Box 47358 Olympia,WA 98504-7358 (360) 705-7848 ' UST REMOVAL FIRM: Washington State Dept. of Transportatio W. 633 Dayton—Airport Road Shelton, WA 98584 SITE CHARACTERISTICS The property is located on Washington State Department of Transpo tation (WSDOT) right of way on US 101, Mile Post 327.5 west side. The site is located to the south of 28611 North Highway 101 (former Post Office). Surrounding land uses include US 101 and Hood Canal to the north. To the east is undeveloped property. To the south, southwest is a residential home. To the east is the location of a former post office and the Town of Lilliwaup. From observations made during UST removal activities the litholo of the site consists primarily of brown silty sand with gravel and cobbles. Groundwaterll was not encountered during excavation activities. Previous environmental w rk documented water at 8.5 feet. UNDERGROUND STORAGE TANK REMOVAL ' On 10/1/2001, the Washington State Department of Transportation WSDOT) removed one (1) 3,000 gallon underground storage tank (UST) from the shoulder of US 101 (see Figure 1). This tank was closed to prevent possible harm caused by the void that would be generated when the UST eventually rusted away. WSDOT evaluated closing this tank using in place abandonment and removal of the tank. WSDOT elected to remove the UST for fear that in place abandonment would still leave some ty e of in ground situation. Soil samples had been obtained near the tank during the P1 Lase II work performed by ARCADIS. Soil samples obtained from their borings hive documented that soil is below current Model Toxic Control Act Method (MTCA) "A" cleanup standards. A water sample obtained from a temporary well placed iin borehole B3 came back at 690 ppb,which is above the current (effective 8/15/2001) MTCA method A cleanup level for TPH as heavy oil (500 ppb). At the time ARCADIS's report was ,. written the groundwater sample obtained from boring was within acceptable cleanup levels. The UST excavation was back filled with clean material located on sil e and excavated material. CONCLUSION Based on analytical results documented in ARCADIS's phase II envir onmental site assessment the UST excavation is below current MTCA method A cleanup levels for soil. Soil screening conducted during removal activities gave no indications of soil contamination. A water sample taken by ARCADIS from a temporary well placed in boring B3 had heavy oil at 690 ppb, 190 ppb above current cleanup levels. Therefore, jthere has been some minimal groundwater impacts. If this impact wets caused by the UST removed, natural attenuation should remedy any impacts to groundwater. The UST has been cleaned and transported to Schnitzer Steel Industries, Inc. in Tacoma for recycling. Based upon ARCADIS's report a small UST may still exist at this site south of WSDOT right of way. The final decision to remove the tank was not made until the south side of the tank was exposed. Norm Payton with the WSDOT- Environmental Service Branch was the site assessor and underground storage tank decommissioning sutbervisor for this project. 'I This tank was brought to the attention of WSDOT by the consulting firm of ARCADIS ' Geraghty & Miller Inc and John Straatman owner of the property directly to the south of the site. The UST was identified from a 1925 WSDOT map reviewed by ARCADIS during a Phase I Environmental Site Assessment. ARCADIS used ma etometers to determine the presence of underground storage tanks. Following the geophysical survey, five soil borings were completed on-site to assess the potential for adverse L environmental impacts from the suspect tank/buried metal objects. Petroleum hydrocarbons were not detected in any of the soil samples analyzed luring this field investigation. This work is documented in ARCADIS's phase II envir nmental site assessment provided in Appendix A. Initial excavation activities took place at the location of the magnetic anomaly located near the power pole identified by ARCADIS. This magnetic anomaly was identified as two product lines. These lines headed almost directly under the power pole towards the magnetic anomaly near boring B5 (see Figure 1 in Appendix A). Thee lines were left in place due to concerns that excavation activities would compromise the stability of the power pole. The UST was located by excavating the suspected fill pipe and tracin it back to the tank. The east end of the tank was approximately 15 feet west of the power pole. The UST was inerted with dry ice. An oxygen meter was used to verify that the tank was inert prior to removal. The UST was located below a buried telephoneline (6.5 feet south of pavement). The top of the UST was at approximately 4 feet below ground surface. The UST was removed by rolling it out from under the telephone conduit. Soil on top of the tank sloughed into the hole, causing the conduit to sag. The tank cavity was back filled immediately to prevent the conduit from breaking. The UST had three separate compartments. Products historical) stor d in the tank is P P Y unknown. At the time of removal the tank contained a few inches of ater. The UST was made of single wall steel. The UST was 9.66 feet long and 3.83 feet in diameter. The tank was very rusty with pits. While scraping dirt off the tank severa holes were revealed. The tank was bedded in native soil. A photoionization detector (PID) was used to field screen soils during excavation 170 activities. PID readings were at non-detectable levels during this work. No soil discoloration or odors were noted. Based on the field screening there was no evidence of soil contamination in the pipe trenches and along side the south side of the tank. Soil g samples were not obtained during tank removal activities. Conc rn about the P telephone conduit breaking necessitated backfilling immediately. Following hydrocarbon identification,the groundwater sample was analyzed for discrete petroleum compounds(benzene,toluene,ethylbenzene,xylene,gasoline, diesel, and oil)to quantify the hydrocarbon identification analysis. Heavy oil-rang petroleum hydrocarbons were detected at a concentration of 690 micrograms per lit r (µg/L.)in the groundwater sample,which is below the current Model Toxics Control Act(MTCA)Method A cleanup limit of 1,000 µg/L. Low concentrations of tolueno, ethylbenzene,and xylenes were also detected in the groundwater sample below cu ent MTCA Method A cleanup levels. No other constituents were detected. A drainage survey was also completed on and near the property in support of on-go ng permitting/approvals for development. The survey was conducted to determine locations of potential cross-culverts directing flow from the subject site to Lilliwaup Bay. Results of the drainage survey indicate that stormwater from the subject site does not directly discharge to Lilliwaup Bay through another ditch system or cross-cult'. s. ES-2 ARCADIS GERAGHTY&MILLER Final Phase 11 Environmental Site Assessment Proposed Main Post Office Adjacent to 28611 N. Hwy 101 Lilliwaup,Washington 98555 EXECUTIVE SUMMARY A Phase I1 Environmental Site Assessment(ESA)was performed for the property located to the south of 28611 North Highway 101 (former Post Office)in Lilliwaup Washington on January 25,2001 and February 12,2001. The subject property covers approximately one-third of an acre and is currently undeveloped(vacant). The Unit Dd States Postal Service is considering a lease for the property and placement of a new 1,600 square foot modular building to be utilized as a Main Post Office. The Phase II ESA was performed based on results of the Phase I ESA(ARCADIS 2001)during which ARCADIS Geraghty&Miller located a Washington State Department of Transportation(WSDOT)map dated 1925 depicting a potential retail gasoline station located on the subject site. A geophysical survey was completed using hand held magnetometers to determine the presence of underground storage tanks(USTs). The geophysical search revealed the presence of a potential UST located within the right-of-way of North Highway 101 with an estimated capacity of approximately 675 to 1,000 gallons. An approximately 2.5-inch diameter pipe was noted on the subject site approximately 10 feet west of fliis suspect UST. This pipe appeared to be connected to the UST(possible fill or vent pipe for the tank). Utility locates completed on the property on February 12,2001 also revealed the presence of two additional buried metal objects. One of these metal objects was located within the right-of-way of North Highway 101 and the other metal object was located on the subject site. Following the geophysical survey,five soil borings were completed on-site to asses the potential for adverse environmental impacts from the suspect tank/buried metal objects. Four borings were drilled in the vicinity of the suspect UST and buried metal object located within the right-of-way of North Highway 101. One boring was completed near the buried metal object located on the subject site. Four soil boring were drilled to total depths of approximately 10 feet below land surface(bls)and the remaining soil boring was drilled to a total depth of approximately 5 feet bls(refusal was encountered at 5 feet bls). Soil samples were collected at 5-foot intervals and field-screened for organic vapors. No organic vapors were detected in any of the fi�ld- screened samples. Groundwater samples were also collected from two of the borings. Groundwater was not encountered within the remaining three borings. Soil samples collected at 10 feet below land surface(bls)and one of the groundwater samples were screened for petroleum hydrocarbons by the laboratory using method NWTPH-HCID(hydrocarbon identification). Hwy 101 Lilliwaup,Washington 98555 INTRODUCTION ARCADIS Geraghty&Miller,Inc.(ARCADIS)was retained to complete a Phase I Environmental Site Assessment(ESA)for the property located to the south of 286 1 North Highway 101 (former Post Office)in Lilliwaup,Washington.The subject property covers approximately one-third of an acre and is currently undeveloped (vacant)(Figure 1). The United States Postal Service(USPS)is considering a leas for the property and placement of a 1,600 square foot modular building to be utilized as a Main Post Office. A 1925 Washington State Department of Transportation(WSDOT)map located dur.ing the Phase I ESA(ARCADIS 2001)depicted the presence of a potential on-site gas line station. A pump island associated with this former on-site store was also depicted n the 1925 WSDOT map within the right-of-way of North Highway 101. The locati n and/or fate of any associated underground storage tanks(USTs)could not be identified during the Phase I ESA(ARCADIS 2001). The objective of this Phase II ESA was to determine the presence of any USTs and related impacts to site soil and/or groundwater from this historical gasoline station. In support of on-going permitting/approvals for the Lilliwaup development,ARC IS also surveyed the site and general area to determine the location of potential cross- culverts directing flow from the ditch on the upland side of North Highway 101 (in front of the site)to Lilliwaup Bay. As part of this survey,ARCADIS made inquiries with local government offices to obtain information on the ditch system and discharge locations. INVESTIGATION METHODOLOGY Geophysical Survey A geophysical survey was completed at the property on January 25,2001 by Tank Location Service of Seattle,Washington using hand-held magnetometers to investi ate the potential for USTs on or in the vicinity of the property. The geophysical search revealed the presence of a potential UST located within the right-of-way of North Highway 101 (along the eastern property line of the site). The tank was estimated tlo be 8 feet long and 3 feet wide. Based upon the length and width of the UST,the capacity was estimated to be approximately 675 to 1,000 gallons. A potential fill o vent pipe was also identified on the subject site and appeared to be connected to the 1 ARCADIS GERAGHTY&MILLER Final Phase II Environmental Site Assessment Proposed Main Post Office Adjacent to 28611 N. Hwy 101 Lilliwaup,Washington 98555 Four soil borings(Borings B 1 to B4)were completed up-gradient of the potential ST J and buried metal object located with the right-of-way of North Highway 101. One�oil boring(Boring 135)was installed down-gradient from the buried metal object located on the subject site. Boring B 1 was drilled to a total depth of 5 feet bls where the auger met refusal and Borings B2 through B5 were drilled to total depths of approximate 10 feet bls. Due to the refusal encountered at Boring B 1,the drill rig was moved approximately 2 feet north and Boring B2 was completed. Soil Sampling and Analysis Soil samples were collected at 5-foot intervals directly off the augers, labeled and stored in a chilled cooler pending selection for laboratory analysis. All laboratory analyses were performed by North Creek Analytical of Bothell,Washington. All collected soil samples were field-tested with a Photovac 2020 photoionization dete for (PID)using heated headspace methods. Prior to field activities,it was assumed that one soil sample would be analyzed from each boring based on the following criteria: • Analyze the soil sample with the greatest vapor concentration,based on PID headspace testing. • If no significant positive PID readings are detected, analyze the sample collected immediately above the water table. Since the split spoon sampler could not be used due to presence of overhead power lines,samples were collected at 5-foot intervals directly off the augers and no samples were collected immediately above the water table. Groundwater samples were collected at borings where groundwater was encountered(Borings B2 and 133). Th groundwater samples were collected by the driller using#10-slot screen and a peristaltic pump. Following collection,all soil and groundwater samples were transferred into laboratory-supplied clean glass containers with Teflon-lined lids. Samples were labeled and stored on ice pending delivery the next day to the analytical laboratory. The samples were accompanied by fully completed chain-of-custody documentatio irecorded on laboratory-supplied forms. One groundwater sample and four selected soil samples were analyzed for petrole hydrocarbons using method NWTPH-HCID(hydrocarbon identification). This potential fill or vent pipe was approximately 2.5 inches in diameter and was located approximately 10 feet west of the suspect UST. Utility locates completed for the property on February 12,2001 also revealed the presence of two additional buried metal object . One of these metal objects was located within the right-of-way of North Highway 101 and the other metal object was located on the subject site(Figure 1). Prior to the completion of drilling activities on February 12,2001,attempts were made to determine the depths of the potential UST and other buried metal objects located on and near the subject site. Using a shovel and a post-hole digger,an approximately 12-inch diameter hole was dug over the top of the UST located within the right-of-way of North Highway 101. At approximately 4 feet below land surface(bls),the top of the UST was encountered. Also located atop this tank was an approximately 1-inch diameter pipe situated in a north-south direction(parallel to the UST). Based upon field measurements,the base of the UST was estimated to be 7 to 8 feet bls. An additional 12-inch diameter hole was dug over the top of the buried metal object located on the subject site. At approximately 2 to 3 feet bls,two approximately 1 ch diameter pipes were encountered. These pipes were situated in north-south directi ns (parallel to the metal object). Additional attempts were made to encounter the buri d metal object,but refusal was encountered at approximately 3 feet bls due to the presence of the pipes,cobbles and boulders. Based upon locates,this buried metal'I object was estimated to be 5 feet long and 3.5 feet wide. Considering the length an width of this buried metal object,it could potentially be an approximately 250-gall�n heating oil tank or septic tank. rThe buried metal object located within the right-of-way of North Highway 101 was estimated to be 3 feet long and 2.5 feet wide(not suspected to be a UST). The deplh of this buried metal object was not determined during the investigation. Drilling Activities Drilling activities were completed at the property on February 12,2001. Drilling vas performed by Cascade Drilling Company of Woodinville,Washington using a truc�- mounted hollow-stem auger drilling rig. Due to the presence of overhead electrical lines,the drill tower on the rig could not be raised preventing clearance to drive the split spoon sampler. Therefore,soil samples were collected at 5-foot intervals directly off the augers as they were pulled from each boring. Hwy 101 Lilliwaup,Washington 98555 petroleum compounds(benzene,toluene,ethylbenzene,xylenes,gasoline,diesel, d oil)using methods NWTPH-Gx and NWTPH-Dx. Soil sample descriptions and drilling conditions were recorded on boring logs provi ed in Appendix A. Each soil sample was described with respect to lithology,moisture content,odor, staining and organic vapor concentrations. Groundwater sampling to s were also completed and are provided in Appendix A. Boring Backfill and Drill Cuttings All soil borings were backfilled from total depth to land surface using bentonitic cement grout. All soil cuttings generated on-site during field investigations were placed in a sealed and labeled 55-gallon steel drum pending laboratory analysis. SUBSURFACE LITHOLOGY The soils encountered during drilling consist primarily of brown to light brown,coa-se- grained silty sand with minor boulders and abundant gravel and cobbles. More detail is provided on the boring logs in Appendix A. FIELD TEST RESULTS As discussed previously, field screening was performed on selected soil samples us' g a Photovac 2020 PID and no organic vapors were detected. The PID readings are summarized below in Table 1 and on the boring logs in Appendix A. LABORATORY RESULTS Since no organic vapors were detected in the soil samples collected, soil samples collected at approximately 10 feet bls(below the base of the suspected UST)were submitted for analysis. No constituents were detected in the four soil samples analyzed. Field PID results and laboratory analytical results for soil are summarize below in Table 1. Groundwater was analyzed using the sample collected closest to the suspected 675 o 1,000 gallon UST(Sample W-V). Heavy oil-range petroleum hydrocarbons were detected in the groundwater sample at a concentration of 690 micrograms per liter (µg/L),which is below the current Model Toxics Control Act(MTCA)Method A cleanup level of 1,000 µg/L. Low concentrations of toluene,ethylbenzene,and xylenes were also detected in the groundwater sample. No other constituents were detected. The complete laboratory report is provided in Appendix B. DRAINAGE SURVEY On February 12,2001 ARCADIS surveyed the site and general area to determine locations of potential ditch systems and cross-culverts,which would direct stormw ter flow from the ditch on the upland side of North Highway 101 associated with the subject site to Lilliwaup Bay. The ditch located on the upland side of the highway�s relatively flat and covered with grass. Water was not present within the ditch du ri g the survey and the ditch did not appear to be connected to any cross-culverts or ane ler ditch system. 6 ARCADIS GERAGHTY&MILLER Final Phase II Environmental Site Assessment Proposed Main Post Office Adjacent to 28611 N. Hwy 101 Lilliwaup,Washington 98555 The closest cross-culvert to the subject site is located approximately 200 feet to the north at the Lilliwaup Store. Immediately in front of the store(east side)is a catch basin that is connected to a cross-culvert that extends to the east,across North Highway 101, and discharges directly to Lilliwaup Bay. This catch basin collects stormwater from paved areas of the Lilliwaup Store&Motel,not from the subject property. Another culvert is located approximately one-quarter of a mile to the sout of the subject site near North Robinson Road. This culvert also discharges directly t Lilliwaup Bay but is not connected to the shallow ditch located in front of the subje property. The land surface is relatively flat between the subject site and this culvert and the distance between the subject site and the culvert is approximately one-quarter mile. According to Mr. Larry Deemer with the WSDOT,water within the ditch on the subject site along the upland side of North Highway 101 drains through infiltration d the ditch is not connected to any other ditches or culverts. Mr. Deemer also stated t at the nearest culverts to the subject site are located to the north at the Lilliwaup Store and to the south near North Robinson Road,as noted during the drainage survey. CONCLUSIONS An approximately 675 to 1,000 gallon capacity UST was identified within the right f- way of North Highway 101,adjacent to the subject site. Two additional buried met 1 objects were located on and near the subject site but were not identified during this investigation(e.g.,USTs,septic tanks,other metal objects,etc.). Based on the field investigations and laboratory analytical results, it does not appeai that soils at the subject site have been adversely affected. Minimal impacts to groundwater were detected(heavy oil-range petroleum hydrocarbons,toluene, ethylbenzene,and xylenes)at levels below current MTCA Method A cleanup level. A drainagesurvey was also completed on and near the property to determine locati ns Y of potential ditch systems and cross-culverts directing stormwater flow from the subject site to Lilliwaup Bay. Results of the drainage survey indicate that stormwat r from the subject site does not directly discharge to Lilliwaup Bay through another ditch system or cross-culverts. 7 ARCADIS GERAGHTY&MILLER Final Phase 11 Environmental Site Assessment Proposed Main Post Office Adjacent to 28611 N. Hwy 101 Lilliwaup,Washington 98555 RECOMMENDATIONS Based on the Phase II ESA results,the following recommendations for the subject le are offered: • Since grading activities are planned for the subject site,the potential fill/vent pipe located on the property would likely impede site preparation work. Removal of this fill/vent pipe and the associated UST should be completed. As stated in the 1997 Uniform Fire Code,all USTs that are out-of-service f r more than one year should be removed from the ground in accordance with Uniform Fire Code regulations. Closure-in-place of the UST may be permitted if removal of the tank is not necessary. This determination would likely be made by the local fire chief,WSDOT,and/or Mason County Planning Department. A licensed/certified tank removal company should complete all tank closure activities. The condition of subsurface soils should also be determined at the time of closure to verify that in-situ soils are in complianc e with current MTCA cleanup guidelines. • The two additional buried metal objects should be uncovered using heavy equipment(e.g.,a backhoe)and identified(determine if these objects are USTs,septic tanks,metal plates,etc.). If additional USTs are identified on or near the subject site,these USTs should also be closed-in-place or removed • Additional groundwater sampling/characterization should be completed if icontaminated soil is encountered during tank closure activities. ■ LIMITATIONS Conclusions and opinions offered here pertaining to subsurface conditions rely sole y upon results of sampling and testing at separated localities. Conditions may vary between sampling locations or at other locations and depths.
