8) CONST UCTION PROCESS TO BE FIELD CORRECTEDAS REQUIRED PER MASON COUNTY BUILDING DEPARTMENTAND THE
ADOPTED BUILDING CODE.
The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in
conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a
Mason County building Inspector shall be made prior to requesting additional inspections.

9) All build ng permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The
failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being
non-co plant wjth Mason County ordinances and building regulations.

10) All per its expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the
time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control
of the permit holder have prevented action from being taken. No more than one extension may be granted.

13) The structure is subject to inspection by the Mason County Fire Marshal. All corrections deemed necessary oy the Tire iviarsnai, to assure the
minimum fire and life safety requirements as adopted by Mason County and Washington State may be required.
POR ABLE FIRE EXTINGUISHERS:
Install 2A10BC fire extinguishers with a maximum travel distance of 75 feet in any direction mounted no more than 60 inches above the floor to the
top of the unit. Portable fire extinguishers shall be maintained and inspected annually.

FENCES/GATES
Gates shall be provided with an approved key box/knox box installed in accordance with the 2012 International Fire Code Section 506. Please
contact the local fire district for more information and to discuss inspections for installation of the lock box system.

14) Interior all and ceiling finishes shall be classified for fire performance and smoke development in accordance with ASTM E 84 or UL 723. Rooms
created by 6-mil fire retardant material shall have a flame spread rating of 0-25 and a smoke developed index of 0-450 evidenced by manufacturer
specifications is approved subject to the following criteria:
1)Walls and ceilings shall be fastened in such a manner that the materials will not readily become detached where subjected to room
temperatures of 200 degrees fahrenheit for not less than 30-minutes (ref IBC 803.10)
2) Interior finish materials shall be installed in accordance with it's intended use with product mounting system or as approved otherwise. (IBC 803)
3) Interior wall and ceiling finish materials less than 1/4-inch thick shall be applied directly onto a wall, ceiling, or structural element without the use
of furring strips and shall not be suspended away from the building element to which it is applied except where exceptions of IBC803.11.4 apply.

PARKING:
Accessible parking spaces shall be located on the shortest accessible route of travel form adjacent parking to an accessible entrance in
accordance the 2012 International Building Code Section 1106. Spaces shall be constructed in accordance with Section 1101.2/ICC A117.1. An
accessible parking space shall be provided in accordance with Table 1106.1
Construction and design shall be completed in accordance with ICC All 7.1, Section 502. Accessible parking spaces shall be located on the
shortest accessible route of travel from adjacent parking to an accessible building entrance. Car parking shall be not less than 96-inches wide and
access aisles not less than 60-inches wide shall be properly marked. Parking surfaces shall be firm, stable, and slip resistant material and shall
not be steeper than 1 A8. Accessible parking spaces shall be clearly identified by signs containing the International Symbol of Accessibility placed
not less than 60-inches above ground surface, measured from the bottom of the sign.

16) Lightin provided in habitable spaces shall comply with the 2012 International Energy Conservation Code as amended by Washington State
(IECC/WSEC), Section C101.4.3.1
Lights provided in non-plant growing area occupying 440 sq ft shall not exceed 1.2 watts per sq. ft or 520 watts. control shall be installed and
capable of automatic shut-off. Light wattgage is determined based upon light output which includes the ballast and lamp wattage. When
incandescent lamps fixtures are used the wattage shall be the manufacturer listed wattage posted on the fixture.

17) Storage/racks greater than 69" and up to 60" in height shall be installed in accordance to manufacturer specifications for seismic attachment.
When seismic attachment is not provided by the manufacturer an engineered design and attachment details shall be required. Installation
specifications or engineer's design shall be available during inspections performed by the Mason County Building Department.
Storage racks greater than 8-ft in height shall require an engineer's design addressing seismic conditions and attachment. In addition, storage
racks 8-ft tall or more shall require special inspection performed by the design professional or an approved representative. The special inspection
report and engineered design shall be provided to the Mason County Building Department for approval prior to the final occupancy inspection.

.18) ENVELUPE:
All existing areas provided with new heating systems shall comply 2012 International Energy Conservation Code/Washington State Energy Code
(IECC/WSEC) as follows:
Roof: New attic spaces shall be insulated to not less than R-49 unless approved otherwise.
Walls: R-21 or better in existing 2x6 walls or min. R-15 in existing 2x4 walls,
Fenestration including new doors and windows, including store door(s) shall have a U-Factor as follows: Non metal framing U-0.30 or less, metal
framed-fixed/non operable windows U-38 and operable metal windows U-0.40or less, entrance doors U-0.60 or less and skylights U-0.50 or less.
Solar heat gain coefficient(SHGC) 0.40 or better except skylights SHGC 0.35 or better.
OTHER DOORS: Other than entry doors U-0.37 or less and roll-up or sliding doors min. R-4.75.
MECHANICAL SYSTEMS:
All new mechanical systems and equipment serving heating, cooling, ventilating equipments shall comply with IECC/WSEC Section C403. The
output of heating and cooling equipment shall be sized in accordance with C403.2. Provide a schedule of equipment that identifies type and
efficiency information demonstrating compliance to IECC/WSEC

19) Interi r spaces intended for human occupancy shall be provided with a space heating system capable of maintaining a minimum interior
temperature of 68-degrees Fahrenheit at a point 3-feet above the floor.
Areas that are provided with the required heating system shall comply with the International Energy Conservation Code as amended by
Washington State (IECC/WSEC).

25) HARDWARE REQUIREUAl UUUKS.
Lever hardware is required at doors. The unlatching of any door shall not require more than ONE operation. Hardware with locks must open with a
single action from the egress side of the door. Door hardware shall allow egress doors to be readily open able from the egress side without the use
of a key or special knowledge or effort. Handles, pulls, latches, locks and other operable parts on accessible doors shall have a shape that is easy
to grasp with one hand and does not require tight-grasping, pinching, or twisting of the wrist to operate.
MEANS OF EGRESS DOORS
All doors shall be pivoted or side hinged and swing in the direction of exit travel. Means of egress doors shall be readily distinguishable from the
adjacent construction and finishes such that the doors are easily recognizable as doors. Egress doors shall be side-hinged unless specifically
exempted in the International Building Code, Section 1010.1.2
EXITS & EXIT ACCESS DOORS
ALL exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. All exit signs shall be
internally or externally illuminated at all times and equipped with to ensure continued illumination for duration of at least 90-minutes.
LOCKS AND LATCHES
In an Assembly Occupancy group with less than 300 occupant load, occupancy groups B, F, M, and S you may only use a lock that prevents
operation of the door at the MAIN door ONLY. In "Main" door(front door, primary door). It is intended to be limited to the door that customers come
in. The main door only, a lock is allowed ONLY if the following three criteria are satisfied:
1. The lock is readily distinguishable as locked (storefront door deadbolts that have an indicator that reads OPEN/LOCKED) and
2. A readily visible sign with 1" letters high on a contrasting background. "THIS DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS
OCCUPIED." and
3. The provision of key-locking doors allowance may be revoked by the building official.

Thank you for submitting the building permit application referenced above to change the use of an existing private garage to
grow and process marijuana. In order to complete the building department review additional information will be needed which
is listed below
PLAN REVIEW REQUIREMENT COMMENTS:
1. The information provided specifies that reactive processing will take place using icewater reduction method and an
ethanol solution method. It appears that you are describing an extraction process that will require additional
information. When an extraction process is used additional compliance shall be required. Please review the
"Marijuana Extraction Operation"checklist enclosed and provide compliance information as specified including an
engineered design for the area where the process will take place and manufacturer specifications for the processing
equipment.
\ , 2. The information provided indicates that hazardous materials will be stored in the barn. Please provide a floor plan,
drawn to scale,of the barn that clearly identifies rooms,use of rooms,hazardous material storage locations and
anticipated quantities.
3. Interior finishes shall comply with building code specifications. The following condition has been added to your
permit. Please review and confirm that you will be able to comply or provide compliance information.
Interior wall and ceiling finishes shall be classified for fire performance and smoke development in accordance
with ASTM E 84 or UL 723. Rooms created by 6-mil fire retardant material shall have a flame spread rating of 0-
25 and a smoke developed index of 0-450 evidenced by manufacturer specifications is approved subject to the
following criteria:
1)Walls and ceilings shall be fastened in such a manner that the materials will not readily become detached
where subjected to room temperatures of 200 degrees Fahrenheit for not less than 30-minutes(ref IBC
803.10)
2)Interior finish materials shall be installed in accordance with it's intended use with product mounting
system or as approved otherwise. (IBC 803)
3)Interior wall and ceiling finish materials less than 1/4-inch thick shall be applied directly onto a wall,
ceiling,or structural element without the use of furring strips and shall not be suspended away from the
building element to which it is applied except where exceptions of IBC803.11.4 apply.See code information
provided with approved construction plan.Provide compliance information at inspection prepared and sealed
by the licensed design professional.
4. Interior spaces intended for human occupancy shall be provided with a space heating system capable of maintaining a
minimum interior temperature of 68-degrees Fahrenheit at a point 3-feet above the floor. Areas that are provided with
the required heating system shall comply with the International Energy Conservation Code as amended by
Washington State(IECC/WSEC). Heated spaces shall be provided with R-49 insulation in the attic area,walls
insulated with not less than R-15 insulation in 2x4 walls and R-21 in 2x6 walls. In addition windows shall have a U-
factor of 0.30 or less and doors not more than U-0.37. Please confirm compliance.
When you have compiled the requested information please submit it to the Mason County Building Department,attention D.
Coker. Please respond to comments,in writing,in the order listed. Revisions,required as a result of this letter must be

Hi Tricia and Barbara,
Here is information that we talked about the other day regarding the points that were highlighted in
Debra Coker's letter of Nov 20, 2014. I hope it's helpful. Please let me know if there are things I still
need to do. My impression from Debra was that it was complete,but from what you said the other day,
my take-away might have been different from that which Debra meant.
1.Regarding ethanol extraction engineering: We want to avoid anything that requires high-tech
equipment and the associated permitting because we're just a small enterprise. So,we're not going to do
ethanol extractions if they require engineering, etc. I mentioned this to Debra and she seemed ok with it.
2.Regarding the hazardous materials stored in the barn:
The hazardous materials are small amounts(less than around a gallon at a time) of commercially
available pesticides that are all approved by the LCB and the WA Dept of Ag for either use on
cannabis or use on non-cannabis plants and surfaces. Most are organic. I'm not sure which ones
need to be classified as hazardous, but attached is a list of what we have at the present that I
think could be classified as possibly hazardous. This list is smaller than the list presented earlier
because we didn't know at that time which pesticides we would actually be using. We are
moving towards using beneficial insects and natural flower oils for natural pest control on the
cannabis, as it's our goal to be as organic as possible.
The floor plan of the barn should have been in your files already, as it was given to Debra earlier.
If it isn't in your files,here is another copy. The sketch of the wall showing the shelving is new
and can be added to your files.
3.Regarding interior finishes for the processing room:
Attached is a letter from the manufacturer to Americover,the vendor through whom we bought the fire
retardant wall poly.
Attached is a sketch of a cross-section of a typical wall showing the existing wall and the new poly
covering on the inside surface.
Sub-notes 1,2,3) Wall and ceiling sections are stapled on and will not readily detach when subjected to
200-degree Farenheit temperatures.
4.Heat for the room is supplied by a 4 kw electric heater, which keeps the room toasty warm in the

winter. The ceiling (6"of rock wool) and most of the walls (4"of rock wool)were insulated when the
property was purchased. These amounts of insulation filled the space available. Additional insulation
was added where needed where the walls were previously uninsulated.
I really hope that we'll be able to reinstate the old permits for completion, as I truly thought that we
had already completed the permitting process. My wife was there when I asked Debra if there was
anything else I needed to do and she recalls Debra getting irritated with me for double-checking so
much to make sure I had completed everything I needed to and to make sure we were vested after
giving her the information above(except for the new sketches of the barn wall,the cross-section of
the processing room wall, and the spec sheets on the fire-retardant poly that you just requested
yesterday.). Again,please let me know if you'd like more information or if you think that I should
do anything. Please let me know where things stand, so I can do what I can to make things go right.

QUESTION: The first paragraph of WAC 51-50-007 states:
The provisions of this code do not apply to temporary growing
structures used solely for the commercial production of horticultural
plants including ornamental plants,flowers, vegetables, and fruits.
"Temporary growing structure"means a structure that has the sides
and roof covered with polyethylene,polyvinyl, or similar flexible
synthetic material and is used to provide plants with either frost
protection or increased heat retention.A temporary growing
structure is not considered a building for purposes of this code.
Does this exception apply to large scale greenhouses built from polycarbonate
panels?These greenhouses in question will be used for the year round production
of marijuana.These structures will be equipped with mechanical ventilation,
grow lights,and a supplemental heat source for winter growing.
ANSWER: No.The exception applies only to temporary structures,with a flexible
temporary covering used for passive retention of heat and protection of
plants from frost. For structures used year round and provided with other
services and structural elements other than those addressed in WAC 51-50-
007,this exception would not apply. In addition,RCW 82.04.213 states that
marijuana is not considered an agricultural product which would not
classify it as an ornamental plant,flower,vegetable,or fruit.
