should be used to return the area to this natural grade. An excavator may be allowed within the wedanid buffer to complete this phase. The excavator can reach in to complete the landscape connoouring, but must not enter the wetland boundary. Permission from the neighbors has been obtained to access Zone 2 from the lot to the north to complete;restoration. 6.22 Phase 2. Wood Chip Placement Immediately following the landscape contouring phase,it is recommended that the entire swath is overlain with wood chips, to stabilize sediment, and reduce disturbance froze erosion that could occur. 'Fhe bark chip mulch is expected to encourage the success rate of vegetative restoration described in Phase 3, as it improves moisture retention and reduces competition from invasive species. 6.23 Phase 3: Revegetation Following the wood chip placement, it is recommended that the entire disturbed swath be planted with native vegetation. This area selected for plantings will occupy the entire 4,225 square feet. The following is a list of suggested species to be used for replanting. The species have been chosen based on their presence within the reference site, tolerance to moist conditions, and light requirements. A minimum of five understory species should be used. Other appropriate native plant species may be substituted at the discretion of the landscape professional, Mason county staff, or qualified biologist. Given the recommended densities, a minimum of 42 trees, 460 shrubs and terns are to be planted within the baekfilled swath. Using potted plants (as opposed to bare root) and planting between October 1.5'h and March 15'" is recommended to ensure survival. Periodic irrigation dozing extended dry periods may be necessary during the .first few years. Each plant should be flagged and numbered for monitoring purposes. Non-native/Invasive Species Control Invasive species such as Himalayan blackberry, scotchbroom, Canadian thistle, fireweed, reed canary grass, Japanese knotweed, and English Ivy may invade the restoration zone. These species are stubborn competitors for light and nutrients and limit success of native plants. Invasive species should be removed from the restoration zone should they invade. Herbicides should not be used to achieve this due to the proximity to the wetland and shoreline. Persistent cutting during the growing season is sufficient to offset the rhizomes of invasive species it'they become a problem. 6.3 ZONE 3. INTERTIDAL IIABITAT RESTORXI'IUN Zone 3 contains two types of material that must be removed and/or relocated. One, the culvert imbedded within the intertidal zone of the canal, that is receiving drainage from the wetland, mutt be removed. Two, the two piles of slash that have been removed from the category Ill wetland and placed over salt marsh areas must be relocated back to the forested wetland area. These piles are to be relocated back into the category IU wetland to function as nurse logs within forested habitat. An excavator may be allowed within the shoreline buffer and wetland bufrer to complete this phase. The logs can be sef;nented into 10 to 15-foot sections and randomly situated within the wetland to mimic natural dispersion. Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the project area. The recommended restoration measures consist of: Zone (1) Relocation of log piles (from Zone 3) back into the wetland to function as nurse logs, and 1/3 acre of coniferous plantings within the wetland to restore the loss of overstory cornpontents; Zone (2) Landscape topography restoration and restorative native planting within the wetland buffer; which will return the previous hydrological regime to the wetland; Zone (3) Removal of the culvert, removal of debris piles, and restoration of landscape topography to mimic the surrounding intertidal zone. Restoration measures and Best Management Practices have been provided to restore the wetland, shoreline, and associated buffers to the natural state and function that existed prior to modification. The subject property is located at 21880 US Highway 101 in Shelton, Washington (Parcel number 42223-50-00118). The site is found in the SE '/4 of Section 23, Township 22 North, Range 4 West. A wetland report titled Wetland Delineation and Categorization for the Central Washington University Property has been prepared for this parcel. It was completed by Agua Tierra Environmental Consulting (ATEC) and dated October, 2004. The original restoration plan for this parcel was prepared by TWC for Douglas Prichard in October, 2006, that outlined several measures to restore the wetlands and buffers to the original vegetative community. The work was completed in 2010 and the site monitored for three years. The completed restoration measures entailed: 1) Relocation of log piles from the salt marsh back into the wetland to function as nurse logs, and replanting of coniferous saplings within the wetland to restore the loss of overstory components; 2) Landscape topography restoration and restorative native planting within the wetland buffer where the ditch had been excavated;to return the previous hydrological regime to the category III wetland; 3) Removal of the culvert from the shoreline, and restoration of landscape topography to mimic the surrounding intertidal zone. At this point much of the restorative native planting needs to be re-done due to recent clearing activity. This plan outlines measures necessary to restore the site thus bringing into compliance with county code. 2.0 RESTORATION OBJECTIVES The purpose of this restoration plan is to restore the disturbed area. to the original vegetative community, topography, and overall function that existed prior to non-permitted clearing. The following restoration plan is being provided to be used by Mason County staff, the property owner/manager, and/or a landscape professional for implementation purposes. The goal of this plan is to restore native vegetation to the cleared area. 3.0 PROPERTY DESCRIPTION The property is bordered by a residential lot to the north, US Highway 101 to the west, an undeveloped lot to the south and by Hood Canal to the east. Topography consists of a low- gradient slope descending easterly toward Hood Canal. Topography was slightly altered at the northeast portion of the parcel during excavation. Restoration to the original topography contours are addressed in this report. Vegetation within the parcel consists of upland and wetland communities. Upland areas are located within the western portion of the parcel, a category III wetland occupies the central and eastern portion of the parcel, and the category I estuarine wetland occupies the area to the east. The overstory vegetation is similar in both the upland and wetland communities, and is generally comprised of western red cedar (Thuja plicata) and big leaf maple (Ater macrophyllum). The understory in upland areas is dominated by thimbleberry (Rubus parviflorus), elderberry (.5ambucus racemosa), salmonbeny (Rubus spectabilis) and swordfem (Polystichum munitum). The understory in wetland areas consists of salmonberry (Rubus spectabilis), sitka willow (Salix sitchensis), swamp horsetail (Equisitum fluviatile) and slough sedge (Carex obnupta). For the purposes of this work, the OHWM of Hood Canal represents the extent of a category I estuarine wetland described in the wetland report prepared by ATEC. Vegetation within the estuarine wetland includes pickleweed (Salicornica virginica) and fleshy jaumea(Jaumea cornosa). 4.0 ANALYSIS OF EFFECTS The non-permitted work occurred in an area encompassed by both wetland and shoreline buffer. Based on the field review, we have approximated the scale of work in the protected area to be as follows: Disturbance Habitat Tye Approximate Scale Clearing wetland/shoreline buffer 3,500 sq ft Vegetation Disturbance Vegetation disturbance entails the mowing of approximately 3500 square feet of native vegetation. Unfortunately, this is an area that was re-planted in 2010, maintained by persistent grass cutting around the plants, and monitored for three years. The measures outlined below will restore vegetation abundance and diversity to the site. 5.0 RESTORATION MEASURES The mowed buffer area occupies approximately 3,500 square feet. To adequately restore the buffer to its native vegetation community,the following approach is recommended. The northeastern portion of the wetland buffer has been left intact and has been used as a reference site in the development of the planting plan for the mowed portion of the buffer. The following is a list of suggested species to be used for replanting. The species have been chosen based on their presence within the reference site, tolerance to moist conditions, and light requirements. A minimum of five understory species should be used. Other appropriate native plant species may be substituted at the discretion of the landscape professional, Mason county staff, or qualified biologist. Native Plantings The following species are present within the reference site and surrounding area and therefore are recommended for use in the restoration zone: Trees: western red cedar(Thuja plicata) red alder(Alnus rubra) Shrubs: nootka rose (Rosa nutkana) thimbleberry(Rubus pary j2orus) salmonberry(Rubus discolor) snowberry(Symphoricarpos albus) Indian plum(Oemleria cerasifor) salal (Gaultheria shallon) evergreen huckleberry(Vaccinium ovatum) Pacific Willow(Salix lusida) Hooker willow(Salix hookeriana) Scouler willow(Salix scouleriana) Sitka willow(Salix sitchensis) beaked hazelnut(Corylus cornuta) oceanspray(Holodiscus discolor) Pacific ninebark(Physocarpus capitatus) western thimbleberry(Rubus parviflorus) Native Planting Guidelines It is recommended trees and shrubs be planted to achieve the following densities. trees- 10' on center shrubs- 5' on center These densities will restore a moderately dense, structurally diverse plant community within Zone Given the recommended densities and anticipated volunteer vegetation, a minimum of l 1 trees and 75 shrubs. Native species such as salmonberry are likely to volunteer within the restoration zone earlier than other plants, and can be counted toward target densities. Each plant should be flagged for monitoring purposes. Non-native/Invasive Species Control Invasive species such as Himalayan blackberry, scottsbroom, Canadian thistle, fireweed, reed canary grass, Japanese knotweed, non-native grasses, creeping buttercup, and English Ivy may invade the restoration zone. These species are stubborn competitors for light and nutrients and limit success of native plants. Persistent cutting of non-native plants during the growing season will be necessary to offset the rhizomes of invasive species while the native plants become established. 6.0 MONITORING Monitoring of the site will begin the first fall following planting and maintained on a seasonal basis. It occupies the large glacial outwash plains. The Grove soils have developed from Vashon glacial drift, modified considerably by inclusions of local basaltic rock and mixed material from the.Olympic Mountain glaciers. The rainfall ranges from 60 to 100 inches a year. The vegetation is coniferous forest, with an understory ` dominated by the lower growing mosses,kinnikinnick, and snowberry, and these mixed with huckleberry, salal, and Oregon-grape. The droughtresistant manzanita is especially- common on the Grove soils. The cover is not so profuse nor so rank as that on the adjacent Shelton and Hoodsport soils. Grove gravelly sandy loam, 5 to 15 percent slopes is found in places the surface soil and subsoil of this soil are 3 to 6 inches thinner than those of Grove gravelly sandy loam, 0 to 5 percent slopes. The work entailed ditching and clearing within a wetland and associated buffer. The earthwork and grading component of the proposed restoration work was completed during August of 2009 (MEP 2009-00053). Buried stumps were unearthed and placed as habitat features and the drainage ditch was backfilled. The vegetation restoration was completed during May and June of 2010. This report addresses the monitoring requirements outlined in the restoration plan. The following information is based on a field review completed March 17, 2013. The reintroduced plant species appear healthy and well-maintained. Over 80-percent plant survival has been achieved thus far. Observed plant mortality appears to be the result of isolated plots of excessively drained soil, and grazing by deer. The site was inspected for any unforeseen disturbances within the shoreline and wetland buffer. None was observed. The site was also investigated for the occurrence of exotic species within the planting zone. The herbaceous layer is occupied largely by non-native grasses, weeds, and groundcover. A persistent grass cutting program has been implemented throughout the summer allowing the installed plants to become better established in lieu of the grass. Such being the case, the installed native plants show no resulting indication of restricted growth or survival. As the installed plants, they will most likely shade out the non- native herbaceous plants and relegate the need for on-going grass cutting. Other invasive species identified include scotchbroom and Himalayan blackberry, both of which occupy less than 15 percent cover within the shrub layer of the restoration area. No additional modification or degradation of the shoreline or wetland area has occurred. The report assesses whether the recommendations stated in a previous report for the subject property titled "Prichard Restoration Plan", prepared by TWC in October, 2006 had been implemented. In addition, the report identifies further restoration measures that are necessary to restore the site to the original vegetation and topography that existed prior to disturbance. In the original restoration plan prepared in October, 2006, the majority of the vegetation within the wetland buffer had been heavily impacted by the non-permitted clearing activities. Therefore, it was appropriate to recommend an adequate number of shrubs and ferns that would return the vegetation community to the original vegetation abundance and density that existed prior to disturbance. During the January, 2009 visit, it appeared that native shrubs and ferns, such as salmonberry (Rubus spectabilis, FAC+) and swordfern (Polystichum munitum, FACU) are recruiting the wetland buffer and are establishing a moderately dense understory community. Therefore,a lesser number of plantings have been recommended to achieve target plant density. The original restoration plan prepared in October, 2006 recommends restoration in the form of 460 shrubs and ferns to be planted within the Category III wetland buffer. The report prepared in January 2009 recommends restoration in the form of 127 shrubs and ferns to be planted within the Category III wetland buffer. The decrease in the recommended number of shrubs and ferns to be planted within the buffer is attributed to the presence of healthy native shrubs and ferns voluntarily returning to the wetland buffer contributing to the target density, as observed during the field visit by TWC on January 7`h,2009. The 127 additional shrub plantings remain necessary for the purpose of occupying areas currently encompassed by invasive species which are to be removed. Had the site been restored in a timely manner using the original recommended number of plants, invasive species would likely not be as significant of an issue in comparison to what has transpired over the last two years. The purpose of the review was to determine if there is any evidence of a buried culvert within the shoreline area.
