9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Shutty,and Trask met in closed session for labor negotiation via
Microsoft Teams from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,
Cabot Dow,and Lindsey Smith were also in attendance.
10:00 A.M. Treasurer—Lisa Frazier
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Lisa requested to establish a bank account for the Mason County Flexible Spending Account
(FSA). Approved to move forward.
10:05 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Diane Zoren discussed the 2022 Open Space applications. 24 applications were received.
Approved to move forward.
• Diane discussed the upcoming 41 of July holiday. The Commissioner's regular meeting will
be held Wednesday,July 5 at 9:00 a.m.and the briefing will be held after that meeting.
• Jennifer Beierle reviewed the 2024 Budget Rates for Internal Cost Allocations,Information
Technology,State Auditor's Office Charges,Unemployment,and Motor Pool. Approved to
move forward.
• Jennifer discussed the draft Mason County 2024 and 2025 Preliminary Budget Preparation
Guidelines. Approved to move forward.
• Jennifer shared the 2023 Community Development Block Grant(CDBG)Public Service
Grant amendment to extend the grant an additional 12 months and increase the 2023 amount
from$102,000 to$103,000.
• Mary Ransier requested the addition of Lead Worker language to the 2020-2022 AFSCME
Local 1504 Collective Bargaining Agreement. Approved to move forward.
• Mark discussed using Zoom versus Microsoft Teams and requested to move back to the Zoom
platform.
• Mark shared the National LGBTQ+Pride month proclamation.,Approved to move forward.
• Mark discussed moving forward with the purchase of 128 Kneeland Street,documents are
being signed.
10:45 A.M. Community Development—Kell Rowen
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Kell shared the All-Staff meeting on Tuesday,June 13. The Permit Assistance Center will be
closed all day that day from 8:00 a.m.to 4:30 p.m.
• Cmmr.Shutty discussed code changes regarding less restrictive housing for housing sex
offenders in the community.
10:50 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Loretta requested to advertise a Request for Quotes for the hauling of biosolids and to execute
a two-year agreement with a renewal option. Approved to move forward.
• Loretta shared the results of the"Fill the Public Works"truck event.

• Loretta shared the upcoming dates for water/sewer utility information:June 22 for Beards
Cove,June 27 for Lakeland Village,and July 9 for Rustlewood.
