A RESOLUTION TO EXTEND THE EFFECTIVE PERIOD OF RESOLUTIONS NOS.
119-96 AND 52-97, WHICH IMPOSE A MORATORIUM ON LAND USE PERMIT
APPLICATIONS FOR CELLULAR COMMUNICATION FACILITIES
WHEREAS, Resolution No. 119-96 was adopted by the Mason County Board of County
Commissioners pursuant to RCW 36.70A.390, on November 12, 1996, and said resolution
was effective for a six month period with termination scheduled for May 12, 1997; and
WHEREAS, said Resolution place a moratorium on the processing of land use application for
personal wireless services communication facilities in the unincorporated area of Mason
County; and
WHEREAS, the moratorium was extended to November 12, 1997, through the adoption of
Resolution No. 52-97; and
WHEREAS, the Mason County Planning Commission has forwarded a recommendation on a
new draft telecommunication ordinance to the Board, but the Board's public hearing on the
proposal is not scheduled until November 25, 1997 so that the earliest possible action by
Mason County on a telecommunication ordinance is after expiration of the moratorium.;
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of
Mason County hereby amend Resolution No.s 119-96 and 52-97 to extend by six months the
effective period of the moratorium whereby the County shall not process land use permit
applications for personal wireless services communication facilities. The moratorium shall
remain in affect until May 12, 1998.

Extension of a Moratorium on Land Use Permit Applications for Cellular
Communication Facilities
FINDINGS OF FACT
1. Under consideration is the six month extension of the moratorium established by Resolution
119-96 and extended by Resolution No. 52-97.
2. The conditions and need for the county to study and establish appropriate land use controls
for the emerging wireless communications technology, which lead the county to adopt the
moratorium, remain in effect.
3. The county has made substantial progress in preparing new land use controls for
consideration, but action by the county will not be possible prior to the November 12, 1997
expiration of the moratorium.
4. The Board held a public hearing on November 4, 1997 to receive public comment on the
proposed action.
From the preceding findings, it is concluded that the moratorium should be extended.
