9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Shutty,and Trask met in closed session for labor negotiation via
Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Misty
Kuhl, Cabot Dow,and Lindsey Smith were also in attendance.
10:00A.M. Treasurer—Lisa Frazier
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Lisa discussed increasing the cash drawers in the Clerk's Office from$100 to$500.
Approved to move forward.
• Lisa requested to invest excess funds for the Health Department(Fund 150)and Community
Support Services(Fund 117). Approved to move forward.
10:05 A.M. North Mason Fire Authority—Chief Beau Bakken
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
Chief Bakken discussed the North Mason Fire mobile integrated health community paramedic
model. There has been an increase of 30%lower duty calls that need attention but are not life
threatening. This provides a physician associate program where a mid-level provider can
refer and write prescriptions. Emergency room levels have greatly increased. With this
program,4-5 patients are seen per day that may help lessen emergency room visits.
10:20 A.M. Public Works—Loretta Swanson
Utility&Waste Management
Commissioners Neatherlin,Shutty, and Trask were in attendance via Zoom.
• Richard Dickinson discussed a Request for Proposals(RFP)for solid waste long haul
transport and disposal. Approved to move forward.
• Mendy Harlow,Executive Director of the Hood Canal Salmon Enhancement Group,gave a
PowerPoint presentation on the Theler Trail levee breach and Roessel Road.
10:40 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Mark shared the Memorandum of Understanding with The Arc of the Peninsulas for Housing
Consortium to create policy board. Approved to move forward.
• Mark asked about Treatment Sales Tax(TST)and Community Services payments for non-
profits,expenditures,invoice vouchers for Commissioner to sign off before payment process..
• Diane Zoren shared request to withdraw the two Washington Wildlife and Recreation
Program(WWRP)grant requests for 22-1388 Union Park and 22-1410 Sandhill Park multi-
purpose field and to not accept the Youth Athletic Facilities(YAF)program grant#22-1387
grant request$350,000;match$4,755,000. Approved to move forward.
• Jennifer shared Mike Oblizao,Hood Canal Communications,requested to brief on their
request for amending their American Rescue Plan Act funding in May.
• Jennifer shared that the Crossroads Housing contract for$10k for veterari's assistance is
expiring December 31,2022.
10:50 A.M. Public Health—Dave Windom
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Dave shared update to Public Health and Human Services Strategic Plan update.

• Melissa shared Community Action Council Housing and Essential Needs(HEN)Amendment
#2 for additional$52k. Approved to move forward.
• Melissa discussed Overdose Data to Action(OD2A)letter of interest. Approved to move
forward.
• Melissa discussed the RFA Syndemic Approach to Infectious Disease Prevention&Linkage
Services grant. Approved to move forward.
• Melissa shared Pierce County AIDS Foundation Memorandum of Understanding. Approved
to move forward.
