9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Shutty,and Trask met in closed session for labor negotiation via
Zoom from 9:00 a.m.to 9:45 a.m. Mark Neary,Mary Ranier,Nichole Wilston,Misty Kuhl,
Cabot Dow,and Lindsey Smith were also in attendance.
9:45 A.M. Executive Session—RCW 23.30.110(1)(c)Real Estate
Commissioners Neatherlin,Shutty,and Trask met in executive session for real estate via
Zoom from 9:45 a.m.to 10:00 a.m. Mark Neary and Tim Whitehead were also in attendance.
10:00 A.M. National Center for Public Lands Counties
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Cmmr.Wes McCart from Stevens County shared the National Center for Public Lands
Counties is a proposal for research on public lands issues around the country. Issues include
the bigger need for services and housing for forest rangers. If 1%of monies is taken from
County's Local Assistance and Tribal Consistency Funds(LATCF)and put into a 5016 for
research,there will be a total of$635,055. 43%of Washington State is in public lands status
and roughly 12.7 million acres is federally owned. Mason County's allocation of LATCF is
$795,769.30 and the 1%assessment would be$7,957. Approved to move forward.
10:20 A.M. Planning Advisory Commission Interview
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• The Commissioners interviewed Brad Carlberg for the Planning Advisory Commission.
Approved to move forward to appoint.
10:25 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Jennifer Beierle shared the March 2023 fmancial report. Current Expense revenue
$10,031,046 at 24%;last year$9,718,661 at 24%. Treasurer department receipts$6,268,515
at 22%;last year$6,443,849 at 24%. Current Expense expenditure$11,196,429 at 24%;last
year$9,853,511 at 23%. Six-Year specific revenue streams comparison: Community
Development revenue$532,701;Detention and Correction Services$21,998;Current
Expense property tax$1,187,911;Road Diversion property tax$127,076;County Road
property tax$1,205,773; Current Expense sales tax$2,184,251;Criminal Justice taxes
$478,896;Rural Sales and Use tax$268,374;Community Services Homelessness Prevention
filings$117,903;Lodging tax$168,470;REET I and 2$271,737. Revenue$661,034.70;
total collected revenue$2,184,250.97;budgeted$8.4 million;projected end of year
$9,558,635.51. Current Expense cash$25,573,960. Special Fund cash$54,350,157. Motor
Pool expenditure comparison$390,945 at 22.96%;last year$327,333 at 21.77%. Special and
Other Fund revenue$11,984,040 at 20%;last year$13,479,562 at 18%. Special and Other
Fund expenditure$11,141,310 at 14%; last year$11,479,264 at 14%.
• Jennifer discussed the American Rescue Plan Act(ARPA)project updates. Obligated amount
$13,079,826.84;received$12,668,901—did not include Port of Allyn water. Reduce amount
in administration due to being over allocated by$74,186.72.
• Jennifer presented updates on the following ARPA projects:Public Utility District(PUD)3
Belfair substation,Impact NW Camp Sluy's,The Youth Connection,North Mason Fire
mobile integrated health,PUD 1 Agate Beach,PUD 1 Vuecrest, Community Development

records archival imaging,Mason County fiber optic infrastructure upgrade,Community
Lifeline,Hood Canal Communications(HCC)Eldon fiber,Crossroads Housing homeless
veterans assistance, signing bonus for Deputies,Mason County Treasurer household and
small business property tax,Mason County utilities,Port of Allyn Water Company,Mason
County Housing Authority,Public Works projects(Eells Hill yard goat,Beards Cove,pump
station 1 and 3,Lakeland Village,grinder pumps,Log Yard Road design,and Belfair sewer
extension),Mason County Sheriffs Office Bearcat/Terradyne,Mason County emergency and
disaster recovery,Belfa r water district, and temporary County staff. Completed projects
include:PUD 1 customer arrearages,HCC customer arrearages,Economic Development
Council small business grants,Mason County Housing Authority arrearages,Sheriff s Office
body cameras,Prosecutor's Office 2nd floor expansion,Jail elevators and doors,Eells Hill
yard goat tractors,PUD 1 Vuecrest phase one and two,PUD I Eldon fiber buildout,HCC
Colony Surf fiber buildout, IT infrastructure backbone/storage upgrade,Lakeland pump
station,The Arc of the Peninsulas,and GovQA public records implementation.
• Jennifer shared a formal request from the Treasurer to combine Personal Property Tax to Real
Property Tax in the amount of$49,932 to give the Treasurer a total of$66,952 to help prevent
foreclosure to individual households. Approved to move forward.
• Jennifer shared a formal request from HCC to reallocate$87,260.83 of American Rescue Plan
Act funds from Hood Canal Communication customer arrearages to the Hood Canal
Communication Eldon Fiber Buildout. Tabled.
• Jennifer discussed the camera installation for the Sheriff s Office,the approval should have
read for purchase and installation. $14k is leftover. Approved to move forward.
• Jennifer shared the contract amendment with Community Lifeline to add more detail
requirement to show Community Lifeline spending money reportsibreakdowns with an
effective date of December 1,2022 through May 31,2023. Approved to move forward.
• Diane Zoren discussed the fiber upgrade for downtown County campus. Two bids were
received, one was not responsive due to not giving all costs. Staff recommend awarding the
bid to Hood Canal Communications for$304,018. The anticipated ARPA funds were up to
$450k. Approved to move forward.
• Diane shared the 2022 Oath of Inventory for equipment and purchases over$5k and capital
assets. Approved to move forward.
• John Taylor discussed the Washington State Recreation and Conservation Office(RCO)
Grant for Sandhill Park all-purpose field and Union Park renovation. The County must
commit by May 8 or return the$350k grant. The Washington Wildlife and Recreation
Program(W WRP)grant for$500k was not awarded. The estimate for Sandhill is$4.8
million and for Union Park$1.85 million. Total cost for the County is$6.652 million.

• Mary Ransier shared the Human Resources strategic plan update.
• Mark discussed the Ist Quarter Real Estate Excise Tax(REETI)review,fund financial status,
and prioritization of funding Capital Projects. Cash should be reserved to meet annual
obligations.
• Undersheriff Adams discussed the events over the weekend.
• Cmmr. Shutty shared a request from The Arc of the Peninsulas for a housing consortium. The
City of Shelton will also be participating. Tim Whitehead reviewed the contract. Approved
to move forward.
• Cmmr. Shutty discussed issues with Fire District No. 12. The recall was upheld by the
Supreme Court.
10:55A.M. Public Health—Dave Windom
Commissioners Neatherlin,Shutty, and Trask were in attendance via Zoom.
• Melissa Casey discussed the Mason County Law Enforcement Co-Responder program
between Public Health and the Sheriff s Office. The current crisis services in place are for

both Mason and Thurston counties and are limited. The co-responder program would be
dedicated to Mason County,embedded in the Sheriff s Office 7-days a week,and funded with
Treatment Sales Tax in the amount of$180k. Olympic Health and Recovery Services
(OHRS)would provide half of the funding plus staff for a total amount of$360k. Approved
to move forward.
• Ian Tracy shared that the Washington State Department of Health will be issuing a press
release for shellfish downgrades.
• Ian discussed amending Title 15 to address the collection of Public Safety and Education
Assessments(PSEA)fees. Approved to move forward.
• Dave was approached by North Mason for the idea of using a community connector for
substance abuse and mental health.
11:05 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Mike Collins requested to replace the culvert at milepost 5.20 on Satsop Cloquallum Road.
The culvert is composite and the joint failed,it has been patched but needs replaced. The
Department of Fish and Wildlife is requiring the culvert be replaced by a 16.9' span by 10.8'
rise aluminum structural arch pipe. Approved to move forward.
• Loretta requested approval for County Administrator to sign Temporary Easement Agreement
granting Public Utility District(PUD)No. 1 for an easement on County owned parcel number
42118-24-00130 at 4091 W Skokomish Valley Road for installing,operating,and maintaining
power,water,and communication utilities. Approved to move forward.
• Loretta shared that National Work Zone Awareness week is April 17 through 21.
• Loretta discussed the annual nomination for County Engineer and Project/Program Manager
of the year.
• Loretta shared that the Transportation Improvement Program Citizens Advisory Panel(TIP-
CAP)met last week and will hold a community outreach event at the Shelton Civic Center on
July 12.
