A RESOLUTION adopting the Mason County Skokomish River
Comprehensive Flood Hazard Management Plan
WHEREAS, the Skokomish River Valley is an area of great natural
beauty and rich agricultural land that has attracted people to
live and work in the floodplain for hundreds of years; and
WHEREAS, residents of the Skokomish River Valley, including
members of the Skokomish Tribe, have been effected by human
activities in the watershed during the past decades; and
WHEREAS, extreme events, that appear to occur with increasing
frequency, have devastating effects; and
WHEREAS, the overall goal of this Comprehensive Flood Hazard
Management Plan (CFHMP) is to reduce hazards from frequent and
infrequent events using actions that are appropriate to
conditions in the Skokomish Valley; and
WHEREAS, the CFHMP is a combination of previous efforts and
plans that have been developed over the last several years; and
WHEREAS, in April, 1992, the Mason County Board of Commissioners
formed the Planning Advisory Committee to promote the overall
goals of the project; and
WHEREAS, the Planning Advisory Committee conducted numerous
public workshops wherein the Plan was discussed and public input
was heard; and
WHEREAS, the Board of County Commissioners and Planning
Commission held a public workshop on November 18, 1996 wherein
they heard input from the public, KCM, Inc, (Consultant) and
County staff; and
WHEREAS, on December 9, 1996 the Planning Commission held a
public hearing wherein staff presented a status report and the
public provided testimony and recommended to the Board of County
Commissioners that they adopt the Skokomish River Comprehensive
Flood Hazard Management Plan, Volumes I and II, along with the
amended Executive Summary and corresponding revisions to the main
body of the plan, as presented as Addendums 1 and 2 of the staff
report dated December 9, 1996; and

WHEREAS_,_ the Planning Commission also recommended that the Board
of County Commissioners address three issues following the
adoption of the CFHMP which included consideration to; (1)
placing the diking reconnaissance study and levy analysis as a
first priority in the list of unprioritized flood management
alternatives recommended by the Planning Advisory Committee; (2)
examining the accuracy and implications of the No-New-Footprint-
Zones as set forth in the CFHMP and proposed Flood Damage
Prevention Ordinance; (3) take into consideration the fact that
the East Bourgault Road is a priority area for the acquisition of
flood damaged properties, and that this area should be designated
as a No-New-Footprint-Zone to prevent future construction; and
WHEREAS, on December 18, 1996 the Board of County Commissioners
held a public hearing. They were given a staff report that
presented a background on the development of the proposed CFHMP,
informed that the Planning Commission recommended adoption of the
CFHMP along with the creation of an ad-hoc committee to review
three areas of concern;
WHEREAS, after receiving public testimony the Board elected to
continue the hearing to December 30, 1996 ; and
WHEREAS, on December 30, 1996 the Board of County Commissioners
received additional information from staff and the public and
elected to adopt the April, 1996 draft of the Skokomish River
Comprehensive Flood Hazard Management Plan which includes both
Volume I and II per the following:
1 . Include the amended Executive Summary (Addendum 1-
Executive Summary) and corresponding revisions
(Addendum 2-Changes To The Main Body Of The Plan
Consistent With Changes In The Executive Summary) to
the main body of the CFHMP.
2 . Include the East Bourgault Road area in the no new
footprint zone.
3 . On Page ES-4, Issue 1, Bottom of page . Last Paragraph
before bullet :
RIVER BANK STABILIZATION RECOMMENDATIONS
Add what is highlighted.
This Plan promotes the use of bioengineered riverbank
stabilization whenever possible . Emplacement of rock
rip-rap is recommended in locations where no other
solution is feasible and the potential for flood damage
is great . AS AN EXAMPLE, bank protection using rock
rip-rap is recommended in the following locations :

NEED FOR FLOODPLAIN DEVELOPMENT REGULATIONS
Remove the word RECONSTRUCTION.
6 . On Page 6-80, Chapter 6, Density Floodway, Top of Page,
Third bullet
Take out the third bullet and add: The sum total of
all the structures footprint shall not exceed 6534
square feet in a five acre area or to FEMA standards in
this adoption and is open for further review.
7 . The boundary lines for Zone 2 will remain as they are
for this adoption and are open for further review,
8 . Delete Zone 1 from the no-new-footprint-zones for this
adoption and is subject to being opened for further
review.
9 . Refer to Issue 7, on Page ES-8 and rewrite the third
bullet to read: The minimum allowable space between
structures parallel and perpendicular to flow is
subject to the Mason County Comprehensive Plan and FEMA
standards and further review is requested.
10 . Add the following definition for MAINTENANCE - The work
necessary to preserve or restore the natural condition
or to restore man-made flood control facilities to
their former condition using in-kind replacement
materials or acceptable alternatives . This work is
necessary due to anticipated or actual damage or
destruction from flooding by action of erosion, stream
flow, sheet runoff, or other damages by the sea or
other bodies of water.
NOW THEREFORE E IT RESOLVED THAT:
The Mason County Board of Commissioners hereby adopts the Mason
County Skokomish River Comprehensive Flood Hazard Management Plan

which is not intended to provide a means to eliminate flooding
but implementing recommendations within the plan to reduce flood
hazards given the inevitability of flooding.
