A Resolution relating to an Interim Referendum 39 Planning Grant
Application and Agreement for the Hartstene Pointe WWTF Outfall
Extension Facilities Planning.
WHEREAS, Mason County intends to undertake preparation of an
addendum to the existing approved engineering report and outfall
analysis dated May 23 , 1991 at the Plat of Hartstene Pointe; and
WHEREAS, the upgrade to secondary treatment of the Hartstene
Pointe Wastewater Facility has reached full operational status
and is in its one-year certification period; and
WHEREAS, the Washington State Department of Fisheries/Wildlife
have placed the applicable hydraulic project approval application
for the Hartstene Pointe facility on hold until they receive
information from Mason County indicating that we wish to pursue
an outfall extension or relocation that will recertify the
existing geoduck beds without additional decertification of
commercial or recreational shellfish beds; and
WHEREAS, the Washington State Department of Natural Resources has
informed Mason County that the payment of resource damages will
be a consideration for the renewal of the existing outfall lease
which expires in the year 2001; and
WHEREAS, the cost of the planning project is eligible for 500
state matching grant funding.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, that
1 . The Chairperson of the Board is duly authorized to sign
said grant agreements, amendments, and other documents
relating to the Hartstene Pointe Wastewater Treatment
Facility.
2 . The Director of Community Development is authorized to
sign any application for said grant on behalf of Mason
County.
3 . The Director of Community Development is authorized to
approve and sign the payment documents necessary to
receive reimbursement through the Interim Centennial
Clean Water Fund.
