Lake Cushman Road Hoodsport, Wa. 98548 Re: Division 2 Site Improvements/ Exemption/ Recision Dear Ms. Hutchinson and Board of T stees: Thanks to Terry Hutchinson, Dick Schroeder and Al Kelley for meeting with myself and Gary Yan o in our of. =ce yesterday to discuss the above referenced matte . Included with this letter is a notice indicating that we have formally rescinded exemption number 94-0002 granted for improvements to the Division 2 Boat Launch/Park site. As we discussed, we feel that both the value of the improvements and possible "material interference with the normal public use of the water or shorelines of the state" , warrant our requiring that a shoreline substantial development Permit (SDP) be granted for the proposed improvements. I have enclosed a copy of the Recreational Development chapter of the Shoreline Molter Program for Four consideration. A permit application would be reviewed against the standards outlined in this chapter. Removal of the swimming area soils to moderate the slope would be regulated as an "unspecified use" and would require, in addition to the SDP, a conditional use permit. The two permits could be processed simultaneously. The processing fee (non-refundable) would be $550.00 ($450 .00 for substantial development/conditional use and $100.00 for environmental review (SEPA) ) . Total processing time is roughly 5 months. Approval must be granted by both the Mason County Commission and the State Department of Ecology. . I have enclosed application materials which explain the process in greater detail. Wood debris may be burned within the OHWM, though should the level of the lake rise all debris sh ll be removed above the OHWM. Ash and any remaining debris must he removed and placed above the OHWM. Lake Cushman Road Hoodsport, Wa. 98548 Re: Division 2 Launch Area Dear Ms . Hutchinson: Thank you for your letter dated 0 tober 1, 1993 regarding the development of this launch area. Th re are two aspects of concern regarding shoreline development or. Lake Cushman. First, all development must comply with the standards found in the Shoreline Master Program (SMP) . Secondly some development requires permitting under the SMP. The plan you submitted would appear to require shoreline permits in the following two areas : 1. Grading 2 . Log booms Placement of the sani-can, garbage can, picnic table and signs would require compliance with the SMP Recreational development setback standards . I have attac ed a copy of this section highlighting the applicable setbacks . If the project could be undertaken without grading and by utilizing mooring buoys instead of log booms no shoreline permit will be required. We will only need to iss e a Statement of Exemption. Otherwise a shoreline substantial development and conditional use permit will be needed. The permitting process takes roughly 5 months to complete and approval ' s required from the County Commissioners and from the State. If you decide to pursue a shoreline permit please contact me.
